Nekar Samman Yojana 2024 for handloom weavers is a new government scheme in Karnataka which was launched on on 6 July 2020. People can now apply by filling Karnataka Nekar Samman Yojane online registration form at sevasindhu.karnataka.gov.in. In this scheme, the state govt. will provide financial assistance of Rs. 5,000 to all weavers as announced in Karnataka Budget 2023-24.
For becoming a beneficiary of the scheme, silk, cotton, woolen and other handloom weavers can fill Nekar Samman Yojane Online Application Form. People can register themselves at the official Seva Sindhu portal which is developed as an initiative to deliver the various schemes and services of the Karnataka State Government at the doorstep of the citizens.
As per 4th All India Handloom Census (conducted in 2019-2020), there are 54,789 handloom weavers registered in the state. As of 6th July 2020, 40,634 handloom weavers have registered themselves under the Seva Sindhu portal for becoming a beneficiary of the scheme.
Nekarara Sammana Yojane in Karnataka Budget 2023-24
While presenting the Karnataka Budget 2023-24 on 17 February 2023, FM said “Several programmes are being implemented in the state for social and economic security of weavers. Assistance being given under Nekarara Sammana Yojane has been increased from Rs. 3,000 to Rs. 5,000. For the first time in history of the State, Nekarara Sammana Yojane has been extended to power loom weavers and preloom labourer. Around 1.5 lakh weavers have been benefited by Nekarara Sammana Yojane by direct transfer of Rs. 75 crore through DBT”.
Finance Minister also said “Free electricity will be supplied to looms and pre-looms units having power collection upto 5 HP power connection and 50% rebate on fixed charges will be provided. Capital subsidy up to 50% or maximum of Rs. 50 lakh will be provided to beneficiaries of general category establishing Micro Enterprise(ME) unit with a capital up to Rs.1 crore. New Textile and Garments Policy 2019-24 has been revised resulting in capital investment of Rs. 4,292 crore. This will create around 44,257 jobs”.

Below is the complete process for weavers to apply by filling Karnataka Nekar Samman Yojana online registration form 2024:-
STEP 1: Visit official website – Firstly visit the Seva Sindhu Portal of Karnataka at https://sevasindhu.karnataka.gov.in/Sevasindhu/English
STEP 2: Apply for Scheme – At the homepage, click at the “COVID-19: NEKARSAMMANYOJANE FOR HANDLOOM WEAVERS (FOR ASSISTED ONLINE ENTRY OF APPLICATION, CONTACT THE DISTRICT OFFICE OF DEPT. OF HANDLOOMS AND TEXTILES” link as shown here:-
STEP 3: Link to Open SIGN IN Page – People can also click at the direct link to open the Nekar Samman Yojane Sign In page will appear which is only for the officials of the department.
STEP 4: Fill Registration Form – Here applicants will have to contact the district office of department of handlooms and textiles. Accordingly, fill the Nekar Samman Yojana online registration form and submit it to avail the scheme benefits.

Launch of Nekar Samman Yojana
Currently under the Nekar Samman scheme, the state government is transferring Rs. 3000 (to be increased to Rs. 5000 soon) of financial support to all weavers in the state registered with the Seva Sindhu portal. In first phase, the Chief Minister at the launch transferred Rs 2000 directly into the bank accounts of 19744 weavers in the state. Assistance amount was then increased to Rs 3000 in next phase and now it will further increase. Annually, the financial assistance is provided once to all registered weavers under the Seva Sindhu portal.
The scheme will cost the State Government of Karnataka an amount of Rs 10.96 crore every year. The scheme is a part of the Rs 1610 crore of relief package announced by the Karnataka State Government on 6th May 2020.
