Madhya Pradesh Tourism Board is running the Capital Investment Subsidy for Establishment of 500 or More Seater Convention Centre cum Hotel under MICE, and applications stay open on a rolling basis through the state investment portal. Under this scheme an investor gets 15% of the fixed capital investment back as subsidy, with a ceiling of ₹10 crore, provided the project cost is at least ₹20 crore.

Scheme sits inside Madhya Pradesh Tourism Policy, which is run by the Tourism Department. It is meant for MICE (Meetings, Incentives, Conferences and Exhibitions) projects, so the main convention hall has to seat 500 people or more and must come with a hotel attached. As on 04 August 2026 the scheme is running and no closure notice has been issued.

Capital Investment Subsidy for Convention Centre cum Hotel under MICE

MICE tourism brings in business travellers, and Madhya Pradesh wants big halls in the state for that. So a cash subsidy is given after the project starts commercial work. Money is not given upfront. First you build, then you start operations, then you claim.

Subsidy amount is a flat 15% of fixed capital investment approved by the department. Maximum is ₹1000 lakh, that is ₹10 crore. Minimum project expenditure to even qualify is ₹2000 lakh, that is ₹20 crore. These figures are as per the capital subsidy table published by Madhya Pradesh Tourism Board.

Apply Online for Capital Subsidy

STEP 1 - Register first on the Madhya Pradesh single window system at Invest MP Single Window Portal. Pick your organisation type, such as Private Limited Company, LLP or Proprietorship, and fill in the authorised person's name, mobile number and email. Login details come to the same mobile and email.

STEP 2 - Log in and complete your investor profile. Take all the required clearances for the project through the same single window system before you start construction, because the claim file is checked against these approvals later.

STEP 3 - Finish the construction and start commercial operations of the convention centre and hotel. Keep the first service bills or lodging bills safe, they work as proof of the operation start date.

STEP 5 - Upload every document in the format asked for, then wait for the department check. Tourism Department verifies the project cost, the seating capacity and the operation date before the payment is approved.

Who Can Apply

Scheme is only for business entities building a convention centre cum hotel in Madhya Pradesh. A short list of the main conditions is given below, all of them have to be met together.

  • Project must have a minimum capital expenditure of ₹20 crore, and this cost has to be approved by the Tourism Department.
  • Main convention hall must have seating for at least 500 people, smaller halls do not count for this category.
  • Project must follow the convention centre standards set by the Government of India.
  • Project has to be built and made operational during the running period of the state tourism policy.
  • Claim has to be filed within one year of the commercial operation start date.

Hotels in the deluxe and standard category under this policy also have to give 70% of the jobs to people living in Madhya Pradesh. So keep the staff records ready at the time of checking.

Benefit Amount and Refund Rules

Payment is a one time capital subsidy, but it comes with a lock-in. Unit has to keep running for at least three years from the date the money is received, and a self declaration of operation has to be filed on or before 15 April every year. If the unit shuts down early, part of the money has to be returned.

Extra Subsidy in Some Cases

Two extra benefits are there in the same policy. Projects set up in far off and less developed areas get another 5% capital investment subsidy, and for such areas the minimum investment limit drops to half. SC and ST entrepreneurs who own the project fully also get an extra 5% subsidy. One project can claim only one category, so if a project fits into more than one head, pick the better one.

Documents Required

Papers are checked closely at claim stage, so keep a full set ready before filing. Broadly the file has three parts.

Legal and administrative: proof of the authorised signatory, company registration papers such as Memorandum of Association, partnership deed or proprietorship proof, and the certificate of establishment.

Property and planning: land records, Khasra papers, site map, registered sale or lease deed, project report and the building plan approved by the town and country planning office.

Technical and money side: HRACC certificate, building completion certificate, project cost certificate from a registered engineer or valuer, capital cost break-up certified by a Chartered Accountant, first lodging or service bills as proof of operation, cancelled cheque and PAN card.
