Laadli Laxmi Scheme - Introduction

Laadli Laxmi Scheme was launched on 6th July 2012 as a main programme of the Department of Women and Child Development, Government of Goa. The scheme works to stop female foeticide and to change the belief that having a daughter is an economic burden during her marriage. By giving financial support, the scheme helps the girl child cover her study costs and future needs as she grows up, while also improving the female sex ratio in the state.

Under the scheme, eligible girls get ₹1 lakh. Unmarried girls who turn 18 get the amount as a fixed deposit held jointly in the name of the Director of Women and Child Development and the applicant. Eligibility

Any girl who meets all the conditions below can apply for Laadli Laxmi Scheme:

  • She should be born in Goa, or be a resident of Goa for the last fifteen years, and for girls born outside Goa, she should have been educated in Goa.
  • At least one of her parents is born in Goa and has been a resident for the last fifteen years, or one parent has been residing in Goa for the last twenty-five years.
  • Her parents' total annual income should not exceed ₹3,00,000.

Important Note: If a family was rehabilitated due to the Tillari Irrigation Project, it may be exempt from the standard domicile conditions on producing a certificate from the Collector of North Goa District.

Application Process

Laadli Laxmi Scheme is an offline scheme. The application form is available at the District Office of the Directorate of Women and Child Development at a cost of ₹100. Follow these steps to complete the application.

STEP 1 - Visit the nearest District Office of the Directorate of Women and Child Development and collect the Laadli Laxmi application form. Fill in the applicant and parents details carefully, matching the certificates exactly.

STEP 2 - Attach a signed passport-sized photograph and self-attested copies of all the required documents, including the civil marriage registration certificate for married applicants.

STEP 3 - Submit the completed application to the Director, Directorate of Women and Child Development, Panaji-Goa, 2nd floor, Old Education Building, 18th June Road, Altinho, Panaji, Goa - 403 001.

Deadline: As per the amended scheme notified in August 2026, applicants must submit their application within one year from the date of civil marriage registration. Applications submitted after this period are rejected. For unmarried girls, the application should be submitted within one year of turning 18.

Applicants should prepare the following documents:

  • Self-attested copy of the Birth Certificate of the applicant.
  • Residence Certificate of the applicant, or a school leaving certificate with a current bonafide student certificate; graduates can give passing certificates of Xth and XIIth standards.
  • Self-attested copy of the Aadhaar card.
  • Civil Marriage Registration Certificate, which may include the first registration certificate, for married applicants.
  • Residence Certificate of one parent for 15 or 25 years, or land records, employment certificates or government service certificates as proof.
  • Birth certificate of one parent, or a baptism certificate, school records, or documents showing the grandparents lived in Goa.
  • Self-declaration in the prescribed format and pre-receipt with revenue stamp.
  • Annual Income Certificate of the parents issued by the competent authority.

Note for orphans: If both parents are deceased, the residence and birth certificate along with the death certificates can be provided to waive the income certificate requirement.

How is the fixed deposit managed?

The bank manages the deposit as per a Memorandum of Understanding (MoU) with the government, which decides the interest accrual, withdrawal process and payment milestones.

Who verifies my eligibility?

A special Committee chaired by the Secretary of the Department of Women and Child Development checks all applications to make sure the decision is fair.

Are committee decisions final?

Yes, the decisions taken by the Committee on your eligibility are final and binding, with no option to appeal.
