Haryana government had announced Kisan Mitra Yojana (किसान मित्र योजना) in 2020 for farmers with land holding up to 2 acres. Kisan Mitras under this scheme were meant to connect small and marginal farmers with the benefits of various welfare schemes already running in the state. Then Chief Minister Manohar Lal Khattar had directed officials to formulate the scheme after a review meeting in June 2020.
Update for 2026: There is no separate Kisan Mitra Yojana portal or registration process currently running in Haryana. This scheme was part of a 2020 announcement and does not appear to have been rolled out as a stand-alone scheme with its own application process. Farmers looking for direct support can check active schemes like PM Kisan Samman Nidhi Yojana and Pashu Kisan Credit Card Yojana, both of which are running in Haryana as of 2026. Nayab Singh Saini is the current Chief Minister of Haryana.
Haryana Kisan Mitra Yojana Overview
Several government officials, progressive farmers, volunteers and other farmers were to be connected under Kisan Mitra Yojana. It was meant to help farmers raise their farm output through better economic management and use of the latest technology. The state government also planned faster rollout of Pashudhan Credit Card Yojana on the lines of Kisan Credit Card (KCC).
These Pashu-dhan credit cards were expected to boost milk production and make Haryana one of the leading states in per capita milk output. CM Khattar gave these instructions while presiding over a review meeting of the Animal Husbandry and Dairying Department on 6 June 2020.

Kisan Mitra Yojana Proposed Services for Farmers
Government had planned Kisan Mitra Yojana to help farmers through multiple services like:

- Cash deposit facility close to the farmer's home
- Balance enquiry for bank accounts
- Pin change and new pin generation
- Mini statement and cheque book request
- Aadhaar number updation
- Loan request assistance

- Registration of problems and feedback
Haryana Kisan Mitra Yojana had planned to install 1,000 farmer's ATMs in partnership with banks. No public update confirming this rollout has been found in the years since.

Need for Kisan Mitra Yojana
Small and marginal farmers had suffered a lot during the Covid-19 pandemic. Even with support under PM Kisan Samman Nidhi and other farmer welfare schemes, the state felt a need to provide more support to small and marginal farmers with land holdings up to 2 acres. So Haryana government planned to start Kisan Mitra Yojana. Kisan Mitras were meant to act as farmer's friends and help them get benefits of welfare schemes for which they were eligible.
Haryana had around 36 lakh milk producing dairy cattle then, with per capita milk output of 1,087 grams, second only to Punjab. Under the plan, government officials, progressive farmers and volunteers were to advise small and marginal farmers on how to raise their income, with 1 Kisan Mitra for every 100 farmers, meaning 17,000 Kisan Mitras for 17 lakh farmers in the state.
CM Khattar had also dissolved kisan clubs formed before 1 April 2017 in the state at that time. Only clubs formed in the preceding 3 years with a proper election were to continue. Kisan clubs carry the job of passing on information about state welfare schemes directly to farmers.
Haryana Pashudhan Credit Card Yojana
Under Pashudhan Credit Card Yojana, which is active and running in Haryana as of 2026, animal keepers can get a loan of up to ₹3 lakh. Support is available for rearing buffalo, cow, sheep, goat, pig, chicken and broiler animals among others.
FMD Control Efforts in Haryana
Foot and Mouth Disease (FMD) and HS combined vaccine programme for cow and buffalo in Haryana was reported successful under PM Modi's Common Livestock Diseases Control Scheme (FMD and Brucellosis). At the time of the original announcement, no case of foot and mouth disease had been reported in the state for a year, and the state was set to receive an additional grant of ₹15 crore for the programme.
Cattle Tagging in Haryana
Around 4.5 lakh animals were kept in Haryana's gaushalas at the time, of which 3.68 lakh had been tagged. Around 16 lakh families in the state had productive cattle that were tagged, and around 8,400 animals were sent to various gaushalas during the Covid-19 period. The state's plan was to tag every animal, whether from a gaushala or owned by an individual keeper.
Work on an online tagging information website was underway then. Apart from gaushalas, separate nandishalas were also being built, following the low-cost model used in Banawali and Matana villages of Fatehabad district, where each nandishala cost around ₹15 lakh, built by the Haryana Livestock Development Board.
Haryana government had planned schemes to raise income of small farmers from animal husbandry and other farm-related sectors, given the state's location near Delhi's roughly 5 crore population and their daily demand for fruits, flowers, vegetables, milk, eggs and meat. The stated aim was to support PM Narendra Modi's vision of doubling farmer income.
