Guruji Student Credit Card Yojana Approval by Jharkhand Cabinet
Guruji Student Credit Card Yojana has got approval from Jharkhand state cabinet. GSCCY is aimed at providing financial help to students, who would be selected for higher education, engineering, medical and others. Such students will be given a credit card, which has a maximum limit of Rs. 15 lakh. Students can spend 30 per cent of Rs 15 lakh for non-institutional expenses such as lodging, food, books, laptops, etc. This 30 per cent component will go to the student, while the rest of the amount will go to institution as fees.
Students will get this credit at an interest rate of 4 per cent and they will get 15 years time to repay the loan. The EMI will start one year after completion of the course.
Guruji Credit Card Scheme in Jharkhand Budget 2022-23
Finance Minister of Jharkhand has announced the launch of a new Guruji Credit Card Scheme 2023 in his budget speech. This झारखण्ड गुरूजी क्रेडिट कार्ड योजना will enable poor students to pursue higher education in reputed colleges. Through these student credit cards, girls / boys from poor families would be able to get loans upto Rs. 15 lakh from banks without any mortgage. Thus all those students who are unable to pursue their higher studies can now do it so without any financial constraint.
Finance Minister said “अध्यक्ष महोदय, राज्य सरकार के संज्ञान में यह बात आई है कि राज्य के गरीब छात्र-छात्राएँ पैसे के अभाव में श्रेष्ठ संस्थाओं से उच्चत्तर शिक्षा प्राप्त करने से वंचित रह जा रहे हैं। बैंकों द्वारा भी बिना Mortgage के Loan की राशि उपलब्ध कराने में असमर्थता व्यक्त की जा रही है। इसलिए राज्य सरकार द्वारा झारखण्ड के छात्र-छात्राओं के उच्चत्तर शिक्षा में बाधाओं को दूर करने हेतु Guruji Credit Card Scheme प्रारम्भ करने का प्रस्ताव है।”

Jharkhand Guruji Credit Card Scheme Announcement
During the launch of the Marang Gomke Jaipal Singh Munda Overseas Scholarship scheme for tribal students in Ranchi in September 2021, CM Hemant Soren had said the government is working on plans to facilitate higher studies for other communities too. CM said “Lack of education is the cause of most of the problems confronting the state. Our government is working on supporting students of other communities to pursue higher studies, be it in the country or overseas”.
Loan Amount in Jharkhand SCC Scheme
Under Jharkhand guruji credit card scheme, the government will help students to get a soft loan of up to Rs. 15 lakh for higher studies with the help of a credit card.
Eligibility Criteria for Jharkhand Guruji Credit Card Yojana
Below is the complete eligibility criteria to be fulfilled in order to become Jharkhand Student Credit Card beneficiary:-
- A student will have to be a resident (domicile) of Jharkhand to avail the benefit of JSCC scheme.
- Age limit of the student will also be fixed for Jharkhand Student Credit Card Scheme.
- The student will have 15 years tenure to repay the soft loan.
Improved Version of West Bengal Student Credit Card Scheme
In an improvement on the West Bengal Student Credit Card Scheme, the Jharkhand guruji credit card scheme will also benefit students studying in various coaching institutes in the country to prepare for national-level competitive exams. It includes exams for civil services, engineering, medical and business management courses.
Similar to this scheme, West Bengal student credit card scheme was launched in June 2021 by CM Mamata Banerjee. It supports students financially by providing up to Rs 10 lakhs collateral-free loan at four per cent simple interest. One per cent interest concession will be provided to the borrower if the interest is fully serviced during the study period. The repayment period is 15 years for any loan availed under the WB student credit card scheme.
Loans for tribal students
The sub-committee of the Tribal Advisory Council has decided to visit tribal-dominated states such as Chhattisgarh, Madhya Pradesh and Odisha to study how the tribal students are getting education loans. The sub-committee led by JMM senior leader and MLA Stephen Marandi has accepted that due to the prohibition on purchase and sale of tribal land owing to CNT and SPT Act, tribals face difficulty in taking education loan.
