Mukhyamantri Sudharit Kamdhenu Scheme has been amended with a new notification published in the Goa Official Gazette on 23 July 2026. The scheme, run by the Department of Animal Husbandry & Veterinary Services, Government of Goa, provides financial support to farmers for buying crossbred cows, improved she-buffaloes and indigenous breed cattle for dairy farming. The updated 2026 rules raise the unit cost to ₹90,000 per animal and cut the residency requirement to 5 years.

Under the revised Mukhyamantri Sudharit Kamdhenu Scheme, eligible farmers can purchase up to 20 milch animals in four phases, with a maximum of 5 animals per phase. The subsidy rates, insurance cover, transportation reimbursement and infrastructure support have all been updated in the July 2026 notification, which replaces the earlier Kamdhenu Scheme (Sudharit) Amended 2021.

Mukhyamantri Sudharit Kamdhenu Scheme - Key Updates

The July 2026 amendment brings several important changes. The unit cost per animal has been raised from ₹70,000 to ₹90,000. The subsidy for buying 1 to 10 animals is now 90% of the unit cost, up to ₹81,000 per animal. For 11 to 20 animals, the subsidy is 75%, up to ₹67,500 per animal. The earlier tier for 21 to 100 animals has been removed, and the maximum purchase limit is now 20 animals.

The residency requirement has been reduced from 15 years to 5 years. The sanction order validity has been extended from 1 year to 18 months. New rules now allow lease deeds registered before a Notary Advocate for a minimum of 5 years, and land for green fodder cultivation is considered desirable. The scheme also requires RFID ear tags and micro chipping for all animals purchased.

The scheme provides the following financial support to dairy farmers:

Subsidy for Animal Purchase: Farmers buying 1 to 10 animals receive a 90% subsidy, up to ₹81,000 per animal. Those buying 11 to 20 animals get a 75% subsidy, up to ₹67,500 per animal. The unit cost is capped at ₹90,000 per animal, which is expected to yield 2,700 litres of milk per lactation.

Transportation Incentive: Farmers receive ₹2,000 per animal for transporting milch animals from outside Goa through an empanelled registered dealer, or the actual cost, whichever is less. An additional ₹800 per animal is reimbursed for transportation from the Central Bull Farm Copardem or Government Livestock Farm Dhat to the farmer's cattle shed.

Insurance Premium Reimbursement: The department reimburses the comprehensive insurance premium up to 18.5% of ₹90,000 or the actual premium paid, whichever is lower. The maximum reimbursement is approximately ₹16,650 per animal.

Infrastructure Financial Assistance: Farmers can claim an 80% subsidy for constructing a cattle shed, with a maximum of ₹2,59,200. The construction cost is calculated at ₹6,000 per square metre. The infrastructure unit must remain operational for 5 years from the date of subsidy release.

Post-Selection Obligations: Animals must be maintained for at least 3½ years (42 months). The cattle shed infrastructure must stay operational for 5 years. If the farmer fails to maintain the animals, the government recovers the subsidy, insurance premium and transportation cost on a pro-rata basis. Animals cannot be disposed off during this period without department permission.
