Chief Minister's Micro Finance Initiative (CMMFI) is a state-led credit scheme of the Government of Nagaland that supports farmers, entrepreneurs, Self-Help Groups (SHGs), and Farmer Producer Organizations (FPOs) through subsidized loans, collateral-free credit, and interest subvention. The scheme now runs in its upgraded 2.0 version, which adds vehicle subsidies and wider business coverage for eligible people in Nagaland.
Chief Minister's Micro Finance Initiative - Introduction
Chief Minister's Micro Finance Initiative helps eligible people access affordable credit for their economic activities. Whether an individual farmer, a budding entrepreneur, part of a Self-Help Group, or a member of a Farmer Producer Organization, this scheme provides the financial support needed to grow in Nagaland. Since its launch in August 2022, the scheme has supported more than 2,800 beneficiaries across the state.
Run by the Department of Finance, Government of Nagaland, the scheme aims to boost local businesses and agricultural productivity. It reduces the money burden by offering interest subsidies and making credit more affordable. For entrepreneurs looking for collateral-free loans for micro and small enterprises, this scheme works as a partner in growth.
The upgraded CMMFI 2.0 version, released in December 2024, broadens the list of eligible projects. It now covers retail shops, auto garages, mobile food units, gyms, saloons, craft industries, taxis, ambulance services, hydroponics, software and BPO work, e-commerce delivery centers, homestays, cold storage, and bakery and cafeteria units. Agriculture projects get customized finance as per NABARD guidelines.
Core Objectives of This Scheme:
- To increase income through better investment in quality inputs and modern technology.
- To encourage private enterprise and investment in agriculture and small-scale industries.
- To build a strong credit culture so banks feel confident supporting local farmers and entrepreneurs.
- To improve agricultural marketing networks and local infrastructure.
- To make sure eligible people get collateral-free credit for their business ventures.

Benefits
This scheme bridges the gap between ideas and reality through a clear funding support system. When a loan is taken, the burden is shared to make the journey easier. The project cost is split into a 10% beneficiary contribution, 60% bank finance, and a 30% back-ended subsidy from the Government of Nagaland.
| Category | Share of Project Cost |
|---|---|
| Beneficiary Contribution | Minimum 10% |
| Bank Finance | Maximum 60% |
| Government Back-ended Subsidy | Fixed at 30% |
Key Financial Support Highlights:
- An additional 4% interest subvention applies on fresh KCC loans.
- A 30% subsidy applies to term loans for agriculture-allied activities and entrepreneurship.
- Under CMMFI 2.0, eligible beneficiaries can access up to 30% back-ended subsidies on commercial vehicles, with applications open under Nagaland Tourism Connect and Nagaland Logistics Connect.
- For small enterprises, the government covers the 0.37% Annual Guarantee Fee.
- Enjoy a 6-month moratorium period where the state government covers the interest to the bank before EMI payments start.
- Loans are generally set for a 5-year term, which banks can extend to 7 years based on needs.
As per the Finance Department directives of 29 March 2025, the EMI for loan repayment is calculated on 60% of the total loan amount. Beneficiaries pay 10% of the loan amount upfront, while the remaining 30% is contributed by the state government in advance. CGTMSE coverage is provided for all eligible MSME activities, and banks are directed not to insist on third-party collateral for such loans.
