UP Prepaid Smart Meter Yojana 2026: Uttar Pradesh Power Corporation Limited (UPPCL) is installing prepaid smart electricity meters across the state under this scheme. UPPCL has already installed around 82 lakh smart meters in Uttar Pradesh, and more than 75 lakh of these are smart prepaid meters. All new electricity connections in the state continue to get prepaid smart meters only.
UPPCL chairman and additional chief secretary (energy) A K Goel has confirmed that new power connection consumers will have only prepaid smart metering. The suspension of smart meter installation applies only to replacement of existing meters under RDSS, and not to new connections. From June 2026, consumers with prepaid meters are getting electricity bills like postpaid consumers through SMS and WhatsApp, and can pay them through UPPCL apps.
UP Prepaid Smart Meter Yojana Overview
UP Prepaid Smart Meter Yojana is a power sector scheme of the Uttar Pradesh government under which UPPCL installs prepaid smart meters in place of ordinary electricity meters. The main aim of the scheme is to reduce line losses, stop power theft and improve the revenue collection of power distribution companies (discoms).
The scheme was started with a target of installing 1 crore prepaid smart meters in the state. UPPCL gave the supply work to Energy Efficiency Services Ltd (EESL), and companies like Genus Power Infrastructures, L&T and Allied Engineering were involved in supplying the meters.
Prepaid smart meters work like a mobile recharge. Consumers recharge the meter in advance and use electricity as per the balance. This removes the need for manual meter reading and gives exact consumption data to both the consumer and the department.
UPPCL has also moved existing prepaid meter consumers to a postpaid-style billing system from June 2026. Consumers now get their bill through SMS and WhatsApp and can pay it using the UPPCL SMART app, UPPCL Consumer app or payment apps like BHIM UPI and PhonePe.

Main Aims of UP Prepaid Smart Meter Yojana
The Uttar Pradesh government started this smart meter scheme with these main aims:
- Timely payment of electricity bills by government officers, public representatives and ministers, because recharge has to be done in advance to use power.
- Reduction in the financial burden on the power department, so that the money can be used for other public facilities.
- Reduction in electricity rates in the coming time, which will make power cheaper for everyone.
- Control on power theft, because any tampering with a smart meter is detected by the department with proof.
- Reduction in distribution losses of discoms, which is one of the biggest problems of the power sector.
Smart Meter Installation Status in Uttar Pradesh
As per UPPCL data, around 82 lakh smart meters have been installed in the state so far, and more than 75 lakh of these are smart prepaid meters. The installation work is being done in phases across districts with high line losses, including Kanpur, Varanasi, Meerut, Gorakhpur, Bareilly and Lucknow.
UPPCL has clarified that all new electricity connections in the state will continue to be issued only with prepaid smart meters. The suspension of smart meter installation applies only to replacement of existing meters under RDSS, and not to new connections.
New Billing Rules for Prepaid Smart Meter from June 2026
From June 2026, the prepaid meter billing system in Uttar Pradesh has changed. Consumers with prepaid meters now get electricity bills like postpaid consumers. The bill is sent through SMS and WhatsApp, and consumers can pay it online.
The Central Electricity Authority (CEA) revised its rules on 1 April 2026, stating that consumers should be allowed to choose between prepaid and postpaid smart metering. However, UPPCL has kept prepaid smart meters required for new connections. The Uttar Pradesh Electricity Regulatory Commission (UPERC) has also sought a response from UPPCL on this matter.
