This scheme puts many small college-level scholarships under one roof. Instead of separate rules for each course, one common set of rules covers PhD, M.Phil., postgraduate, graduation and sports students. Payment goes for 10 months of the academic session, not for the full 12 months.
Selection is not first come first served. Applications received against an advertisement are sorted on marks, and the fixed number of seats for each course type is filled from the top. Once Commissioner, Higher Education approves the list, money is sent by DBT payment.

Who Can Apply
Rules are simple, but every point has to match. Even one mismatch, like income above the limit, keeps the form out of the merit list.
- You have to be a native of Madhya Pradesh and studying inside the state.
- Your college must be a government college or an aided private college, not a fully private unaided one.
- Family yearly income should not cross ₹54,000. So if a family earns ₹50,000 a year the student qualifies, but at ₹60,000 the form gets rejected.
- Marks rule changes with the course, as explained below.
For PhD you need at least 55% in your postgraduate degree. For a postgraduate course you need 55% in graduation. Graduation (merit cum means) asks for 55% in the secondary board exam, and graduation (merit) asks for 60%. Sports students qualify if they played for the Madhya Pradesh national team, the state adult team, or finished in the top three of a state-level competition.
How to Apply Online
Applications open only after the Directorate of Higher Education puts out an advertisement, usually near the start of the academic session. Watch the department website and your college notice board for that notice.
STEP 1 - Open the State Scholarship Portal at hescholarship.mp.gov.in and register once with your Samagra ID and Aadhaar number to create your student profile.
STEP 2 - Log in with the user ID and password you get, then pick the scholarship form for your course year and enter your college code correctly.
STEP 3 - Fill in your marks, family income and bank account details. Bank account has to be in your own name and linked with Aadhaar, otherwise the payment fails later.
STEP 4 - Upload scanned copies of the required documents and submit the form. Take a printout and give the hard copy with document copies to your college office for checking.
STEP 5 - College forwards verified forms to the department. After the merit list is approved by Commissioner, Higher Education, money comes into your bank account by DBT payment.
