Application Process

STEP 1 - Obtain a mandatory permit for the construction of a new or replacement tubewell from the Pondicherry Ground Water Authority, Puducherry.

STEP 2 - Contact the local office to arrange for tubewell construction using departmental machinery. If private machinery is to be used, apply for a No Objection Certificate (NOC) from the concerned authority.

STEP 3 - After getting the NOC, construct the tubewell by deploying machinery registered with the Pondicherry Ground Water Authority. An Agricultural Officer (Engg.) will inspect the site during construction to verify the pipes and materials used.

STEP 4 - After the tubewell construction is complete under departmental supervision, visit the office of the Hydrogeologist-II at State Ground Water Unit and Soil Conservation, Thattanchavady, Puducherry-9, or the Additional Director of Agriculture in Karaikal to collect the application form.

STEP 5 - Fill in all the mandatory fields in the application form, paste a passport-sized photograph, and attach copies of all required documents. Self-attest copies if asked to.

STEP 6 - Submit the filled and signed form along with documents to the authority. A unique seniority number will be assigned on receipt of the application.

STEP 7 - If you are a first-time user, visit the official e-District portal at https://edistrict.py.gov.in/ to register for an account. Log in to your dashboard, select this scheme, fill in the details, upload documents, review the application, and submit it. Save the application number for tracking.

The application should be submitted within 90 days from the date of completion of the tubewell construction. The online portal also helps track application status.

Benefits

Eligible farmers get a 90% subsidy toward the installation of submersible or centrifugal motor pump sets with accessories. The maximum subsidy is ₹60,000 per tubewell per individual farmer.

If the applicant has used personal funds for the construction, the subsidy amount is released directly into the bank account through the Electronic Clearing System (ECS).   • Original bills for construction expenses. In case a bank loan was taken, submit bank-attested copies of the bills along with a certificate from the bank.
