Former Chief Minister Jai Ram Thakur said that Himachal Pradesh government started the Nai Raahein Nai Manzilein programme to identify and develop unexplored and untapped tourist places in the state. He mentioned that out of the total budget allocation of ₹50 crore under this programme, over ₹18.65 crore had been spent till 8 July 2020.
Chanshal area of Shimla district was being developed as a ski destination under this project. A proposal of ropeway/ski lift, restaurant, camping site and wayside amenities was proposed under this project. Bir Billing in Kangra district and Janjehli in Mandi district were being developed as paragliding and eco tourism destinations. Pong reservoir was being developed as a water sports destination.
Announcement of Nayi Raahein Nayi Manzilein Scheme
Former Chief Minister Jai Ram Thakur made the announcement of Nayi Raahein Nayi Manzilein Scheme while presiding over the review meeting of Himachal Pradesh Tourism Department. HP government will select circuits for infrastructure development and carry out various developmental works in these circuits under Nai Raahein Nai Manzilein Scheme.
In addition, government will develop one particular destination in every selected circuit as an ideal and unique tourist destination. This will attract tourists from different places which in turn will diversify tourism.

Himachal Pradesh Nai Raahein Nai Manzilein Scheme Circuits
Tourism Department has prepared 9 circuits under Nai Raahein Nai Manzilein Scheme. The names of these 9 circuits are as follows:-
- Jogindernagar-Barot-Kothi Kohar-Rajgungja-Bir-Billing
- Sundernagar-Chail Chowk-Kamru Nag-Shikari Devi-Janjheli
- Shimla-Khara Pathar-Rohru-Sandasu-Larot-Chanshal-Dodra Kwar
- Dhauladhar Circuit
- Buddhist Circuit
- Bhakra-Bilaspur-Sundernagar-Jogindernagar-Pong Dam
- Solan-Habban-Rajgarh-Shillai
- Manali-Rohtan-Tandi-Udaipur-Killar
- Narkanda-Baghi-Khadrala-Chini (Kalpa)-Pangi Circuit
A committee of Tourism, PWD, Forests, Language, Art and Culture officers will make a visit to the selected circuits. This committee will propose the activities which need to be carried out in these circuits after consulting the local panchayats and other stakeholders.

The state government will encourage Home Stays through private parties, Nature Walks, Eco-Trails, Treks, Hikes, Trips to Orchards etc. Former Chief Minister mentioned that this would also generate employment opportunities by way of promotion of local cuisines, folk artist, local artisans, tour guides, eco-guides, adventure guides etc.

A New Untapped tourism site " VASUKI-NAAG MANDIR BASKERA, SAJOTH AT SAMRA-LIHAL BLOCK MEHLA CONSTITUENCY BHARMOUR has been identified by the Tourism Department and a number of proposals has been submitted for sanction of Budget under NAI RAHEIN NAI MANZILEIN, This site is very naturally beautiful called as Minni Kashmir, But Neither Govt. Nor Department has taken any action for sanction of budget in spite of requests since last five year. People once again request to develop this site under Govt

The Himachal pradesh Govt is stressing to identify the untapped tourist spot in the State, only on announcement and papers and is not serious to done any development , as from last more than 5 years Vasuki Naag Mandir Chamba At Gram Panchayat Dulara, -Lihal, in Block Mehla have requested a number of times, but neither any budget sanctioned, nor any development of basic amenities developed for this are and people , devotee, and tourist suffer more to visit at this very nice tourist spot, Again requested to the Govt and Concerned Departments to provide some basic amenities for toilet , foot path rail shelter , resting point for tourists, and a Tourist Hut, so that the tourists may not suffer.
