Mahatma Jyotiba Phule Karj Mafi Yojana guidelines were issued by the Maharashtra government for the 2019 farm loan waiver scheme. Under this scheme, short term crop loans up to ₹2 lakh taken by small and marginal farmers from nationalised, commercial, district central cooperative and rural banks were waived off.
Scheme has been closed or it was a one time scheme which has been closed by the government.
The 2019 Mahatma Jyotiba Phule Shetkari Karj Mukti Yojana (MJPSKY) was a one time loan waiver scheme. It has now been replaced by the new Punyashlok Ahilyadevi Holkar Shetkari Karzmukti Yojana 2026, which is the current farm loan waiver scheme of the Maharashtra government. The new scheme waives crop loans up to ₹2 lakh for loans taken between April 2019 and March 2025.
Mahatma Jyotiba Phule Karj Mafi Yojana
Under the original Mahatma Jyotiba Phule Karj Mafi Yojana, farmers who had taken short term crop loans up to ₹2 lakh from any nationalised or private bank got their loans waived. Loans taken between 1 April 2015 and 31 March 2019 were covered, along with restructured loans in this period. The waiver amount was transferred directly into the loan accounts of farmers.
You can check the beneficiary details in the Mahatma Jyotirao Phule Shetkari Karj Mukti Yojana List to understand how the earlier waiver was processed.
The scheme was run by the Cooperation, Marketing and Textiles Department of the Maharashtra government. Farmers did not need to fill any application form because the banks prepared the beneficiary lists using Aadhaar linked loan accounts. The lists were published at bank branches and village chavadi.

Eligibility for the 2019 Scheme
The benefit of the Mahatma Jyotiba Phule Karj Mafi Yojana was given to small and marginal farmers in Maharashtra. Farmers who had taken short term crop loans up to ₹2 lakh and had an overdue amount as on 30 September 2019 were covered under the scheme.
Farmers who grew sugarcane, fruits and traditional crops were also covered. There was no separate application process because the banks uploaded the Aadhaar linked loan account data on the official portal.
Who Did Not Get the Benefit
Certain people were not eligible for the loan waiver under this scheme. The following categories were excluded from the benefit.
- Current and former ministers, MLAs and MPs were not eligible for the loan waiver.
- Central and state government officers and employees with a monthly salary above ₹25,000 were excluded, except class four employees.
- Officers and board members of cooperative sugar factories, agriculture produce market committees, cooperative milk unions, urban cooperative banks and cooperative spinning mills with a monthly salary above ₹25,000 were not covered.
- People receiving a monthly pension above ₹25,000 and people paying income tax on non-farming income were also not eligible.
Process Followed in the Scheme
The loan waiver process was simple because the banks handled most of the work. Farmers only had to verify their details at the service centre. The steps followed in the scheme are given below.
STEP 1 - Farmers had to link their Aadhaar number with their loan account in the bank or the various working cooperative societies.
STEP 2 - From March 2020, the banks published the lists prepared with Aadhaar numbers and loan amounts on the notice board and at the village chavadi.
STEP 3 - Each farmer loan account was given a specific identification number in these lists.
STEP 4 - Farmers had to visit the Aaple Sarkar Seva Kendra with their Aadhaar card and the identification number to verify their Aadhaar number and loan amount.
STEP 5 - After verification, the loan waiver amount was credited to the loan account as per the rules.
STEP 6 - If a farmer had a different claim about the loan amount or Aadhaar number, the matter was placed before the district collector committee, which took the final decision.
Punyashlok Ahilyadevi Holkar Shetkari Karzmukti Yojana 2026
The new farm loan waiver scheme of Maharashtra is the Punyashlok Ahilyadevi Holkar Shetkari Karzmukti Yojana 2026. It waives crop loans up to ₹2 lakh for short term crop loans taken between April 2019 and March 2025. The government has set aside ₹36,585 crore for this scheme, which targets about 31 lakh farmers in its first phase.
Farmers who repaid their crop loans on time in any two of the last three financial years can get an incentive of up to ₹50,000. Farmers who already got help under the 2019 Mahatma Jyotiba Phule scheme can now claim the full ₹2 lakh waiver instead of the earlier ₹50,000 limit. Eligible farmers receive an SMS to verify their Aadhaar, and the amount is credited directly to their crop loan accounts.
