Kalaignar Magalir Urimai Thogai Scheme has been launched by Tamilnadu CM M.K. Stalin on 15 September 2023 from Kancheepuram, the hometown of DMK founder CN Annadurai. In Kalaignar Scheme for Right of Women scheme, the Tamil Nadu state govt. will provide Rs. 1000 per month to every women head of family. The announcement regarding new Magalir Urimai Thogai Thittam was firstly made in the TN Budget Speech 2023-24.
As regards eligibility of Magalir Urimai Thittam Scheme, the government has said that the yearly income of the family should be less than Rs. 2.50 lakh per annum. In case the applicants own wetland, it should be less than five acres and in case of dryland, it must be below ten acres. Annual domestic electricity consumption should be less than 3,600 units. Kalaignar Magalir Urimai Thogai Scheme Objectives
- கலைஞர் மகளிர் உரிமைத் திட்டம்’ இரண்டு முக்கிய நோக்கங்களைக் கொண்டது.
- குடும்பத்திற்காக வாழ்நாளெல்லாம் ஓயாமல் உழைத்துக் கொண்டிருக்கும் பெண்களின் உழைப்புக்குக் கொடுக்கும் அங்கீகாரம் முதன்மையானது.
- அடுத்து, ஆண்டுக்கு 12 ஆயிரம் ரூபாய் உரிமைத் தொகை என்பது, பெண்களின் வாழ்வாதாரத்தை மேம்படுத்தி, வாழ்க்கைத் தரத்தை உயர்த்தி, சமூகத்தில் சுயமரியாதையோடு வாழ்வதற்கு வழிவகுக்க வேண்டும் என்பதாகும்.
The scheme is named “Kalaignar Magalir Urimai Thogai” on the name of the late DMK patriarch M Karunanidhi who is also popularly known as Kalaignar, which means an artist of eminence. The Tamil Nadu government said Rs. 7,000 crore has been allocated for the Kalaingar Magalir Urimai scheme this year.
இப்படி கணக்கில் கொள்ளப்படாத பெண்களின் உழைப்பை முறையாக அங்கீகரித்திடவே பெண்களுக்குச் சொத்துரிமை வழங்கி, கல்வியிலும் வேலைவாய்ப்பிலும், உள்ளாட்சி அமைப்புகளிலும் இட ஒதுக்கீடு அளித்து பெண் உரிமை போற்றிட, கலைஞர் அவர்களின் பெயரால் இந்த மகளிர் உரிமைத் திட்டம் அறிமுகப்படுத்தப்பட்டுள்ளது. எனவேதான், இந்தத் திட்டத்திற்கு மகளிருக்கான உதவித் தொகை என்று இல்லாமல் ‘மகளிர் உரிமைத் தொகை’ என்று கவனத்துடன் பெயரிடப்பட்டிருக்கிறது.
பெண்களின் உழைப்புக்கான பொருளாதார மதிப்பு
- சமூகத்தில் வெற்றி பெறக்கூடிய ஒவ்வொரு ஆணுக்குப் பின்னாலும் ஒரு பெண் இருப்பார் என்று கூறுவதுண்டு.
- உண்மையில், ஒவ்வொரு நாளும் தன் திறனுக்கேற்ற பணிபுரிந்து, பொருள் ஈட்டும் ஒவ்வொரு ஆணுக்குப் பின்னாலும், அவரது தாய், சகோதரி, மனைவி, மகள் ஆகிய பெண்களின் பல மணிநேர உழைப்பு மறைந்து இருக்கிறது என்பதை யாராலும் மறுக்க முடியாது.
- ஒவ்வொரு ஆணின் வெற்றிக்காகவும், அவரவர் குழந்தைகளின் கல்வி, உடல் நலம் காக்கவும் இந்தச் சமூகத்திற்காகவும், வீட்டிலும், வெளியிலும் ஒரு நாளைக்குப் பல மணி நேரம் பெண்கள் உழைத்துக் கொண்டு இருக்கிறார்கள்.
- இந்த உழைப்புக்கு ஊதியம் கணக்கிடப்பட்டிருந்தால், குடும்பச் சொத்துகள் அனைத்திலும் சமமாகப் பெண்கள் பெயரும், சட்டம் இயற்றாமலேயே இடம் பெற்றிருக்கும்.
CM Stalin on Kalaignar Magalir Urimai Thittam
“Nobody took into account the work of women at their homes. This scheme aims at acknowledging their work. The other goal is that the ₹12,000 per annum aid would help women live with self-respect by eliminating poverty and improving their living standard. These two are the objectives of the scheme under the Dravidian model regime”, Stalin said at the event. “We have devised this programme on the basis of lessons we learnt from Periyar, Anna and Kalaignar. Entire India was closely watching the schemes the DMK has implemented and other states were very eager to follow,” CM said.
Stalin listed a slew of initiatives led by Karunanidhi and it includes equal right in properties (by amending the Hindu Succession Act in 1989) for women. Also, he cited a string of programmes of his government aimed at women development which includes fare-free travel for in state-run town buses. The crowning initiative is the ₹1,000 basic income scheme.
“This is not an assistance, but your right. I repeat, this is not assistance but your right,” he stressed. The beneficiaries of the ₹1,000 scheme, which has 1,06,50,000 beneficiaries, if the 39 lakh beneficiaries of enhanced pension in other state schemes are also taken into account, about 1.45 crore families are benefitted in total. Months ago, the state government had announced that the scheme would be launched on September 15, on the birth anniversary of Annadurai.
Kalaignar Magalir Urimai Thogai Thittam Eligibility Criteria
Tamil Nadu government has issued the eligibility criteria for the Magalir Urimai Thogai Thittam scheme, after former Chief Minister and late DMK patriarch M Karunanidhi.
- Only women aged 21 (born before September 15, 2002) and above are eligible to apply for the scheme.
- Her family income should be below Rs 2.5 lakh per annum.
- The beneficiary’s family must not own above 5 acres of wet land or 10 acres of dry land.
- The woman’s annual household electricity consumption must not exceed 3600 units.
Official said “The other aspects in respect of eligibility is the stipulation that applicants should have completed 21 years of age and only one woman/woman-head from a family that has a ration card could apply to avail the Rs. 1,000 monthly support”.
In case a man’s name is mentioned as the head of the family on the ration card, his wife will be considered as the head of the family for the scheme. For some reason, if the name of the man’s wife does not figure in the ration card, one of the other women, who are part of that family would be treated as woman head of family for the purpose of the scheme.
For one ration card, there can only be one beneficiary. As per the government, women who wish to avail financial assistance under the Magalir Urimai Thogai scheme should apply for it at their nearest registration camps.
Kalaignar Magalir Urimai Thogai in Tamil Nadu Budget 2023-24
Finance minister delivered Tamil Nadu Budget Speech on 20 March 2023. In the Tamilnadu Budget 2023-24, FM said “The monthly honorarium of ₹1,000 for women family heads would be provided from next financial year, announces Tamil Nadu Finance Minister during his Budget speech at the Legislative Assembly. This would be provided for those meeting criteria”.
“The scheme will be launched by Chief Minister M.K. Stalin on September 15. This women’s entitlement amount was DMK’s key poll promise. The guidelines for the Magalir Urimai Thogai scheme will be released soon. Allocation of ₹7000 crore has been made for the scheme”.
