Kerala Chief Minister Pinarayi Vijayan has announced Vathilpadi Sevanam Scheme on 12 August 2021. Under Doorstep Assistance Scheme, senior citizens unable to go out due to their age, those bedridden as well as destitute and disabled persons would be provided various services at home. The services like social security pension and emergency medicines would be available at their place of residence.

Vathilpadi Sevanam Scheme Phase 1 List of Services
In the initial phase, Vathilpadi Sevanam Scheme list of services will include the following:-
- Lifetime certificate
- Preparation of an application for assistance from the Chief Minister’s Disaster Relief Fund
- Social security pension
- Delivery of emergency medicines
- Palliative care
CM Pinarayi Vijayan also mentioned that other services would be added subsequently in Vathilpadi Sevanam Scheme list of services.
Vathilpadi Sevanam Scheme First Phase Timelines
The first phase of the Vathilpadi Sevanam Scheme would commence from September 2021. Kerala Doorstep Assistance Scheme Phase 1 will be implemented in areas under 50 local bodies. On the basis of the government’s experience, Vathilpadi Sevanam Scheme would be extended to the entire state in December 2021.
Implementation of 1st Phase Doorstep Assistance Scheme
CM Pinarayi Vijayan explained how the Vathilpadi Sevanam Scheme would be implemented. The release said that in all Local Self Government Institutions, a committee consisting of an accredited social health activist (ASHA), a Kudumbasree representative and volunteers under the chairmanship of the Ward member will carry out the work of providing the doorstep assistance scheme services.
Vathilpadi Sevanam Card
The Asha workers will have the primary responsibility of contacting those in need of service. In addition to this, those in need of the Vathilpadi Sevanam service can contact the committee members by phone. For this purpose, a Vathilpadi Sevanam card containing the phone numbers of the committee members will be issued.
Akshaya centres and volunteers will be available to assist the Asha workers. CM mentioned that the LSGIs would be responsible for locating the volunteers by using a transparent methodology. CM even directed the Health department to ensure that the medicines required by each person are available locally.
Progress of the door-to-door service activities should be regularly reviewed at the district-level and at the level of the LSGIs. District Collector and District Planning Committee will have crucial role to play in implementation and monitoring of scheme.
