Salient Features of Delhi Labourers Registration
- All the registered and non-registered construction workers can register for the benefit.
- Aadhaar number is mandatory, therefore all those who wish to apply for benefit must have a Aadhaar card.
- Workers must have to a valid mobile no. for registration as all the details will be intimated through the registered number to the candidates.
- In case of death of the worker, the benefit is given to the nominee.
- In case of death, the children of the worker are provided education benefit free of cost. This benefit is provided only to the two children of the worker.

Delhi Rs. 5000 Scheme for Construction Workers (Update on 3 November 2022)
Chief Minister Arvind Kejriwal on 3 November 2022 (Wednesday) directed Labour Minister Manish Sisodia to provide Rs 5,000 each as financial aid to 10 lakh registered workers due to pollution-related ban on construction activities in Delhi. With pollution levels worsening, the Centre’s air quality panel had on Saturday directed authorities to impose a ban on construction and demolition activities in Delhi-NCR, except on essential projects, and other curbs under stage three of the Graded Response Action Plan.
GRAP is set of anti-air pollution measures followed in the capital and its vicinity according to the severity of the situation. “Construction activities have been stopped across Delhi in view of pollution. I have directed Labour Minister, Sh Manish Sisodia, to give Rs 5,000 pm as financial support to each construction worker during this period when construction activities are not permitted,” Kejriwal tweeted.
The Delhi government will deposit Rs 5,000 in the accounts of over 10 lakh construction workers of Delhi. A sum of approximately Rs 500 crores is to be spent on the scheme, said a Delhi government statement. The assistance amount will be deposited by the government directly in the accounts of the registered construction workers soon, it said. The Delhi government had spent Rs 350 crores to support 7 lakh construction workers last year too due to pollution-induced ban on construction activities.
Even during the coronavirus crisis, the Delhi Government had provided an aid of Rs 5,000 to all the construction workers, it said. A complete ban on construction and demolition activities has been imposed owing to the rise in pollution in recent days. Due to the sudden construction ban, there was a sense of anxiety among the workers who found them out of work for an uncertain period.
Delhi’s air quality improved marginally on Wednesday morning owing to relatively better meteorological conditions, with the Commission for Air Quality Management (CAQM) saying there is no immediate need to implement curbs such as a ban on the entry of trucks and a closure of educational institutions, under the fourth stage of GRAP.
Delhi Rs. 5000 Scheme for Building Workers (Update on 12 April 2022)
The Delhi government has started disbursing a grant of ₹5,000 to all registered construction workers for loss of work owing to the construction ban that was imposed during the winter to curb air pollution in the city, deputy chief minister Manish Sisodia said on Monday. Construction activities were halted in Delhi in November last year due to rising air pollution. To compensate for the losses and provide support to construction workers, the Delhi government announced a grant of ₹5,000 to each construction worker and an amount of ₹350 crore was released for this.
“In the first phase, the government had provided an assistance of ₹245 crore to 492,000 workers registered with the Delhi Building and Other Construction Workers Welfare Board, immediately after the ban was announced in November. After this, an amount of ₹41.9 crores was distributed to 83,000 workers on Holi this year. In the current instalment, an amount of ₹11.6 crores has been distributed to over 23,000 construction workers who have successfully updated their bank account. This assistance amount will reach the workers’ accounts within two working days. This amount has been given to all the construction workers registered with the construction board before November 24, 2021. Also, every construction worker who has completed the bank amendment till March 23, 2022, has received ₹5,000 in the current instalment,” said Sisodia.
There are about 1.1 million construction workers in Delhi, of which 900,000 workers are registered with the welfare board. The deputy chief minister appealed to all construction workers to get themselves registered with the Delhi Building and Construction Workers Welfare Board at the earliest to avail the benefits of the welfare schemes. “I also urge the workers who have not received the assistance due to issues with their bank details to get it updated as soon as possible. They can get their bank account details modified free of cost on the e-district website. The assistance amount will be sent to their accounts by the government in the next payment cycle,” he said.

In this scheme, the state govt. will provide financial assistance to construction workers in the wake of coronavirus (COVID-19) pandemic outbreak.
This good news for providing financial aid to construction labourers under Delhi Rupees 5000 Scheme comes on 11 May 2020. The decision to this effect was taken at a meeting of the Construction Workers Welfare Board, chaired by Labour Minister Gopal Rai. The start date of registration of construction workers is 15 May 2020 and all the construction workers must submit the application form before last date to apply online.
As per the initial updates, there are around 40,000 construction workers registered with the board in the national capital. All such workers will get Rs. 5,000 as assistance in Delhi region.

Just like other financial assistance schemes, the state govt. of Delhi will deposit Rs. 5,000 into bank accounts of registered construction workers.
