Pradhan Mantri Adi Adarsh Gram Yojana (PMAAGY) turns tribal-majority villages into model villages by funding gap-filling infrastructure and socio-economic work. The scheme gives ₹20.38 lakh per village and aims to cover 36,428 villages across the country where at least half the people are from Scheduled Tribes.
Ministry of Tribal Affairs runs this central sector scheme. In 2021-22 the Ministry remade the older Special Central Assistance to Tribal Sub-Scheme (SCA to TSS) into PMAAGY so that villages could get complete development support where other government schemes leave gaps.
Pradhan Mantri Adi Adarsh Gram Yojana - Highlights
The main aim of PMAAGY is the socio-economic growth of tribal-majority villages through a joint-work approach. Every selected village prepares a Village Development Plan based on its own needs and uses the money to close gaps in roads, water, electricity, health, education and other essential services.

Benefits
The scheme provides a fixed amount of ₹20.38 lakh per village as gap-filling support. This money handles the work that is not fully covered by other flagship schemes. The funds are spent through convergence, where central schemes like PMGSY for roads, Jal Jeevan Mission for water and NHM for health do the main work, and PMAAGY money fills the remaining gaps.
- Gap-filling Village Funding: ₹20.38 lakh per village addresses gaps in eight sectors including roads, telecom, schools, anganwadis, health sub-centres, drinking water, drainage and waste management.
- Infrastructure Support: Funding covers essential facilities such as internal and inter-village roads, mobile and internet connectivity, school and anganwadi buildings, health sub-centres and clean water supply.
- Village Development Plan: Gram Sabha prepares a need-based Village Development Plan with the help of the district tribal welfare officer, so the work matches what the village actually needs.
- Convergence with Other Schemes: The scheme brings together more than ten central and state schemes so that resources are used well and gaps are closed fully.
- Performance Awards: Top-performing villages get money rewards of ₹5,00,000 at the State level and ₹10,00,000 at the National level.
Eligibility
The scheme works at the village level, not for individual families. A village is picked on the basis of its tribal population share and its size. The selection is done through the official PMAAGY list and village authorities.
- Tribal Population Share: The village must have at least 50% Scheduled Tribe population.
- Village Size: The village must have at least 500 Scheduled Tribe people, and it must figure in the official list of 36,428 villages across states and union territories with notified STs.
- Gram Sabha Approval: Gram Sabha must pass a resolution to join the scheme and approve the Village Development Plan.
- Priority: Preference goes to villages with a higher share of tribal people and the biggest infrastructure gaps.
Application Process
There is no direct individual application for PMAAGY. The whole process works through village and district authorities. Below are the main steps followed for a village to get covered.
STEP 1 - Find out if a village is in the official PMAAGY list by visiting the official tribal.gov.in/PMAAGY portal and using the village search option with state, district, block and village name.
STEP 2 - If the village is listed, Gram Sabha passes a resolution to take part in the scheme and approve the preparation of the Village Development Plan (VDP).
STEP 3 - District Tribal Welfare Officer gives technical support to prepare the VDP, identifying gaps in roads, water, electricity, health, education, telecom and livelihood.
STEP 4 - State and district committees review the plan, and the state tribal welfare department sends the approved Village Development Plan to Ministry of Tribal Affairs.
STEP 5 - Once the Ministry clears the plan, the gap-filling amount of ₹20.38 lakh is released to the district collector or DRDA and work begins through local bodies.
Documents Required
The scheme works at the village and Gram Panchayat level, so there is no long list of individual papers. The documents needed are mostly for village authorities and officials.
- Village selection proposal with population and ST percentage details.
- Gram Sabha resolution supporting the Village Development Plan.
- Village Development Plan (VDP) prepared with district tribal welfare officer guidance.
- Survey data on infrastructure gaps and existing facilities.
- Approval letters from district or state authorities and utilization certificates for each funding stage.
