Uttarakhand government has launched Mukhyamantri Yuva Bhavishya Nirman Yojana, and 11,000 students will get free online coaching in the first phase. Chief Minister Pushkar Singh Dhami started it on 7 September 2026 at Mukhya Sevak Sadan in Dehradun.
Students studying in state universities and in government and government-aided colleges of Uttarakhand will get coaching classes and study material for free under this scheme. Uttarakhand Cabinet cleared the scheme on 10 December 2025, and ₹10 crore has been kept for it in the 2026-27 financial year. Higher Education Department of Uttarakhand will be responsible for running the scheme.
Exams covered under Mukhyamantri Yuva Bhavishya Nirman Yojana
Coaching covers government job exams as well as entrance exams for higher studies. Students can pick preparation for these:
- Civil services exams, which include UPSC and the state public service commission exams
- Defense and paramilitary exams such as CDS and CAPF
- Banking, Railway and SSC exams
- Entrance and eligibility exams like CAT, MAT, GATE, CLAT, NET and CSIR-NET
Coaching institutes picked for the first phase
Directorate of Higher Education named three institutes in its notice dated 4 August 2026. Study IQ Education Private Ltd, New Delhi will teach the UPSC and PCS batches. Mahendra Education Pvt Ltd, Lucknow takes Banking, SSC and Railway. Doon Defence Dreamers Ltd, Dehradun handles CDS and CAPF. Classes are fully online, so a student in Pithoragarh or Bageshwar can study from home instead of shifting to Dehradun or Delhi for a coaching seat.

Who can get free coaching
First phase is not open to every student. Colleges and universities are picking topper students themselves, and two groups have been included:
- Students in the final year of graduation or post-graduation in a state university or government college of Uttarakhand
- Students who passed graduation or post-graduation last year and got money under Mukhyamantri Uchch Shiksha Shodh Protsahan Chhatravritti Yojana
How to apply for Mukhyamantri Yuva Bhavishya Nirman Yojana
No public online form has been opened for the first phase. Your college sends your name ahead, so all the work happens at the college level.
STEP 1 - Go to your college or university office and ask whether your name is in the topper list being prepared for the scheme.
STEP 2 - Give the details asked in the fixed format, which include your name, father's name, the class or exam you passed, college name, mobile number and email ID.
STEP 3 - College checks your details and sends the verified list to Directorate of Higher Education, Uttarakhand.
STEP 4 - Selected students get login details from the coaching institute that handles their exam.

Colleges check basic papers before sending student details ahead. Keep these ready:
- Uttarakhand domicile certificate
- Aadhaar card and a mobile number that works
- Mark-sheet of the last exam you passed
- College ID card or proof that you are still enrolled
- One recent passport size photo

Do students have to pay anything for the coaching?
No. State government pays the selected institutes, and students get the classes and study material free.
Can private college students join the scheme?
Not in the first phase. Only state universities and government or government-aided colleges are covered right now.
Is there any other Uttarakhand scheme that helps with exam preparation?
Yes. Udayman Chhatra Yojana gives a one time grant of ₹50,000 to students who clear the UPSC or UKPSC preliminary exam.
