Gujarat AI Action Plan 2025-2030 Approved: Gujarat has become one of the first Indian states to announce a comprehensive Artificial Intelligence (AI) Mission and Action Plan for 2025-2030. Launched by Chief Minister Bhupendrabhai Patel, this pioneering strategy aims to harness the power of AI and Deep Tech to drive innovation, skill development, and improved public service delivery across the state.

What is Gujarat AI Action Plan

On July 28, 2025, the Gujarat government officially approved its “Action Plan for Implementation of Artificial Intelligence 2025-2030”. This mission is set to position Gujarat as a national leader in responsible and inclusive AI adoption, directly aligning with Prime Minister Narendra Modi’s vision for a digital, self-reliant India.

The action plan is a result of extensive consultation led by a dedicated 10-member AI task force and a high-level policy workshop in late 2024. The main goal of this AI mission is to leverage AI across governance, education, healthcare, agriculture, and industry, empowering citizens and institutions for tomorrow’s world.

Gujarat AI Action Plan, also called the AI and Deep Tech Mission is a state-level initiative that will:

  • Train and upskill over 2.5 lakh people (students, MSMEs, government staff) in AI, machine learning, and data science.
  • Foster research, innovation, and startup growth in AI and Deep Tech fields.
  • Create safe, trusted, and ethical AI solutions for government and public services.
  • Build the state’s digital infrastructure to support advanced AI deployment.

Core Pillars of the Gujarat AI Action Plan

The five-year action plan is built around six main pillars:

1. Data Governance & Infrastructure

  • Setting up secure, interoperable, and scalable data ecosystems.
  • Ensuring compliance with privacy and governance standards.
  • Launching AI data repositories and connecting with national platforms like AIRAWAT.

2. Digital Infrastructure

  • Expanding cloud and GPU capabilities, even in Tier-II and Tier-III cities.
  • Creating “AI Factories” and localized AI clusters for statewide access.

3. Capacity Building & Workforce Development

  • Structured training for students, MSMEs, and government employees in AI, ML, and data analytics.
  • Special curriculum modules aligned with global standards.
  • Over 2.5 lakh individuals to be skilled and certified in AI domains.

4. Research & Innovation

  • Promoting collaboration between academia, industry, startups, and government.
  • Supporting development of indigenous AI applications and IP creation.
  • Gujarat’s i-Hub innovation campus (1.5 lakh sq.ft.) will play a leading role.

5. Startup Support & Facilitation

  • Incubation, mentorship, and seed funding for AI and Deep Tech startups.
  • Regulatory assistance and infrastructure credits for promising startups.
  • Building a thriving, globally competitive AI startup ecosystem.

6. Safe and Trusted AI

  • Building ethical frameworks and responsible AI guidelines.
  • Citizen trust mechanisms and strong governance oversight.
  • Ensuring all AI deployments are transparent, fair, and inclusive.

Key Areas of AI Application

Under this plan, AI solutions will be piloted and deployed in sectors like:

  • Healthcare: AI-assisted diagnosis, hospital management, predictive healthcare analytics.
  • Education: Smart learning platforms, personalized student assessment, upskilling programs.
  • Agriculture: Precision farming advisories, crop disease prediction, weather analytics.
  • Fintech: Fraud detection, financial inclusion, smart credit assessment.
  • Civic Governance: Data-driven policy-making, smart city management, public grievance redressal.

Implementation: How Will the Gujarat AI Action Plan Work?

The plan will be led by a dedicated AI and Deep Tech Mission Agency, responsible for:

  • Coordinating with government departments, academia, and industry.
  • Overseeing training, pilot projects, and full-scale rollout.
  • Establishing benchmarks and regular evaluation to ensure all targets are met.
  • Supporting startups via the i-Hub innovation campus and allied programs.

Initial deployments will focus on creating AI-ready data infrastructure, launching pilot projects across multiple departments, and establishing AI innovation clusters in smaller cities and towns.

Government Statements

Chief Minister Bhupendrabhai Patel said:

“This action plan is designed to facilitate smart decision-making and improve citizen-centric service delivery. Our focus is on making Gujarat the hub of responsible and inclusive AI innovation.”

A 10-member expert task force guided the plan, ensuring a strong framework for implementation, governance, and measurable outcomes.

Gujarat AI Innovation Challenge

Gujarat government is already working on various AI projects and is actively inviting AI and deep-tech startups to participate in its AI Innovation Challenge. As part of this initiative, startups have the opportunity to work on real-world challenges identified by both public and private sector partners. In the public sector, the challenges include Automated Blueprint Evaluation for Town Planning (nominated by the Town Planning & Valuation Department, Government of Gujarat) and an AI-Driven Wetland Intelligence & Digital Platform for a Bird Sanctuary (nominated by the Forest & Environment Department, Government of Gujarat).

In the private sector, the focus areas are Material Tracking and Wastage Management (nominated by Tech Weaves International Pvt. Ltd.) and developing a Computer Vision Solution for Quality Check (nominated by Oriental Engineering Works).

This challenge is presented in partnership with leading organizations such as the Ministry of Electronics & Information Technology, Government of India, Department of Science & Technology (Government of Gujarat), Gujarat Informatics Limited (GIL), nasscom Center of Excellence – IoT & AI, and Microsoft. Through these open challenges, Gujarat aims to foster a vibrant ecosystem of innovation, encouraging startups to develop AI solutions that address key governance and industry needs.
