Goa Employment Exchange online registration is now done at the official Goa Online portal goaonline.gov.in. This portal replaced the old manual registration at the state employment exchange. It helps build a database of both unemployed and employed people in Goa, and the government issues a Labour and Employment (L&E) Card through this online process.

L&E Card registration is required for every job aspirant and unemployed person in Goa to secure placement in government and quasi-government institutions, statutory bodies like municipalities and panchayats. Candidates already registered with the state employment exchange must now update their details and register online. Employers also have to get every employee registered for the L&E Card.

Goa Employment Exchange Online Registration & Login

Below is the complete procedure to make Goa employment exchange registration and login at the official portal:-

STEP 1 - Visit the official website at goaonline.gov.in and complete the registration by providing your email ID, mobile number, name, address and date of birth, followed by OTP verification.

STEP 2 - After registration, navigate to the Services Menu, then All Services, then Labour and Employment Department, and open the Labour and Employment Card service page.

STEP 3 - The Goa Employment Exchange Online Registration page will appear as follows:-

STEP 4 - Here candidates can enter their e-mail ID and password and then submit the OTP to open the Goa Employment Exchange Portal Online Registration Form as shown below:-

STEP 5 - Fill out the application form by entering the required details such as applicant details, other details, education details and experience details, then save the application.

STEP 6 - Upload all the relevant documents and make the required payment. On successful payment, the application is submitted to the department. After submission, an acknowledgement SMS and email will be sent. Note the acknowledgement number for checking the application status.

STEP 7 - After verification of the application by the concerned officer, a digitally signed certificate will be issued by the Labour Department. This will be available in the applicant's inbox on the portal for download.

Candidates need to keep the following documents ready while filling the online registration form:-

• Passport size photograph (mandatory)
• Residence certificate issued by the Mamlatdar (15 years residence certificate)
• Parents or spouse 15 years residence certificate in Goa, if the applicant has lived in Goa for less than 15 years
• Education certificate, experience certificate, caste certificate and other documents as per the applicant's condition

Goa Labour and Employment Card (L&E Card)

The online registration for the Labour and Employment Card (L&E Card) at goaonline.gov.in helps the state employment exchange link the collected data to the National Career System (NCS) and integrate it with the Aadhaar Card. The L&E Card number is a unique identification number generated through the Goa Employment Exchange Online Portal.

The L&E Card number is maintained across the entire employment life span, whether employed or unemployed, of the citizens. This card holds the complete employment status history of the candidates. The employment exchange portal online registration has no charges, while each person making registration has to get a one time L&E Card carrying an information chip by paying a sum of Rs. 75.

The L&E Card reflects the government schemes availed by the owner of the card. These owners can upgrade their information with regards to their bio data, resume, change in job or profile and change in skill sets. The employment exchange in Goa has mixed registration of around 1.21 lakh unemployed and employed individuals.

Fresh Online Registration at Goa Employment Exchange Portal

The fresh online registration at the Goa Employment Exchange portal will result in more than 7 lakh individuals making online registration. This includes around 5.50 lakh employed people and the rest unemployed ones. All the labour class workers covered under the building and other construction workers must also get themselves registered online with the state employment exchange portal.

The state government of Goa will provide tool kits to 10,000 such individuals undertaking their online registration with the state employment exchange. Goa government appeals to all village panchayats and municipalities to help employment exchanges in online registration of building and construction workers. More kiosks and common service centers will also be set up for the purpose.

Employment exchanges in Goa have been revamped into Model Career Centres, which offer online registration of job seekers and career aspirants, online notification of vacancies under the CNV Act 1959, and career counselling support.
