हरियाणा पदमा योजना 2024 क्या है?
मुख्यमंत्री ने कहा कि इससे इंफ्रास्ट्रक्चर, कॉमन फैसिलिटी सेंटर (सीएफसी), बिजनेस डेवलपमेंट सर्विस (बीडीएस) सेंटर और प्रत्येक ब्लॉक में नई औद्योगिक इकाइयों की स्थापना के रूप में 25,000 करोड़ रुपये से अधिक का निवेश आने का अनुमान है। उन्होंने कहा कि इन क्लस्टरों में अगले साल करीब 10- 15,000 नई इकाइयां खुलने की उम्मीद है। इस मौके पर उपमुख्यमंत्री दुष्यंत चौटाला, श्रम एवं रोजगार राज्य मंत्री अनूप धनक भी उपस्थित रहे।
मुख्यमंत्री ने कहा कि पदमा योजना का उद्देश्य प्रत्येक ब्लॉक के लिए क्लस्टर स्तर पर एक गतिशील, आत्मनिर्भर और संपन्न औद्योगिक बुनियादी ढांचा तैयार करना है। यह एक बहु-विभागीय और बहु-एजेंसी कार्यक्रम है जो न केवल स्थानीय उत्पादों को बढ़ावा देगा, बल्कि स्थानीय युवाओं, विशेषकर लक्षित अंत्योदय परिवारों को रोजगार के पर्याप्त अवसर प्रदान करेगा। पदमा 5 वर्षीय कार्यक्रम है।
22 जिलों (सभी 140 ब्लॉक) के प्रत्येक ब्लॉक में स्थानीय रूप से उपलब्ध संसाधनों, मौजूदा सूक्ष्म उद्यम पारिस्थितिकी तंत्र जनसांख्यिकीय प्रोफाइल प्रमुख अवसरों, तेजी से बढ़ रहे उद्योग क्षेत्रों व विकास क्षमता के आधार पर एक उत्पाद की पहचान की गई है। यदि आवश्यक होगा तो इस क्षेत्र को बढ़ावा देने के लिए आवश्यक प्रशिक्षण और कौशल भी प्रदान किया जाएगा।
Padma Yojana से 3 लाख युवाओं को रोजगार की संभावना
डिप्टी सीएम उपमुख्यमंत्री दुष्यंत चौटाला ने कहा कि एक साल पहले इस एक ब्लॉक एक उत्पाद का खाका तैयार किया गया था। और इस कार्यक्रम के कार्यान्वयन से f पहले एक सर्वेक्षण और अध्ययन किया व गया था। इनके निष्कर्षों में पाया गया कि ब्लॉक स्तर पर विभिन्न स्थानीय उत्पाद हैं, जिनमें बड़े बाजार की क्षमता है। इसलिए, प्रत्येक ब्लॉक और उनके विशेष उत्पाद को बड़े स्तर पर बढ़ावा देने के लिए, पदमा कार्यकत्रस्म आज शुरू किया गया है।
इस पहल से प्रत्यक्ष व अप्रत्यक्ष रूप से 3 लाख से अधिक युवाओं के लिए रोजगार के अवसर पैदा करने के लिए जमीनी स्तर पर विकास होगा। एमएसएमई निदेशालय पदमा कार्यक्रम के कार्यान्वयन के लिए नोडल विभाग है।

Haryana Government while taking another lead in taking one of it’s kind initiatives today launched Programme to Accelerate Development for MSME Advancement (PADMA) programme. “Based on the principles of local yet global, PADMA aims to create a dynamic, self-sustainable and thriving industrial infrastructure at the cluster level for each block of Haryana,” said, Sh. Manohar Lal while formally launching PADMA at a function held on 23 Feb 2022. Deputy Chief Minister, Sh. Dushyant Chautala, Minister of State for Labour and Employment, Sh. Anoop Dhanak also remained present. He said that PADMA is a Multi-departmental and Multi agency programme which would not only promote the local products but would also give ample employment opportunity to the local youth, especially to the targeted Antyodaya families.
“PADMA, a 5-year programme will not only revolutionise the industrial landscape in Haryana through the development of PADMA industrial parks across all the blocks of the State but is also expected to bring in investment of over Rs. 25,000 crore in the form of infrastructure, Common Facility Centres (CFC), Business Development Service (BDS) Centres and set-up new industrial units in each blocks,” said Sh. Manohar Lal.
New MSME Units to be Opened in Padma Scheme
Around 10,000 -15,000 new units are expected to be opened in the next year in clusters under Padma Yojana. CM said that in line with Atmanirbhar Bharat and to support state MSMEs, a tremendous focus has been on development of its MSME ecosystem. With this in mind the Haryana Government has set up a separate Directorate for MSMEs. “The MSME sector plays a significant role in the economic landscape of Haryana, contributing over 22 percent to the Gross State Value Added (GSVA),” said Sh. Manohar Lal.
The Chief Minister said that under Padma Yojana, One product in each block of the 22 districts, covering all 140 blocks in the State has been identified based on the locally available resources, existing micro enterprise ecosystem, demographic profile, key opportunities, sunrise sectors and growth potential. “If required necessary training and skilling would also be given so as to promote this sector,” asserted Sh. Manohar Lal.
Deputy Chief Minister said that with the launch of PADMA Yojana, a new benchmark has been set for taking the industries forward. “One year ago, the blueprint of this One Block One Product was prepared and a survey and study was conducted before the implementation of this programme. The findings highlighted that there are various local products at block levels which have a huge market potential. Hence, in a bid to give boost to each block and their special product on a larger level, PADMA programme has been launched today “, said Sh. Duyshant Chautala.
“Through PADMA Yojana, state government would ensure maximum encouragement to small industries running in rural areas by connecting their specialized products in every block along with ensuring ample employment opportunities to the youth,” added Sh. Dushyant Chautala. Sh. Dushyant Chautala said that the districts which are still developing, require special impetus from the state government and that the PADMA initiative will bring organic growth at the grassroot level generating employment for over 3 lakh youth both directly and indirectly across the State.
The Directorate of MSME is the nodal department for the overall execution of the Padma Yojana. Besides Directorate of MSME, other related departments namely, HSIIDC, Department of Industries and Commerce, Town and Country Planning Department and Skill Development and Industrial Training Department will collaborate and provide necessary support for smooth execution of the Padma Yojana.
