Raah-Veer Yojana - Introduction
Raah-Veer Yojana is a scheme of the Ministry of Road Transport and Highways (MoRTH), Government of India, and in Madhya Pradesh it is run by the Home Department. It was first started in 2020 under the name Good Samaritan scheme with a reward of ₹5,000. In April 2025, the government relaunched it as Raah-Veer Yojana with a revised reward of ₹25,000, and detailed guidelines were issued on 21 April 2025.
In Madhya Pradesh, the scheme is run under the Office of the Transport Commissioner in Bhopal. Every case is checked by the District Evaluation Committee and the State Level Evaluation Committee before the reward is given. Helpers also get legal protection under the Motor Vehicles Act 2019 and the Good Samaritan guidelines, so no one can take legal action against a person who helps an accident victim without that person's consent.

Benefits
When you help an accident victim reach the hospital within the Golden Hour, you get a cash reward of ₹25,000 along with an appreciation letter. This reward can be claimed up to 5 times in one calendar year.
Only serious accident cases come under this scheme. Brain or spine injury, a major operation, hospital stay of at least 3 days, or death of the victim are counted as serious cases. If more than one person helps the same victim, the reward amount is divided equally among all of them.
On top of this, the best 10 Raah-Veers in the country are chosen every year by the Ministry of Road Transport and Highways. Each of them gets ₹1 lakh, a trophy and a certificate at the National Road Safety Mission. State governments send the names of their top 3 Raah-Veers to the central government every year by 30 September.
All payments are sent directly to your bank account through the PFMS platform. The Transport Commissioner in Bhopal processes the payment after the committee approves the case. Accident victims can also get free treatment under the Cashless Treatment Scheme for Road Accident Victims.
Eligibility
To get the reward under Raah-Veer Yojana, you need to meet these conditions:
- You should be a resident of Madhya Pradesh.
- You should be an individual who voluntarily helped a victim of a motor vehicle accident.
- You should have made sure the victim reached a hospital within the Golden Hour, which helped save the victim's life.

How the Reward is Claimed
There is no online application form for this scheme. The reward is given through a simple offline process, and you do not have to pay any fee or agent for it.
STEP 1 - As soon as you reach the hospital with the victim, inform the local police. The police will talk to the attending doctor, verify the details of the accident, and issue an official acknowledgment slip. This slip mentions your name, the date, time and location of the accident, and the help you provided.
STEP 2 - Your case is then sent to the District Evaluation Committee, which includes the District Magistrate, Superintendent of Police, Chief Medical Officer and Regional Transport Officer. This committee reviews all cases every month and approves the eligible ones.
STEP 3 - After approval, the State Level Monitoring Committee, headed by the Principal Secretary (Home), gives the final clearance. The Transport Commissioner in Bhopal then sends the reward amount directly to your bank account through PFMS.
STEP 4 - If your case is exceptional, the state can also send your name to the central government for the national award. Every year, 10 Raah-Veers across the country are selected for the ₹1 lakh national honor.
