Karnataka government has launched a new B to A Khata conversion portal for property owners in Bengaluru. The portal allows citizens to convert their B-Khata sites into legal A-Khata properties easily online. This project, launched by Deputy Chief Minister D. K. Shivakumar, aims to benefit more than 8 lakh property owners in Bengaluru city.
The new process is only for plots of land, not for buildings. It provides property owners a chance to make their land legally valid by getting a final A-Khata certificate through bbmp.karnataka.gov.in or bpas.bbmpgov.in.
What is B-Khata and A-Khata?
A B-Khata property is one that does not meet all legal building and land rules or has incomplete documents. These properties are recorded in the B-register and often face issues like not being eligible for bank loans or government approvals.
An A-Khata property, on the other hand, fully follows all municipal laws and is officially recognized by the Bruhat Bengaluru Mahanagara Palike (BBMP). The new portal gives B-Khata owners an opportunity to get their properties converted to A-Khata through a simple online process.
How to Apply Online for B to A Khata Conversion?
The online application for plots smaller than 2,000 square meters can be made at bbmp.karnataka.gov.in/BtoAKhata while for larger plots (above 2,000 sq. m), applications should be submitted at bpas.bbmpgov.in.
Follow this step by step process to apply online for B to A Khata conversion:
STEP 1: Visit the official website bbmp.karnataka.gov.in/BtoAKhata.
STEP 2: Enter your mobile number and CAPTCHA code on the login page and click Send OTP.
STEP 3: Verify OTP to access the City Corporation portal.

STEP 4: Fill in your property details like plot number, area, and Khata type.
STEP 5: Upload required documents including Aadhaar and e-Khata.
STEP 6: Pay the ₹500 registration fee online.
STEP 7: Wait for site inspection by BBMP officials within the city corporation limits.
STEP 8: Pay 5% of the guidance value of your property online for conversion.
STEP 9: After payment, your A-Khata approval will be generated automatically.

Important Instructions for Single Plot Approval
As per the official BBMP B to A Khata portal:
- The property must have a valid Final e-Khata issued in Form-B.
- Only plots or buildings with total area up to 2,000 sq. meters (around 21,527 sq. ft.) are eligible under this process.
- For larger areas, applications must be filed through GBA-enrolled Architect/Engineer on the BPAS portal (bpas.bbmpgov.in).

- Aadhaar-based eKYC of all Khata owners
- Single plot plan by a registered Architect/Engineer (Download sample template).
- Sketch of Private Road connecting the plot to a public road
- Building Plan, if applicable, approved by an authorized Engineer or Architect
Conversion Fee & Payment
Applicants will need to pay:
- Rs. 500 Registration charges.
- Conversion charges under Section 95 of the Karnataka Land Revenue Act, 1964
- 5% of the guideline value under Section 45B of the Karnataka Stamp Act, 1957
- Any other applicable fees related to development or alienation
