2026 Rules Update
The new rules of 22 June 2026 bring many changes for rural families. The most important points are given below:
- Panchayat manages everything - operation, repair, maintenance, bill collection and new connections are now the job of the Gram Panchayat. Earlier this work was planned to go to the Public Health Engineering department, but the state cabinet gave the charge to panchayats.
- Pani samiti in every panchayat - a water committee is now compulsory in every Gram Panchayat. The sarpanch is the chairperson, the panchayat secretary is the secretary, and at least 50 percent members are women. The committee can have up to 20 members and it keeps an eye on water quality, supply and bill collection.
- Fixed charge for new connections - new tap connections are not free anymore. SC and ST families pay about ₹1,000, other families pay up to ₹2,500, schools and anganwadis pay ₹5,000, and commercial or industrial units pay ₹8,000 to ₹10,000.
- Monthly water tax - every connected household now gets a monthly water bill. The rate is ₹60 per month in tribal development blocks, ₹100 per month in general panchayats, ₹120 per month in panchayats covered under the master plan, and ₹200 per month for public institutions.
- Fines and connection cut - paying the bill late attracts a penalty of 5 to 10 percent of the due amount. If the bill stays unpaid for three straight months, the panchayat can cut the connection. Misusing drinking water, like bathing animals or running a motor from the drinking line, can draw a fine of up to ₹500.

Only families who meet the conditions given below can apply for a new tap water connection:
- Permanent resident of Madhya Pradesh - the applicant should live in the state and the connection is for household use only.
- Gram Panchayat area with an active scheme - the house should be located in a Gram Panchayat area where the Tap Water Scheme is running, and the family should not already have a panchayat approved tap connection.
Application Process
The whole application is online on the new citizen services portal. Keep the Samagra ID, mobile number and land details ready before starting. Samagra eKYC must be done and the mobile number should be linked to it. Steps are simple:
STEP 1 - Open the citizen portal at citizen.mppanchayatdarpan.gov.in and go to the services section. Select the new tap water connection option and choose the connection type, like domestic, commercial or institutional.
STEP 2 - Enter the Samagra ID of the family and check the eKYC status. The system verifies the details automatically, so the eKYC should be complete before applying.
STEP 3 - Fill in the applicant details like name, father or husband name, mobile number and address. Select the district, janpad, gram panchayat and village. Land details come from Bhulekh on their own, so just pick the correct land owner.
STEP 4 - Upload the required documents. Residence proof and a recent photo are must. A BPL card and disability or widow certificate can be added if they apply to the family.
STEP 5 - Tick the declaration box, submit the form and note down the Application Number. Track the status on the same portal using the application number.
After the Gram Panchayat approves the application, the connection is given within 30 days. The applicant has to pay the fixed connection charge first, and then the monthly water tax on time. Not paying the bill for three months in a row can lead to the connection being cut, so it is better to clear the bill every month.
