Divyangjan Kaushal Yojana is a central government skill training scheme for persons with disabilities. Announced in the Union Budget 2026-27, it provides industry-relevant and customized training in high-growth sectors so that eligible people can find dignified livelihood opportunities.
Finance Minister Nirmala Sitharaman announced this scheme on 1 February 2026, with a budget allocation of ₹200 crore for the financial year 2026-27. Department of Empowerment of Persons with Disabilities (DEPwD) under Ministry of Social Justice and Empowerment will run the scheme.
Divyangjan Kaushal Yojana - Introduction
The scheme focuses on modern career paths where task-oriented and process-driven roles suit Divyangjan. Training will be given in sectors like Information Technology (IT), Animation, Visual Effects, Gaming, and Comics (AVGC), hospitality, and food and beverage services. Each course is made for the specific needs of different disability groups, so the learning process stays comfortable and effective.
Along with this scheme, the Budget also announced Divyang Sahara Yojana. That scheme, with an allocation of ₹100 crore, supports timely access to high-quality assistive devices for eligible Divyangjan and senior citizens. The two schemes together focus on skills and support, so that persons with disabilities get both the training and the tools they need.
The Department of Empowerment of Persons with Disabilities already runs the PM Daksh Portal for Divyangjan for skill development and employment of persons with disabilities. The same department is expected to launch this scheme, and the official portal can be reached at pmdaksh.depwd.gov.in. Detailed guidelines and the notification are still awaited.
