Odisha government runs the ARPANA Portal for retiring pensioners across the state. Pensioners can apply online for the revision of pension and family pension by visiting the portal at pension.odishatreasury.gov.in. The portal was launched to provide good governance and improve the delivery of services for pensioners and employees in the state.
ARPANA stands for Apply for Revision of Pension using Aadhaar Number Authentication. Pensioners who are willing to do Aadhaar authentication do not need to submit any hard copy of the application to the Pension Disbursing Authorities. Those who are not willing to do Aadhaar authentication have to submit the hard copy along with the pensioner signature to the office of the Pension Disbursing Authorities.
The portal is still open for applications in 2026. Interested pensioners can apply online for the Pre 2016 Pension Revision by going to the portal at pension.odishatreasury.gov.in. The portal also allows pensioners to track the status of their application and resubmit it if required.
ARPANA Portal Family Pension Revision Application Form (Apply with Aadhaar)
Below is the registration process for pensioners who are willing to do Aadhaar authentication and for those who are not willing to do Aadhaar authentication.
STEP 1 - Visit the official ARPANA Portal at https://pension.odishatreasury.gov.in/login.html

STEP 2 - Click on the "Apply with Aadhaar (ଆଧାର ମାଧ୍ୟମରେ ଆବେଦନ)" option or directly open https://pension.odishatreasury.gov.in/pserveltAddFormc.html
STEP 3 - After clicking, the online form for PPO will appear on the screen as shown below.

STEP 4 - Fill in all the details in the application form, including type of pension, pensioner name, PPO number, Pension Disbursing Authority type and other required details.
STEP 5 - After completing the form, click on the "Submit" button.
STEP 6 - Click on OTP to generate an OTP for eKYC (authentication) of the Aadhaar number. After receiving the OTP, enter it and verify it.
STEP 7 - After verification, take a print of the application form and save it for future use.
Apply Without Aadhaar (Revision of Pension for Pre 2016 Pensioners)
STEP 1 - The candidate has to visit the official ARPANA Portal at https://pension.odishatreasury.gov.in/login.html

STEP 2 - Click on "Apply without Aadhaar (ଆଧାର ବିହୀନ ଆବେଦନ)" or directly open https://pension.odishatreasury.gov.in/pserveltAddOfflinec.html

STEP 3 - The application form will be filled in a similar way to the Aadhaar authentication process.
STEP 4 - After clicking on submit, take a printout of the application and save the application number to track it further.

Track Family Pension Revision Application Status
STEP 1 - The candidate needs to visit the official ARPANA Portal at https://pension.odishatreasury.gov.in/login.html

STEP 2 - Click on the "Track your Application (ଆବେଦନର ସ୍ଥିତି)" link.

STEP 3 - Enter your application number and click on the Track button to open the track your application status page at the ARPANA Portal.

STEP 4 - After clicking the Track button, the candidate can check the status of the revision pension application.
Eligibility for Revision of Pension
All Pre 2016 pensioners and family pensioners who were drawing pension or family pension on 31.12.2015 and post 2016 pensioners or family pensioners under the Odisha Civil Services (Pension) Rules, 1992 are eligible for this revision of pension. The existing pension and family pension of all Pre 2016 pensioners or family pensioners as on 01.01.2016 is revised by multiplying a factor of 2.57. The amount of revised pension or family pension so arrived at is rounded off to the next higher rupee.
It is further enhanced with additional pension, if any. This revision in respect of Pre 2016 pensioners takes effect from 01.01.2016 and in case of post 2016 pensioners from the date of first withdrawal of pension. The Pre 2016 pensioners or family pensioners who want revision of pension or family pension apply to the Accountant General (A&E), Odisha or Controller of Accounts, Odisha, Bhubaneswar through the concerned Pension Disbursing Authority including Public Sector Banks in the form as at Annexure C.

What Is Aadhaar Authentication?
Aadhaar Authentication is the process by which the Aadhaar number along with the demographic information or biometric information of an Aadhaar number holder is submitted to the Central Identities Data Repository (CIDR) for verification. The repository verifies the correctness, or the lack of it, on the basis of the information available with it.
Overview
The Aadhaar number or its authentication does not, by itself, confer any right of citizenship or domicile in respect of an Aadhaar number holder. Several requesting entities or service providers require individuals to submit their identity proofs that help in providing consumer services, subsidies or benefits. While collecting such identity proofs, these service providers face problems in checking the correctness of identity documents submitted by individuals. The purpose of Aadhaar Authentication is to provide a digital, online identity platform so that the identity of Aadhaar number holders can be validated instantly anytime, anywhere. UIDAI offers Aadhaar based authentication as a service that can be used by requesting entities (government, public and private entities or agencies). This service from UIDAI can be used by the requesting entities to authenticate the identity of their customers, employees or other associates before providing them access to their consumer services, subsidies, benefits, business functions or premises.
Modes of Authentication
Authentication may be carried out through the following modes.
- Demographic authentication: The Aadhaar number and demographic information of the Aadhaar number holder is matched with the demographic information of the Aadhaar number holder in the CIDR.
- One time pin based authentication: A One Time Pin (OTP), with limited time validity, is sent to the mobile number or e-mail address of the Aadhaar number holder registered with the Authority, or generated by other suitable means. The Aadhaar number holder provides this OTP along with the Aadhaar number during authentication and it is matched with the OTP generated by the Authority.
- Biometric based authentication: The Aadhaar number and biometric information submitted by an Aadhaar number holder are matched with the biometric information of the said Aadhaar number holder stored in the CIDR. This may be fingerprint based or iris based authentication or other biometric modes based on biometric information stored in the CIDR.
- Multi factor authentication: A combination of two or more of the above modes may be used for authentication.
A requesting entity may choose suitable modes of authentication for a particular service or business function as per its requirement, including multiple factors of authentication for better security. It is clear that eKYC authentication is only carried out using OTP or biometric authentication.

OTP can be requested through the service provider's application that requires OTP authentication. The mobile number or email id should be registered with UIDAI. If the mobile number or email id is not registered with Aadhaar, it can be updated through the Aadhaar portal (https://uidai.gov.in) or at an Aadhaar enrollment centre. OTP is always delivered to the registered mobile number or email.
I do not have a mobile or email id. How will OTP be delivered to me?
In the context of Aadhaar, the use of OTP adds the factor of possession of mobile or email address as a way to strengthen authentication. Hence OTP is not available as an option for residents who have not registered their mobile number or email with the Aadhaar system.

They can take a picture from their mobile phone and upload it in JPEG, PNG or PDF format.

They can click on the Track Application Status option, enter the application number and track the status of the same.
How can a pensioner be informed of the status of the application?
The pensioner receives regular SMS and email updates informing them of the status of their application. They need to make sure they fill in their mobile number and email id in the Annexure C form.
