Objective of the PM-KUSUM Yojana
- Reduce dependency on diesel and electric irrigation pumps.
- Promote the use of clean solar energy in agriculture.
- Increase income of farmers through sale of surplus solar energy to DISCOMs.
- Ensure daytime electricity for irrigation, especially in rural and remote areas.
- Enable farmers to utilize barren land for income generation through solar plant installations.
Components of PM-KUSUM Yojana
Component | Description |
---|---|
Component A | Setting up 10,000 MW decentralized solar plants (500 kW–2 MW) by farmers or local entities on unused land |
Component B | Installation of 14 lakh stand-alone solar pumps for areas not connected to the grid |
Component C | Solarisation of 35 lakh grid-connected pumps (includes both Individual Pump Solarisation and Feeder Level Solarisation) |
Detailed Explanation of Each Component
Component A – Decentralized Solar Power Plants
- Farmers, cooperatives, FPOs, panchayats, and DISCOMs can install 500 kW to 2 MW capacity solar plants on barren or cultivable land.
- The solar power generated will be purchased by DISCOMs at Feed-in Tariff (FiT) determined by the State Electricity Regulatory Commission (SERC).
- DISCOMs will get Performance-Based Incentives (PBI) of ₹0.40/unit or up to ₹6.6 lakh/MW for 5 years.
- Farmers unable to invest can lease land to developers or DISCOMs and earn rent.
Component B – Stand-alone Solar Pumps (Off-grid)
- Designed for remote locations without grid connectivity.
- Subsidy structure:
- 30% CFA by the Central Govt.
- At least 30% by the State Govt.
- Remaining up to 40% to be borne by the farmer.
- Bank loan option: Farmers can get up to 30% financed by banks, so they pay only 10% upfront.
- Special provision: For North Eastern States, J&K, Ladakh, HP, Uttarakhand, A&N Islands, and Lakshadweep:
- 50% CFA, 30% State subsidy, 20% farmer share.
Component C – Solarisation of Existing Grid-connected Pumps
(1) Individual Pump Solarisation (IPS)
- Farmers can solarise their existing electric pumps.
- Solar PV capacity up to 2 times the pump capacity (in kW) is allowed.
- Farmers can use solar power for irrigation and sell surplus electricity to DISCOMs.
- Same subsidy structure as Component B applies.
(2) Feeder Level Solarisation (FLS)
- Instead of individual pumps, entire agriculture feeders are solarised.
- Power plants can be developed through CAPEX or RESCO mode for 25 years.
- Subsidy:
- 30% of installation cost (up to ₹1.05 Cr/MW).
- For special states: 50% (up to ₹1.75 Cr/MW).
- Farmers receive reliable daytime power, often at zero or subsidised tariffs.
