Madhya Pradesh government is running Annapurna Scheme Seed Production Programme for small and marginal farmers from Scheduled Caste and Scheduled Tribe families. Farmers get Foundation or Certified Grade I seeds of food grain crops with a 75% subsidy on the actual seed cost, for an area between 0.2 hectare and 1 hectare.
Farmer Welfare and Agriculture Development Department runs this scheme through government agricultural farms. Selection for the Kharif 2026 season was to be completed by 25 May 2026 and seed supply by 15 June 2026, so farmers looking at the Rabi season now should get their names added before 31 August 2026.
Annapurna Scheme Seed Production Programme Details
Aim of this scheme is simple. SC and ST farmers who live near a government farm grow certified seed on their own land, get good quality seed at one fourth of the price, and then sell the produced seed back to the department at a fixed rate. Income improves and the state also gets more certified seed for the next season.
Seed of Paddy, Jowar, Bajra, Maize, Kodo, Kutki and Ragi is covered in Kharif. Wheat and Barley are covered in Rabi. Registration with Madhya Pradesh State Seed Certification Agency is required, and the department pays that fee, not the farmer.
How to apply for seed production programme
Application is offline only. There is no online form for this scheme, so the village level agriculture officer is the starting point.
STEP 1 - Meet your Rural Agricultural Extension Officer (Gramin Krishi Vistar Adhikari) in your village or block office and tell him you want to join the Seed Production Programme. He prepares the primary list of interested SC and ST small and marginal farmers, usually up to 1.5 times the target number.
STEP 2 - Your name goes from that list to the Senior Agricultural Development Officer or the Farm Superintendent, who checks it and takes approval from the Sub-Divisional Agricultural Officer. Names written first in the approved list get preference, and the waiting list stays valid only till that crop season.
STEP 3 - After approval, collect the Foundation or Certified Grade I seed from the Farm Superintendent. Pay your 25% share in cash by challan, or give your own seed of equal value, which is counted at the support price.
STEP 4 - Sow the seed on minimum 0.2 hectare (half acre) and maximum 1 hectare. Sign the agreement with the department for seed production, procurement and payment.
STEP 5 - Within 20 days of sowing, give the registration application form to the Farm Superintendent so it reaches the Seed Certification Agency on time. Miss this and the crop will not be certified.
STEP 6 - Field inspection is done by the certification agency. After harvest, the Seed Production Committee or Farm Superintendent buys your raw seed at the government fixed rate. Grading, processing and packing costs are cut from that rate, and the balance amount is paid to you.

Money help is not given as cash in the account here. Support comes as cheaper seed, free certification and assured buying of the produce. Cost of the whole cycle drops a lot for a small farmer.

- Land must fall within the 10 kilometre area around a selected government agricultural farm, such as Gohad (Bhind), Mahuakheda (Gwalior), Indergarh (Datia), Jabera (Damoh), Phanda (Bhopal), Silwani (Raisen), Sarangpur (Rajgarh), Jobat (Jhabua) and other listed farms.
- Sowing area must be at least 0.2 hectare and not more than 1 hectare.
- Registration with the Seed Certification Agency is required.
- Farmer has to keep the field free of unwanted plants and follow the full package of practices so seed purity stays good.

Important dates for 2026
Dates repeat every year with the crop season. For Kharif, farmer selection closes by 25 May and seed supply finishes by 15 June. For Rabi and Summer, selection closes by 31 August 2026, seed must reach the farm, cooperative society, LAMPS or development block by 30 September 2026, and seed supply to farmers is done by 10 October 2026. So the Rabi window is open right now.
