Ministry of Textiles, Central govt. had launched Samarth Scheme 2024 for training and employment in textiles sector. Under this scheme, govt. is providing provide skill training to youths to promote sustainable employment to youths in textile sector. CCEA meeting chaired by PM Narendra Modi had approved this scheme. Under this scheme, around 10 lakh young Indians are getting training over a duration of 8 years i.e from 2017 to 2025.

Samarth Scheme Latest Update

Textile Ministry signs 119 collaborations to facilitate 3.46 lakh trainees under Samarth scheme. The Ministry of Textiles has partnered with 13 State Government Agencies, 92 Textile Industry, 10 Industry Associations/ Councils and 4 Sectoral Organizations of Ministry of Textiles for training of 3.46 lakh beneficiaries in textile sector under the Samarth Scheme,  said Minister of State for Textiles Darshana Jardosh in a written reply in the Rajya Sabha on 4 Feb 2022. These partnerships are allocated after physical verification of training centers.

Proposals were invited from State Government Agencies Industry Associations for undertaking training programmes under the Samarth Scheme last year in September 2021 and were evaluated thoroughly by the ministry. The fund released under this scheme in FY20 was Rs 72.06 crore which increased in FY21 by Rs 18 crore making it Rs 90.70 crore. 

The “Scheme for Capacity Building in Textile Sector (SCBTS)” also known as Samarth signifying the broad objective of the scheme to skill the youth for gainful and sustainable employment in the textile sector.

About Samarth Scheme 2024

Initially, Samarth scheme was launched for capacity building of young workers in organized and traditional textiles clusters. The primary objective was to provide skill development training to 10 lakh youths to achieve 300 billion dollars exports in the textile sector till the FY 2025. Central govt. had made an allocation of Rs. 1300 crore for this scheme which covers the entire textile value chain except spinning and weaving.

Spearheading skill development across India

Samarth (Scheme For Capacity Building In Textile Sector) is a flagship skill development scheme approved in continuation to the Integrated Skill Development Scheme for 12th FYP, Cabinet Committee of Economic Affairs. The industry is facing shortage of skilled workers and provides many opportunities for unemployed youth in the country who are trained in the sector. To address the issue, Central government of India has launched Scheme for Capacity Building in Textile Sector (SCBTS) and named it SAMARTH Scheme.

Objectives of Samarth Scheme

The objectives of the scheme are to provide demand-driven, placement oriented skilling programme to incentivize the efforts of the industry in creating jobs in the organized textile and related sectors to promote skilling and skill up-gradation in the traditional sectors through respective sectoral divisions/organizations of Ministry of Textile; and to provide livelihood to all sections of the society across the country.

The Scheme would target to train 10 lakh persons over a period of 8 years (2017-2025) with an estimated budget of 1300 crore and has invited the participation of Textiles Industry/Associations registered under Central or State Government/Chambers of Commerce of Central or State Government.

Implementation of Samarth Scheme

The Ministry of Textiles is implementing the Samarth-Scheme for Capacity Building in Textiles Sector. This is a placement oriented programme targeting skill development of 10 lakh youth in the entire value chain of textiles, excluding spinning & weaving in the organized Sector.

Beneficiaries of Samarth Scheme

Under Samarth, 18 State Governments have been allocated a training target of 3.6 lakh beneficiaries for conducting training programme in traditional and organized sectors. The States have entered into MoU with Ministry on 14 August 2019. Sectoral Organizations of Ministry (DC-Handlooms, DC-Handicrafts, CSB & National Jute Board have been allocated a training target of 43,000 beneficiaries for skilling/up-skilling in traditional sectors.

Further, Ministry initiated the process of empanelling industry/industry associations for undertaking industry oriented entry level skilling programmes in the organized sectors. A total of 76 industries have been empanelled under Entry level skilling and allocated a training target of 1.36 lakh beneficiaries. Also, 44 industries for upskilling programme have been empanelled and allocated training target of 30,000 beneficiaries.

Improving Participation of MSMEs in Skilling Programme

With a view to improve the participation of MSME in the skilling programme, a separate RFP was floated to empanel industry associations working with MSME sector textile industries. Physical verification of training centres proposed 11 industry associations applied under this category has been commenced. Currently, 23 empanelled implementing partners have commenced the training programme under the scheme in 11 States.

Training Pattern & Funding of Samarth Scheme

Samarth Scheme is providing high quality training to the youths as the training courses are National Skill Qualification Framework (NSQF) compliant. Ministry of Skill Development and Entrepreneurship (MSDE) had notified the common norms for funding of training courses. The Government had approved the Samarth Scheme with a total outlay of Rs. 1300 crore. The detail of total fund allocated, utilized year-wise is as given below:-

Fund utilization for 2020-21 is lower as training programme is affected during COVID-19 pandemic due to local lockdown conditions in most states.

Work of Textile Committee in Samarth Scheme

To effectively provide this training, Textile Committee has to work as resource support agency and perform the following functions:-

2)Standardization and development of training course content.
3)To efficiently specify the infrastructure and other facilities at the training centres.
4)Standardization of admission assessment certification and accreditation process.
5)Empanelement of assessment agencies.
6)Organization of training of the trainers.
7)Conduct training of assessors.
Functions of Textile Committee

Samarth Scheme uses biometric process for selection of candidates for training purpose for which candidates must possess Aadhaar Card. Moreover to ensure real time attendance, govt. has even created an attendance system and had integrated it with a centralized MIS.

Scheme for Capacity Building in Textile Sector (SCBTS) [December 2017 Update]

Union Cabinet of Central Govt. approves Scheme for Capacity Building in Textile Sector (SCBTS). Subsequently, this scheme will provide skill development training to provide jobs in organized textile and other related sectors. Accordingly, govt. will spend Rs 1300 crore for this scheme for the period 2017-18 to 2024-25.

Under this scheme, the central govt. will provide various training courses compliant to National Skill Qualification Framework (NSQF). The funds for these courses will be as per the norms specified by the Ministry of Skill Development and Entrepreneurship (MSDE).

The central govt. will cover the entire value chain of textile sector excluding weaving and spinning. This scheme will provide skill development training to approx 10 lakh people. Among these, 1 lakh people will receive training in traditional sectors. This scheme will provide employment to 70% of the trainees on the wage basis.

The objectives of the SCBTS Scheme are as follows:-

Central govt. is going to implement this scheme in the following ways:-

  1. The central govt. will implement this skill development scheme through industry to fulfill the in-house necessity of manpower.
  2. Certain reputed training institutions applicable for textiles sector and Institutions of Ministry of textile/State govt. will also implement this scheme.
  3. However, these institutions must have tie-ups with textile industry or units for the placement purposes.

Skill Training

Skill targets will get assigned for various job roles on the basis of skill gap in entry level courses, up-skilling and recognition of prior learning. Central govt. will include web-based monitoring to successfully implement this scheme. Moreover, govt. will consider the skill requirement of traditional sectors like hand-looms, handicrafts, jute, silk etc as special projects.

Central govt. focus on the development of entrepreneurs through enhancing skills using various provisions of Mudra Loans. Henceforth, this scheme will provide benefits to all sections of the society. Furthermore, govt. will give special preferences to the SC / ST / Minorities / Person’s with Disabilities and Women candidates and will impart skill training.
