MP Patwari Sangh protests Swamitva Yojana Executant role

Madhya Pradesh Patwari Sangh has raised concerns over being given the 'Executant' role in Swamitva property registrations. The group wants clarity on legal responsibility and requests its role be changed to that of a facilitator.

Legal responsibility concerns

Patwari Sangh pointed out that the legal authority and eligibility of patwaris to personally execute such documents are unclear. There are fears that future disputes involving ownership, possession, inheritance, boundaries or land records could hold individual patwaris accountable.

The group asked for clarification on how the government assigns roles before holding patwaris personally responsible for document execution.

Willingness to cooperate and demands

Patwari Sangh is ready to support the Swamitva Yojana if patwaris are given a supporting or facilitator role instead of being treated as executing authorities. It has also brought up its long-standing demand for a review of cadre and pay scales.

Impact on implementation

The issue has affected the rollout of the free-registration drive in parts of Madhya Pradesh. Earlier reports showed patwaris avoiding the registration process due to their objection to the 'Executant' label. In Bhopal, thousands of registrations were planned, but the process faced delays.

The state government has taken steps to clarify the administrative setup for registrations, including the role of senior revenue officers and how disputes will be handled.
