Registration and Stamp Duty Subsidy Scheme helps Information Technology (IT) units in Goa get back the stamp duty and registration charges they pay while setting up or growing their business. Applications for the benefit are being accepted online in 2026 through Goa Online and the Goa MSME single window, so both new and existing IT companies can apply under the current policy period.
Goa IT Policy 2018 brought this scheme through the Department of Information Technology, Electronics and Communication (DITE&C), Government of Goa. It is one of the Information Technology Policy Schemes that support IT units operating in the state. The main aim is to make Goa a preferred destination for IT investment and expansion by keeping the cost of buying or leasing office space low.
Registration and Stamp Duty Subsidy Scheme - Introduction
Under this scheme, eligible IT units receive 100 percent reimbursement of the stamp duty paid and 100 percent reimbursement of the registration fees paid. In effect, the stamp duty and registration burden stays very small, and as per the policy the effective cost to the unit is limited to about ₹ 100. This is a big saving for companies that buy land or built-up office space in Goa.
The benefit is available to all new and existing IT units with operations in Goa. Only transactions done during the policy period, or up to three years before it, qualify for the subsidy. The scheme works alongside other Goa IT Policy schemes such as Capital Investment Subsidy Scheme and Lease Rental Subsidy Scheme.

Benefits
The scheme pays back the full stamp duty and registration charges spent by an IT unit. This keeps the cost of buying or leasing office space low for companies that are starting or expanding in Goa.

Note: Benefits depend on the availability of funds. If the budgetary allocation is exhausted, the government may stop these benefits without creating a legal binding or promissory estoppel. Also, only transactions done during the policy period or up to three years before it qualify for this subsidy.
Eligibility
To get this subsidy, the unit must operate in Goa. Both new and existing IT units can apply as one of the following entities:
- Proprietorship firm registered in Goa.
- Private Limited Company under the Companies Act, 2013.
- Public Limited Company under the Companies Act, 2013.
- Registered Partnership Firm under the Indian Partnership Act, 1932.
- Limited Liability Partnership under the LLP Act, 2008.
Bank accounts of the unit and its directors or partners must be linked with Aadhaar. Udyog Aadhaar is also required to claim the benefit.
Exclusions
Units already receiving similar financial incentives under another policy of the Government of Goa cannot claim benefits under this scheme. The scheme rules also state that the provisions are not binding assurances from the government, and promissory estoppel will not apply against the government.
Application Process
Application is fully online. DITE&C lists the scheme on the Goa MSME single window, and the actual application is submitted through Goa Online. Follow these steps:
STEP 1 - Go to startup.goa.gov.in and register yourself, then log in with the credentials.
STEP 2 - Open the Goa MSME scheme details page for Registration and Stamp Duty Subsidy Scheme and click on the Apply button, or open the scheme service directly on Goa Online.
STEP 3 - Fill in the application form with details of the unit and the transactions for which reimbursement is claimed.
STEP 4 - Upload the required documents such as the incorporation certificate, stamp duty and registration challans, lease or sale deed, and employee details.
STEP 5 - Pay the convenience fee as applicable. The payment receipt can be downloaded from the inbox.
STEP 6 - Note the acknowledgement number and use the Track Status service on Goa Online to follow the application.
Applications can be submitted on a quarterly, bi-annual, or annual basis after the expenses are incurred.
