What is Nirman Shramik Pucca Ghar Yojana
The main aim of Nirman Shramik Pucca Ghar Yojana is to provide a pucca house to the BOCW workers in rural areas who are registered under the OB&OCWWB. A pucca house means a house that can withstand normal wear and tear due to use and climate factors including climatic conditions. A pucca house has the following characteristics:
- Material: It should have a foundation, wall and roof made of permanent material.
- Wall material: Fly ash bricks, burnt bricks, stones packed with lime or cement, cement concrete and similar material.
- Roof material: Tiles, GCI (Galvanized Corrugated Iron) sheets, asbestos cement sheet, RBC (Reinforced Brick Concrete) and RCC (Reinforced Cement Concrete).
- Life time: The expected life of the structure must be at least 30 years.
The above definition is only for checking households with pucca houses. The houses built under this scheme will be of RCC or any other material of equal strength approved by the Panchayati Raj and Drinking Water (PR&DW) Department.

Salient Features of Nirman Shramik Pucca Ghar Yojana
- Funding: NSPGY is fully funded by the OB&OCWWB with an annual budget decided by the Board for each financial year.
- Ownership: The dwelling unit is sanctioned in the name of the woman head of the household.
- No contractor: No contractor is involved in the construction of houses under NSPGY.
- Payment: Funds are credited to the beneficiary account through the Public Financial Management System (PFMS). No other form of payment is made.
- Carpet area: The minimum carpet area of the house is 25 square meters including a hygienic cooking space and excluding the toilet.
- Roof material: The roof is mandatorily of RCC or any other material of equal strength approved by the PR&DW Department.
Components of Nirman Shramik Pucca Ghar Yojana
- Unit cost: Rs. 1,20,000 for Non-IAP districts and Rs. 1,30,000 for IAP districts for new construction of a dwelling house.
- Wage component: 90 person days and 95 person days in Non-IAP and IAP districts under MGNREGS.
- IHHL: Rs. 12,000 for IHHL under MGNREGS or SBM(G).
- Convergence: Drinking water supply, electrification under DDU GJY or BGJY, wages for land development under MGNREGS and social security under AABY or RSBY.
- Early completion incentive: Rs. 20,000 for completion within 4 months and Rs. 10,000 for completion within 6 months.
Strategy for Implementation of NSPGY
Houses under NSPGY are built by the beneficiaries themselves. Panchayat Samiti is the implementing agency under the direction of DRDAS and Zilla Parishad. Beneficiaries get a menu of house designs and approved technology for their region. The core house design includes a dedicated space for hygienic cooking and a toilet and bathing area. The roof and wall are strong enough to withstand the climatic conditions of the area and include disaster resilient features where needed.
The dwelling house is built on individual plots of the beneficiary or on the plot of any family member subject to a no objection certificate from the land owner. The allotment is made in the name of the female head of the household. If the household is not headed by a female, the allotment is made jointly in the name of husband and wife, or in the name of the male head of the family. For beneficiaries selected under the quota for persons with disabilities, the allotment is only in the name of such persons.
District Administration can arrange the coordinated supply of materials such as cement, steel, bricks and pre-fabricated components at the block point. A particular block staff is tagged with a specific number of beneficiaries for easing construction. Community Based Organizations (CBOs) like SHGs, GPLFs and Producer Groups under Odisha Livelihoods Mission and reputed NGOs can be engaged as per the instructions of the government.
Release of Installments
The release of installments is linked to the level of construction reached. The number and amount of installments can be revised by the government from time to time. At present, the release of installments is as follows:

For issuance of the work order, a geo-tagged photograph of the beneficiary with the kutcha house and a geo-tagged photograph of the proposed site of construction are collected. All photographs for inspection are taken and uploaded using the AwaasApp or any other app developed by the State Government. The photograph of the beneficiary, Aadhaar UID or EID, and mobile number are kept in the case record and uploaded in AwaasSoft.
The 2nd, 3rd and 4th installments are credited to the beneficiary account by the BDO within a week of receipt of the report of eye estimation, spot verification and geo-tagged evidence of the stage of construction. The beneficiary fixes an engraved logo of NSPGY in the front wall of the house indicating the name of the beneficiary, year of sanction and unit cost, after which the 4th installment is released. Funds are credited to the beneficiary account through direct account transfer using PFMS.

The houses under NSPGY are ordinarily completed within 12 months from the credit of the first installment in the account. A beneficiary building a bigger house should first complete the core house with a carpet area of at least 25 sq.meters and go for extension later.
