Nekar Samman Yojana 2026 is a financial support scheme of the Karnataka government for handloom and power loom weavers. The scheme was launched on 6 July 2020 and now provides annual support of Rs. 5,000 to each weaver through direct bank transfer. It is a government scheme in Karnataka that was first started as a relief measure for weavers affected by the Covid-19 pandemic.
Under the scheme, silk, cotton, woolen and other handloom weavers, along with power loom weavers and preloom labourers, can apply. Applications are made through the district office of the Department of Handlooms and Textiles or through local handloom weaver cooperative societies. The benefit amount was raised from Rs. 3,000 to Rs. 5,000 in the Karnataka Budget 2023-24.
As per the 4th All India Handloom Census conducted in 2019-20, there are 54,789 handloom weavers registered in the state. The scheme has been extended to power loom weavers and preloom labourers for the first time, and around 1.5 lakh weavers have benefited so far.
Nekar Samman Yojana Benefit and Budget
The financial support under Nekar Samman Yojana was increased from Rs. 3,000 to Rs. 5,000 per weaver in the Karnataka Budget 2023-24. For the first time in the history of the state, the scheme was extended to power loom weavers and preloom labourers. Around 1.5 lakh weavers have benefited from the scheme through direct transfer of Rs. 75 crore.
In 2024-25, the Karnataka government credited Rs. 58.69 crore to the bank accounts of 1,17,459 weavers. For 2025-26, the state has earmarked Rs. 60 crore to cover over 1,20,000 handloom and power loom weavers, of which the first tranche of Rs. 29.99 crore was paid at Rs. 2,500 per beneficiary through direct benefit transfer.
The scheme also includes free electricity for looms and preloom units with power connection up to 5 HP, and a 50% rebate on fixed charges. Capital subsidy up to 50% or a maximum of Rs. 50 lakh is given to general category beneficiaries setting up a micro enterprise unit with capital up to Rs. 1 crore.

Eligibility for Nekar Samman Yojana
Weavers who are engaged in weaving and related handloom activities can apply for the scheme. The following people are eligible.
- Handloom weavers who are engaged in weaving activity and are registered under the scheme.
- Power loom weavers and preloom labourers working in the handloom and textile sector.
- Weavers who have registered under the PM Jeevan Jyoti Bima Yojana and PM Suraksha Bima Yojana for the current year.
Weavers who already received the benefit in the previous year, or who have left weaving work or moved to another place, cannot apply again.

Launch of Nekar Samman Yojana
The scheme was launched on 6 July 2020 by the then Chief Minister BS Yediyurappa as a relief measure for weavers affected by the Covid-19 pandemic. In the first phase, Rs. 2,000 was transferred directly into the bank accounts of 19,744 weavers. The amount was later increased to Rs. 3,000 and then to Rs. 5,000.
The scheme was part of the Rs. 1,610 crore relief package announced by the Karnataka government on 6 May 2020. The scheme costs the state government around Rs. 10.96 crore every year.
