Eligibility Criteria for Odisha Matsya Pokhari Yojana
Farmers who want to take up fish farming under this scheme need to meet a few basic conditions. The eligibility points are listed below.
- Must be a permanent resident of Odisha and must have identity and residential proof including Aadhaar Card.
- Must have a bank account in his or her name in Odisha.
- Must have the required land free from all encumbrances, with documentary proof of the land.
- Minimum water spread area of 0.20 ha and maximum of 5.00 ha with a minimum water depth of 5 feet is considered for subsidy under Component-I. For Component-II the maximum is 2.00 ha.
- If a beneficiary has already availed subsidy for pond excavation under other schemes for less than the ceiling, he or she can apply for the balance area up to the overall limit.

Applying for the scheme is a simple process. The steps are given below.
STEP 1 - Go to the official Go-SUGAM portal of Odisha and register yourself with your Aadhaar-linked mobile number.
STEP 2 - Fill in the application form for the Matsya Pokhari Yojana and upload the required documents like Aadhaar, RoR, bank passbook and caste certificate.
STEP 3 - If you cannot apply online, submit the offline application to the Assistant Fisheries Officer (AFO) of your block in the prescribed format.
STEP 4 - The AFO will visit the site, take geo-tagged photographs and submit the survey and technical feasibility report to the District Fisheries Officer (DFO) within 15 days.
STEP 5 - The DFO will place the eligible applications before the District Level Committee (DLC) under the chairmanship of the Collector for approval.
STEP 6 - After approval, the DFO will issue a Go-Ahead letter to the selected beneficiary to take up the excavation or culture work.
Process for Providing Subsidy under Matsya Pokhari Yojana
The subsidy is released in a back-ended manner after the work is completed and verified. The key points of the process are given below.
- Identification of the beneficiary is done with Aadhaar linking at the time of application to prevent multiple benefits.
- Preference is given to ST/SC/PwD/Transgender applicants in the selection of beneficiaries.
- The AFO takes geo-tagged photographs of the site before, during and after the project and submits them to the DFO.
- The AFO physically verifies 100% of the completed projects and submits the utilization certificate with photographs.
- The DFO or higher officers cross-check at least 25% of the projects separately.
- After completion of excavation, the proportionate capital subsidy is released through DBT/RTGS/NEFT to the Aadhaar-linked bank account of the beneficiary.
- The remaining subsidy is released after stocking of fingerlings and submission of input vouchers and bills.
- Payments of Rs 20,000 or more for each item must be made through online mode like RTGS/NEFT/UPI, and the online transaction receipt is required for release of subsidy.
