This higher education assurance scheme is a revamped version of the earlier Tamilnadu Moovalur Ramamirtham Ammaiyar Marriage Assistance Scheme. The scheme is alternately known as Puthumai Penn Scheme or Pudhumai Penn Scheme or Pen Kalvi Scheme. The Government of TamilNadu has launched Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme to enhance the enrolment ratio of girls from Government schools to Higher Education Institutions. Through this scheme, the financial assistance of Rs. 1000/month will be provided to the girls till their completion of UG degree/Diploma/ITI/any other recognized course. About Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme
The Rs. 1,000 cash incentive given to girl students pursuing higher education under the Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme will be credited to their bank accounts through Direct Benefit Transfer (DBT) on 7th of every month and they don’t have to wait till the completion of their undergraduate course to withdraw the fund. The higher education department should certify the continuance of education of the students once every six months on June 30 and December 31. The Director of the Social Welfare Department is the nodal officer for implementing the scheme.
Objectives of Pudhumai Penn Scheme
Aiming to promote enrolment of girls in higher education, the state government has converted the marriage assistance scheme named after social activist Moovalur Ramamirtham Ammaiyar into higher education assurance scheme. Under the revised scheme, girl students who studied from classes 6 to 12 in government schools are eligible for an incentive of Rs. 1,000 per month until completion of their undergraduate courses without any break. For 2022-23, Rs. 698 crore was allotted for the scheme.
Government Order on Puthumai Penn Thittam Scheme
Government order said State-level bankers committee and lead banks in districts should ensure that students availing of the benefit should be provided with zero balance, zero frills bank accounts and the students should be provided with debit cards. Implementation of the scheme from enrolment of students to releasing the cash benefit to them should be carried out online. According to the G.O., girl students pursuing arts and science, professional courses, paramedical, diploma, ITI, and combined post-graduation courses are eligible for the cash incentive.
For those pursuing combined PG courses, the incentive will be provided only for the first three years. Cross-border students and students pursuing UG via distance education are not eligible. Unlike the marriage assistance scheme, there is no cap on number of girl children per family who can get enrolled in the scheme. Any number of girl children from the same family can avail of the incentive for pursuing higher education. Under the Thalikku Thangam scheme, women from poor families were provided eight grams of gold and Rs. 50,000 cash for marriage if they had completed a degree/diploma and Rs 25,000 for those who had completed SSLC and Class 12.
Rs. 1000 Monthly Scholarship to Benefit Girl Students
Tamil Nadu govt’s new Higher Education Assurance Scheme is meant to encourage girl children from economically weaker families to pursue higher education. Earlier, Finance Minister in Tamil Nadu Budget 2022-23 speech mentioned that Moovalur Ramamirtham Ammaiyar Marriage Assistance Scheme is now being transformed as the Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme.
All girl students who studied from classes 6th to 12th in government schools will be paid Rs. 1,000 per month directly into their bank accounts through DBT mode. This scholarship amount will be given till the girl students complete their undergraduate degree, diploma and ITI courses uninterruptedly. The students eligible for higher education assurance scheme can also avail other scholarships.
Approximately 6 lakh girl students can potentially benefit every year from Tamilnadu Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme. For this new scheme, Rs. 698 crore has been allotted in Tamil Nadu budget 2022-23.
Revamped Moovalur Ramamirtham Ammaiyar Marriage Assistance Scheme
The marriage assistance scheme was started in 1989 by former chief minister M Karunanidhi to promote education and support the marriage of girls from poor families. Under the scheme, Rs. 25,000 and eight gram gold coin used to be distributed for girls who completed Class 10th. The new Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme is being launched as a revamped version of the earlier marriage assistance scheme. The new scheme aims at recognising that the enrolment rate of girl students from government schools in higher education is very low.
