To qualify, the owner must keep the registered cow or buffalo and its male progeny for at least one year. Animals should be bred using government-provided artificial insemination services. The department keeps the first right to purchase the male calf if the owner decides to sell it.
Eligibility
These are the main conditions a farmer must meet to apply:
- The applicant must be a resident of Haryana.
- The applicant must be between 18 and 55 years of age.

- Only a maximum of two milch animals (cow or buffalo) can be registered per applicant.

Application Process
Farmers must complete the online application through the official Antyodaya-SARAL Portal. The steps are given below.
STEP 1 - Visit the Antyodaya-SARAL Portal at saralharyana.gov.in. If you are a new user, register using your mobile number, email ID, and password.
STEP 2 - Verify your mobile number and email through the OTP and log in to the portal.
STEP 3 - Search for the scheme under the 'View all Available Services' section and open the application form.
STEP 4 - Enter your Parivar Pehchan Patra (Family ID) to fetch your family's data, choose the beneficiary, and complete verification using the OTP sent to your registered mobile.
STEP 5 - Upload all required documents and submit the form. After submission, a Veterinary Surgeon will verify the animal's breed, and the district office will fix a date for official milk recording within the Right to Service Act time limit of 30 days.
