About Kerala Patent Support Scheme 2024
Kerala Government, through Kerala Startup Mission has launched a scheme called Patent Support Scheme, where support is provided for startups and student entrepreneurs who are able to secure a patent. Patent Support System intends to support startup entrepreneurs and student entrepreneurs by reimbursing the patent cost including consultation fee, subject to a limit of Rs. 2 lakh per Indian patent awarded. For awarded foreign patents on a single subject matter, up to Rs. 10 lakh would be reimbursed. The reimbursement will be done in 3 stages during filing, prosecution and award.

KSUM Patent Support Scheme Apply Online Process
Kerala Patent Support Scheme 2024 apply online process has been defined below:-
- Online Application – Applications for Patent Reimbursement can be submitted online at https://startupmission.kerala.gov.in/schemes/patent-support. Candidates are required to upload documents in the Patent Support Scheme application form.
- Hard Copy Submission – After submission of online application Hard Copy of the following documents should be submitted to KSUM. The documents can either be be couriered or submitted to any KSUM Offices.
- Originals of Invoice & Receipts by an authorised/ recognised IP Consultant,
- Bank Statements verified by Bank Manager
- Refunded within 15 working days based on the complete hard documents received at KSUM office
- Verification and Processing – After successful completion of Step 1 and 2, A one on one call with KSUM representative is initiated, On confirmation of completeness of documents the necessary e-file approval process is initiated.
- Fund Release – On successful verification of documents an E-File approval is taken for reimbursement by the KSUM representative. The disbursement will be done in the form of Treasury Cheque in the name of the Startup/ student innovator.
Note: All applications (adhering to step 3) submitted for a month before 20th will be processed that month itself and those received after 20th will be processed in the following month only.
Kerala Patent Support Scheme Online Registration Form
STEP 1: Firstly visit the official website at startupmission.kerala.gov.in/schemes/patent-support
STEP 2: At the homepage, go to “Process of Scheme” section and then click “Apply Here” link.
STEP 3: Upon clicking the “Apply Here” button, the KSUM patent support scheme login page will appear as shown below:-
STEP 4: Here you can login with your KSUM unique ID or with Startup India or email address and then click “Next” button to make startupmission.kerala.gov.in login.
Eligibility Criteria for KSUM Patent Reimbursement Scheme
- The patent applications which are filed only after 09.11.2015 will be considered
- The patent support can be directly applied by Student Entrepreneurs through their IEDC’s
- For a startup, it should be a legal entity registered with RoC as Pvt Ltd or LLP. The schemes are not applicable to Innovators.
- The startup must be registered in Kerala, within 10 years from date of Incorporation and must have a DIPP and Udyog Aadhar
- For students, the support will be given only for those who are pursuing the academics
- The scheme does not extend support to patent renewals and prosecutions against appellate authority who have already rejected one’s patent claims.
Documents / Checklist to Fill Up Patent Support Scheme Application Form
- Original hard copy of Invoice & Receipt with authorized seal and signature from IPR India (by a registered Legal Consultant) for Consultation charges and / or IPR charges
- Original Bank Statement showing amount transferred (Verified by Bank Manager).
- A brief write up of the ideas/ claims applied for patent
- Copy of provisional patent certificate, if any
- Patent certificate, in case of patent received
- Copies of various forms (patent application, early publish, early examination, changes in original application or any other document relevant to this) or respective receipts from IPR.
- Residence Proof details of the director(s)/ applicant(s)
- Company incorporation documents (Incorporation Certificates, MoA, AoA, DIN nos)
- Copy of assigning and assignor agreement, if any. In such a case, NOC from the original inventor for reimbursing the patent cost to the startup to be furnished.
- In case of the original inventor transferring technology to the startup, an NOC from the original inventor for reimbursing patent cost to the startup to be furnished.
- In case the patent is filed before forming or registering the company, then such patent costs are reimbursed to startups, where the filed patent idea or technology is being pursued by the startup for building business.
- Undertaking that the startup has not so far claimed and will not claim patent reimbursement costs from any other organisations/ govt. bodies and if found, they will pay twice the amount to KSUM, that is reimbursed through patent support scheme
- Cancelled Cheque of the company and Bank details (Branch name, IFSC Code)

- Letter from College certifying the applying student is currently a student of the institution, signed by Principal/ equivalent authority

Launch of Kerala Patent Support Scheme
The state government has come up with a new scheme to reimburse the cost incurred by startups and students for obtaining national and international patents for their inventions. The scheme is to encourage innovation and recognise the value and capabilities of intellectual property and technological innovations in Kerala.
Under the scheme implemented through the Kerala Startup Mission (KSUM), the government will reimburse up to Rs 2 lakh for startups and students securing national patents and up to Rs 10 lakh for those bagging international patents. KSUM, the government’s nodal agency for entrepreneurship development and incubation activities in the state, has invited applications from eligible startups and student innovators under the scheme named ‘Patent Support Scheme’. “This is a highly rewarding scheme that will motivate and encourage startups and student entrepreneurs in Kerala’s robust ecosystem”.
This comes as a big support, especially for early-stage startups which have developed unique products and are planning to secure patents for their market launch and scaling up,” said KSUM CEO Anoop Ambika. The scheme, which aims to promote entrepreneurship and innovation by taking advantage of excellent facilities and support available in the state, will cover all patent applications filed through registered patent attorneys after November 9, 2015.
Eligible startups and student innovators can submit online applications via the KSUM portal. Registration will be open on all days. Applications received before the 20th of every month will be processed that month itself, and those received after 20th will be carried forward to the next month for processing.
