Jharkhand Krishi Rin Mafi Yojana is a farm loan waiver scheme of the Jharkhand state government. Under this scheme, the state government waives crop loans up to ₹50,000 for eligible farmers. The scheme was launched on 1 February 2021 and the official portal is jkrmy.jharkhand.gov.in. Farmers can register online and check their name in the beneficiary list.

Farmers who took short-term crop loans from banks till 31 March 2020 can get the benefit. The state government has set aside ₹2,000 crore for this farm loan waiver scheme. Around 9 lakh small and marginal farmers of the state are expected to benefit. The waived amount is paid directly to the bank account of farmers through DBT.

The scheme is also available through the Birsa Kisan Integrated Portal (BKIP) at bkip.jharkhand.gov.in. This integrated portal brings together many agriculture schemes of the state, so farmers can register at one place and take part in different schemes easily.

Farmers can register and login on the official portal to apply for the scheme. Here is the complete process to make Jharkhand Krishi Rin Mafi Yojana registration and login.

STEP 1 - First visit the official website of Jharkhand Krishi Rin Mafi Yojana at jkrmy.jharkhand.gov.in.

STEP 2 - On the homepage, click on the "Beneficiary Registration" tab present in the main menu as shown below.

STEP 3 - Direct link for registration is Beneficiary Registration.

STEP 4 - The Jharkhand Krishi Rin Mafi Yojana online registration form will appear.

STEP 5 - Enter all the details asked accurately and submit the form. Once the information is filled, the beneficiary gets registered.

STEP 6 - After registration, click on the "Login" tab present in the main menu of the portal to open the login page as shown below.

Applications are invited through Common Service Centres (CSCs), banks or other modes, so the right mode must be selected. Then the username and password must be entered to make login.

Eligibility Criteria of Jharkhand Kisan Rin Mochan (Loan Mafi) Yojana

Here is the complete eligibility criteria for the Jharkhand farm loan waiver scheme.

• Applicant must be a permanent resident of Jharkhand state.
• Applicant must be a ryot, that is a farmer who does farming on their own land. Even non-ryots, farmers who do farming on other people's land, are included.
• Farmer must be at least 18 years of age.
• Applicant farmer must have a valid Aadhaar number.
• Farmer must be a valid ration card holder in Jharkhand state.
• Only 1 farmer from a family who has taken a crop loan is eligible.
• Applicant must be a Kisan Credit Card (KCC) holder.
• Farmer must have taken short term loans from banks for farming and related activities only.
• The scheme only covers those farmers who had availed loans from banks till 31 March 2020.
• Only those farmers having valid proof of taking loan (loan documents) from banks are eligible.

Farmers have to submit their ration card and Aadhaar numbers linked to the bank to which the loan amount will be transferred through direct benefit transfer after KYC is done in the concerned bank branch and verification is done on the mobile phone. Farmers have to provide their mobile number and ₹1 token money with the application.

Jharkhand Kisan Karj Mafi Yojana List at Portal

Farmers who have linked their Aadhaar cards with their bank accounts will get the benefits. The state government of Jharkhand is going to cover 9 lakh farmers. While 6 lakh farmers have their bank accounts seeded with Aadhaar cards, the identification and seeding of the remaining three lakh farmers is underway. The scheme is online and covers those farmers who had availed loans from banks till 31 March 2020.

According to the plan, details of the farmers, their loan amounts and the bank branches concerned will be uploaded on a portal developed by the National Informatics Centre. Based on the portal, deputy commissioners of all districts will be asked to identify the farmers and verify their identities and claims. The waiver is extended to one person from a household. Once their credentials are verified, the farmers need to deposit ₹1 as a security fee at the nearest bank office or their parent branch.

Official Launch of Mukhyamantri Krishi Rin Mafi Yojana

On 1 February 2021, Jharkhand government formally started rolling out its promised farm loan waiver scheme to provide financial relief to the state's small and marginal farmers. The scheme, titled Mukhyamantri Krishi Rin Mafi Yojana, was launched by agriculture minister Badal Patralekh in the afternoon. The scheme was announced by chief minister Hemant Soren in December 2020 and aims to benefit nearly 9 lakh small and marginal farmers of the state. 1st Beneficiary of Jharkhand Farm Loan Waiver Scheme

Molindra Besra (45), a farmer based in Tarabahal village in Karmatand block of Jamtara, was the first beneficiary. Besra, who had sown vegetables and mustard in his fields two years ago, had availed a bank loan of ₹91,000 but landed in a tough spot after drought damaged his crops. On 1 February 2021, the state government waived off ₹50,000 from his loan. He now has to pay only the remaining amount of ₹41,000.

Jharkhand farm loan waiver scheme inauguration took place at Ranchi's Ramkrishna Mission Ashram auditorium. Badal Patralekh said, "It is a momentous occasion and the scheme will help the farmers. One farmer was given the benefit as a token disbursement. With the financial year set to close in 50 days, we have to provide benefits to as many farmers as possible." The objective was to disburse loan waivers worth ₹1,000 crore in the next 60 days.

Jharkhand Budget 2020-21 was presented in the state assembly at an estimated cost of ₹86,370 crore. The revenue and capital expenditure was estimated at ₹73,316 crore and ₹13,054 crore respectively. Jharkhand government decided to start a short-term farm loan waiver scheme for farmers whose income share goes in repaying farm loans. In the 1st phase of Jharkhand Krishi Rin Mafi Yojana 2021, farm loans up to ₹50,000 will be waived. The state government has earmarked ₹2,000 crore for the farm loan waiver scheme for farmers in the state. Around 6 lakh farmers in the state with loans up to ₹50,000 will get the loan waiver under Jharkhand Kisan Karj Mafi Yojana.

Cut Off Date - The amount against loan sought till 31 March 2020 will be transferred to bank accounts of loanee farmers through DBT. The state government is considering 1 person from each family after charging them a token amount of ₹1.

Number of Beneficiaries for Jharkhand Kisan Karj Mafi Yojana

As per an estimate, there are around 12.98 lakh farmers in the state having bank accounts with dues worth ₹5,800 crore outstanding. Out of the total accounts, around 9 lakh are active and others are inoperative. Of the active accounts, the state government of Jharkhand expects that 7 lakh farmers would be benefited by the Jharkhand Kisan Karj Mafi Yojana.

Aadhaar Enabling of Crop Loanee

A state-level committee has been formed under the Agriculture Minister to which crop loanee data have been submitted. Various banks have been asked to complete Aadhaar enabling of crop loanee to get benefits of the Jharkhand farm loan waiver scheme. So far 6 lakh Aadhaar cards have been enabled out of 12 lakh loan accounts. The department is building a web portal for the purpose. Loan waiver was one of the poll planks of both the Congress and JMM ahead of the Assembly election.
