Under the Kushal Yuva Program, the state government would be providing skill training to the youth. Bihar Skill Development Mission (BSDM) has launched a unique skill training programme by the name of “Kushal Yuva Program” which would enhance the employability Skills of all aspirants in the age group of 15-28 years (Age limit for SC/ST, OBC & People with Disabilities is as follows: SC/ST – 33 years, OBC – 31 years, PwD – 33 years), who have passed at least 10th Class irrespective of their having attained higher education or their currently pursuing higher education. Soft Skills training would comprise of Life skills, Communications Skills (English & Hindi) and Basic computer literacy which in turn would enhance their employability and act as a value add to the various domain specific training endeavours currently being implemented in Bihar.

Objective and Strategy of Kushal Yuva Program (KYP)

Kushal Yuva Program (KYP) is a part of one of the “7 commitments” namely “Aarthik Hal, Yuvaon ko Bal”. This program is targeted at all aspirants in the age group of 15-28 years (Age limit for SC/ST, OBC & People with Disabilities is as follows: SC/ST – 33 years, OBC – 31 years, PwD – 33 years), who have passed at least 10th Class irrespective of their having attained higher education or their currently pursuing higher education. Through this program, BSDM intends to enhance the employability of these youth of Bihar.

Strategy of KYP Bihar

The strategy is to address the following four major challenges in the skill development ecosystem:-

Capacity: Increase in training capacity

• Minimum one Skill development centre (SDC) in each of the 534 blocks for imparting training in soft skills.
• A strong pool of certified trainers will be developed through a mandatory TrainersOnline Certification (OnCET) programme.

Access: Increase in access

• SDC at each Block would mean getting training centre to the doorstep of the youth.
• State wide social mobilization campaign would help increase the awareness which in-turn will result in higher access / participation
• District Registration cum Counselling Centres at the district level will provide the requisite guidance to the youth to access the benefits of such a programme

Relevance: High relevance

• Package of Life skills, Communications Skills (English & Hindi) and Basic computer literacy will increase the employability of youth
• It will help in smooth shift from homes to places with high employment potential
• Increase retention at workplace

Online applications for the Kushal Yuva Program has been started and the interested candidates can apply online for the scheme through the official website. Below is the complete step by step procedure to apply online for Kushal Yuva Program in Bihar

1. Applicant needs to visit website www.7nischay‐yuvaupmission.bihar.gov.in
2. Applicant needs to click on new registration
3. Applicant then needs to fill in the Name, Mobile Number and Email ID and type the characters given in the picture below then clicks on “send OTP” button
4. An OTP message is sent on the email Id and mobile number by SMS. Applicant needs to enter the OTP and clicks on submit button.
5. A confirmation message is displayed. Applicant needs to confirm if the details are correct.
6. Successful registration message will be displayed and user name and password will be sent to the user by email and SMS
7. Applicant then needs to visit the home page www.7nischayyuvaupmission.bihar.gov.in and log in using the username and password provided in the email/SMS
8. After login, Applicant has to change his password to password of his choice. At later stage, applicant can change his password from the menu options given after login.

11. After filling all the information, applicant will click on the ‘Submit’ button. A confirmation message will be displayed. The applicant will click on “ok” to confirm that the details are correct.
12. Applicant then needs to click on ‘next’. This will take the applicant to the screen for selecting the scheme he wants to apply for
13. Applicant needs to select one of the Schemes for drop down menu to apply. For applying for skilling in KYP, he selects “Kushal Yuva Program” and needs to click on ‘apply’
14. Applicant needs to fill the details in the form and sign the declaration
15. A confirmation message will be displayed and a PDF copy of acknowledgement will get displayed
16. Applicant can either download the acknowledgement or take a print for the same. The option of download and print will be displayed in the browser window. The PDF copy of the same will also be sent to the applicant by email. Applicant will also receive an SMS which will have registration ID of the applicant.
17. Manager of respective DRCC will then Schedule the appointment for DRCC depending on the capacity of DRCC. Accordingly, an email and SMS goes to the applicant informing them about the date of visit to DRCC.
18. Applicant will then visit the DRCC on the allocated date with a self attested photocopy of the documents and will be given a token at the gate
19. On his turn, applicant will go the counter and will submit the documents to Multi purpose assistant (MPA) for verification. MPA will verify the Aadhar and other details, scan the documents and will take photograph of the applicant. On successful completion, MPA will give a acknowledgement slip to the applicant
20. The details of applicant will be shared with Labor Resource Department who will further contact the applicant for training.

Applicants of Kushal Yuva Program (KYP) and Mukhyamantri Nishchay Swayam Sahayata Bhata Yojana (MNSSBY) must visit to District Registration and Counseling Center (DRCC) within 60 days of online application with necessary documents for verification on any working day between 10:00 am to 5:00 pm.

Salient features of Soft Skills Training programme

• The course curriculum for Kushal Yuva Program would include three components: Life skills, Communications Skills (English & Hindi) and Basic computer literacy. The course duration covering all the three components would be 240 hours (Life Skills for 40 hours, Communication Skills for 80 hours and Basic computer literacy component would be covered in approx. 120 hours).
• E-Learning mode shall be used for training delivery.
• Assessment (post self-learning and mock tests) of Trainers (Oncet) followed by certification will be carried out to get quality trainers and maintain uniformity across centres. It would be prime responsibility of the Skill Development Centre (SDC) to ensure that each trainer deployed by it undergoes the OnCET test. Only the certified trainers passing the assessment will be eligible for imparting training.
• It is preferable to have a trainer who has himself passed the KYP Course and is having educational qualification of minimum 12th pass, unless he has a higher Degree / Diploma in Computer Science.
• Sequential mode of learning is provided for prohibiting any skipping of sessions.
• Central monitoring of step by step progress of each candidate through the web portal.
• Inbuilt / Integrated online Assessment & Certification process.

The Kushal Yuva Program has some certain terms and conditions as below:-

All Candidates belonging to the age group of 15-28 years (Age limit for SC/ST, OBC & People with Disabilities is as follows: SC/ST – 33 years, OBC – 31 years, PwD – 33 years), who have minimum qualification as 10th pass; irrespective of the fact that the candidate is pursuing /completed any Higher Education Course/Degree will be eligible to undertake training under “Kushal Yuva Program”. Apart from the above all those youth of 20-25 age group who have opted for and have been sanctioned for self-help allowance, have to compulsorily complete this training.

Kushal Yuva Program will be a 240 hour training program spanning across three months. The courses offered under the program will be job ready skill development courses to make the candidates more confident and suitable for employment. The course will focus on the basic computer literacy, language skills and soft skills. The candidates will receive a certificate after the successful completion of the course.

मुख्यमंत्री कुशल युवा प्रशिक्षण हेतु जरूरी योग्यता व पात्रता

सीएम कुशल युवा कार्यक्रम में प्रशिक्षण लेने के लिए आवेदक के पास निम्न्लिखित पात्रता (KYM Scheme Eligibility Criteria) होनी चाहिए:

• KYP योजना का लाभ उठाने के लिए स्टूडेंट की उम्र 15 से 25 साल के बीच होनी चाहिए।
• अगर उम्मीदवार एससी और एसटी से है तो उसकी आयु 30 साल से अधिक व ओबीसी के लिए 28 साल और दिव्यांग के लिए 30 साल है से अधिक नहीं होनी चाहिए।
• विद्यार्थी बिहार राज्य का स्थायी निवासी होना चाहिए।
• छात्र को 3 महिनें तक 240 घंटे की ट्रेनिंग दी जाएगी, जिसके लिए वह सहमत होना चाहिए।
• स्टूडेंट को KYP का लाभ लेने के लिए 1,000 रुपये जमा करने होंगे। यह पैसे KYP कोर्स खत्म होने के बाद उसे वापस कर दिये जाएंगे।
• जो स्टूडेंट तीन बार कोशिश करने के बाद भी KYP के कोर्स की परीक्षा पास नहीं कर पाएंगे, उनके पैसे को सरकार वापस नहीं करेगी।

KYP योजना (BSDM) के लिए जरूरी दस्तावेज
