Odisha government has started a new Staff Suggestion Scheme to encourage government employees to share their innovative ideas for improving public services. The scheme was officially announced by the General Administration and Public Grievance (GA & PG) Department on 13 August 2025.
Under the Staff Suggestion Scheme, state government employees can post suggestions, comment on others’ ideas, and even like or dislike them. Suggestions that gain 1,000 or more likes will be treated as Emerging Suggestions and sent to respective departments for detailed review. The scheme has been designed and developed by the Centre for Modernizing Government Initiative (CMGI). Employees whose ideas are accepted may even get a chance to present their proposals before committees.
What is Odisha Staff Suggestion Scheme?
The Staff Suggestion Scheme is a digital portal where all regular Odisha government employees having HRMS IDs can log in and submit suggestions. These suggestions may cover:

Process to Submit Suggestion
- Government employees first have to log in to the official portal using their HRMS ID.
- After authentication, they can submit their idea under specific themes.
- Suggestions are visible to others who can like, dislike, or comment.
- If an idea gains 1,000+ likes, it becomes an Emerging Suggestion.
- Emerging suggestions are then sent to the concerned department for review.

Implementation of the Scheme
- Each department will form a Suggestion Evaluation Committee with 5-7 senior officers.
- One nodal officer, not below the rank of Joint Secretary, will guide the committee.
- The committee will periodically review emerging suggestions.
- Ideas will be checked for feasibility, scalability, and overall impact.
- Best ideas may be turned into policies, schemes, or process improvements.
GA & PG Department is the nodal authority, while CMGI will handle technical support, training, and helpdesk facilities. Departments must nominate nodal officers and form committees within 15 days of the announcement.
