Delhi govt. is going to restart home delivery of services under Doorstep Delivery Scheme (Sarkar Aapke Dwar) amid COVID-19 outbreak. This scheme will now enable citizens to get 100 public services of 14 departments at their doorstep. Now people can simply make a call at 1076 number, register their details and a facilitator will come at their doorstep with the necessary papers and get their work done. The person who comes for the service delivery would charge fees of Rs. 50 only and would perform all the formalities in his tablet at doorstep of people. All the citizens now does not have to make visits at the govt. offices. People can now make appointment at their home at any time specified by them.
Accordingly, Doorstep Delivery Scheme will eliminate the need of middlemen to avail the benefits of welfare services. In 2017, around 25 lakh persons have sent applications for these services. This scheme was in suspension for the past 5 months due to Coronavirus which has now been started.
Latest Update on Delhi Govt. Doorstep Delivery Scheme
Delhi government will launch revamped version of its flagship doorstep delivery of services scheme after bringing in two private agencies for field work, and raising the number of services from 100 to 300, a government statement said on 9 February 2022. Delhi government is all set to unveil an all-new model of Doorstep Delivery of Public Services; new agencies on-boarded for field services. Manpower agencies CSC e-Governance and Core Doc2 will replace previous agency VFS Global. The two private agencies will cater to 70 per cent and 30 per cent of the demand, respectively. There will now be 150 Mobile Sahayak, supervisors and coordinators to ensure smooth doorstep delivery of services applied for.
With two new vendors on board, the government not just intends to scale up and increase efficiency of service, but also address even microscopic operational challenges. Delhi govt. will soon triple the services covered under the scheme so that no Delhiite will have to spare time, money and effort in availing any government service. In 2018, through the doorstep delivery scheme, the Arvind Kejriwal government brought governance to the doorsteps of the people, and since 2021, it has started faceless services department-wise, bringing the government to homes and fingertips of people.
The Doorstep Delivery Scheme has a robust infrastructure with 80 dedicated call centre representatives. These representatives have attended more than 25 lakh calls as on date, serving more than 5 lakh service requests. Delhi government is also developing a new and improved software application for the doorstep delivery of public services scheme. The scheme was launched in September 2018 that currently offers delivery of 100 services at the doorstep of the citizens.
The government has claimed that no citizen of Delhi would have to stand in queues for the services listed under the scheme. Under the scheme, people may call on helpline number 1076 to book a service and a Mobile Sahayak visits them to collect necessary documents, saving them the hassle of traveling to government offices. The scheme was launched initially with 40 services across eight departments which has now expanded to 100 services across 14 departments. The highly sought-after services so far belong to the departments of Revenue, transport, social welfare with service requests for caste, income, domicile certificates, driving license, transfer of vehicle ownership, among others.

Under this Doorstep Delivery Scheme, assistants will come at doorstep of citizens who are willing to avail various government services.
There are 3 ways to get your govt. work done in Delhi which are through online, offline (at govt. windows in offices) and doorstep delivery. The success rate (per 100 applications) at govt. offices window / offline is 57%, online is 45% while at doorstep delivery is 91%. The most demand of doorstep delivery services is for OBC certificate (21%), SC certificate (19%), Income certificate (17%), Learner’s Licence (8%), Domicile Certificate (5%), Registration of Marriage (2.5%).
Call 1076 – How to Apply for Doorstep Delivery Services of Delhi Government
All the candidates can apply for doorstep delivery of services by Delhi government as shown in the figure below:-
After making a call to 1076 helpline number, the call centre will take down the relevant details and inform you about the documents required as well as the applicable payment. After the confirmation of appointment, govt. will send a facilitator (mobile sahayak) to the pre-decided location either at home or at office who will reach the caller’s residence at a pre determined time. Facilitator would carry a tablet with himself and would just charge a nominal fees of Rs. 50 for providing doorstep delivery of services.
Delhi Doorstep Delivery Scheme launched by CM Arvind Kejriwal is a revolution in governance. After successful implementation of home delivery of 70 public services in Delhi, now 30 more public services are available for home delivery.
