Palakmantri Panand Raste Yojanais a new initiative by the Maharashtra government. This initiative was firstly announced in budget 2016-17 by the government of Maharashtra. Under this new scheme, the state govt. aims to provide Job opportunities to the rural Youth of the state. To provide the job opportunities to the rural youth, the government has also announced another sub-scheme to provide training and loans from the nationalized banks. Palakmantri Panand Raste Yojana
Palakmantri Panand Raste Yojana is being implemented by Maharashtra government. Details of Palakmantri Pandan Rasta Yojana are out by the state govt. of Manaharshta. Panand Raste means for access roads to farms. Taking into account the number of unemployed rural youth, the Government of Maharashtra seems to have taken the right step in its 2016-17 budget. Now the govt. has decided to take it further with its implementation.
IMPORTANT: This scheme might have been discontinued by the state government, we did not find any latest update regarding this scheme, not even in the 2025-26 budget documents.
To undertake this work of providing job opportunities and other Jalyukt Shivar jobs by our youth, the government has also proposed “Palakmantri Earth Moving Machines Kharedi Yojana” with an outlay of Rs. 100 Crores. पालकमंत्री शेत-पाणंद रस्ते योजना – Palakmantri Pandan Raste Yojana in Marathi
ग्रामीण भागात शेतकऱ्यांच्या सोयीसाठी विविध योजनांचे एकत्रीकरण करीत प्रत्येक जिल्ह्यात ‘पालकमंत्री शेत-पाणंद रस्ते योजना’ सुरू केली. त्यासाठी शासनाने निधीच न दिल्याने तसेच यंत्रणांच्या उदासीनतेमुळे महात्मा गांधी राष्ट्रीय रोजगार हमी योजनेंतर्गत सुरू झालेल्या जिल्ह्यातील ४१७ रस्त्यांची कामे अद्यापही अपूर्ण आहेत. त्या कामांबाबत पालकमंत्री बच्चू कडू उद्या कोणती भूमिका घेतात, यावरच त्या रस्त्यांच्या कामांची गती ठरणार आहे. विशेष म्हणजे, जिल्हा दुष्काळग्रस्त असल्याने ग्रामीण भागात रोजगार हमी योजनेची कामेही सुरू करण्याची वेळ येणार आहे.
फेब्रुवारी २०१८ मध्ये नियोजन विभागाने ‘पालकमंत्री शेत-पाणंद रस्ते योजना’ राबविण्याचा निर्णय घेतला. त्यानंतर शेतरस्ता, पाणंद रस्ता अतिक्रमणमुक्त करून कच्चा रस्ता तयार करण्यासाठी राज्यातील ३३ जिल्हाधिकाऱ्यांना ५५ कोटी रुपये निधी २५ मे २०१८ रोजी देण्यात आला. त्यातून प्रत्येक जिल्ह्यात पालकमंत्री शेत-पाणंद रस्ते निर्मितीचा उपक्रम राबविण्याला सुरुवात झाली. त्यासाठी प्रत्येक जिल्ह्यातील पालकमंत्र्यांच्या पुढाकारात ही योजना कार्यान्वित झाली; मात्र त्यासाठी शासनाकडूनच अत्यल्प निधी प्राप्त झाला.
त्यामुळे किती गावांमध्ये हा उपक्रम राबवावा, हा प्रश्न प्रत्येक जिल्ह्यात निर्माण झाला. परिणामी, हा उपक्रम थंड बस्त्यात ठेवण्याचेच प्रयत्न सर्व जिल्ह्यांत झाले आहेत. प्रत्येक जिल्ह्यात प्राप्त निधीवरच त्या जिल्ह्यातील शेत-पाणंद रस्त्यांची किती किलोमीटरची कामे होतील, हे आधीच ठरले. त्यामध्ये रस्त्यावरील अतिक्रमण काढणे, त्यासाठी उत्खनन करणे, त्यातील निघणारा मुरूम किंवा दगड रस्त्यावर टाकणे, त्याची दबाई करणे, तसेच रस्त्याच्या दोन्ही बाजंूनी निर्माण होणाºया चरातून पावसाच्या पाण्याचा निचरा करण्यासाठी सिमेंट पाइप उपलब्ध करणे, ही सर्व कामे केली जातात. ती कामे करण्यासाठी निधीची गरज आहे. त्यामध्ये कुशल, अकुशल कामासाठी अपेक्षित निधी मिळणे आवश्यक आहे; मात्र निधी न मिळणे तसेच यंत्रणांच्या उदासीनतेमुळे शेतकºयांसाठी अत्यंत महत्त्वपूर्ण असलेल्या शेतरस्त्यांची कामे अपूर्ण ठेवण्याचा प्रकार जिल्ह्यात घडत आहे.
