What is MP Mukhyamantri Krishak Fasal Uparjan Sahayata Yojana 2024
For Mukhyamantri Krishak Fasal Uparjan Sahayata Yojana, govt. has allocated Rs. 2,000 crore in the MP state budget 2021-22. In this scheme, the state govt. will provide financial assistance to state procurement agencies such as Food and Civil Supplies Corporation and Markfed. The MP CM Farmer Crop Acquisition Assistance Scheme would ensure that farmers get suitable prices for their crops.
Cabinet Approval for MP CM Krishak Uparjan Sahayta Yojna
MP Mukhyamantri Krishak Uparjan Sahayta Yojna, a scheme aimed at providing budgetary allocation to enable government agencies such as the Food and Civil Supplies Corporation and Markfed to tide over operational losses incurred during grain procurement from farmers, received approval from the Madhya Pradesh government in a Cabinet meeting on 4 January 2022. The announcement arrives at a time when the MP government has lost approximately Rs 6,000 crore in grain procurement operations, with another Rs 12,000 crore in unpaid accounts of grains bought by the Centre.
The Department of Food Civil Supplies and Consumer Protection, as well as MP Markfed, acquires grain for the MP government. After the stock is lifted, it gets compensation from the Centre for grain procured. These agencies, in turn, borrow loans to pay farmers within 10 days while waiting for their outstanding debts with the government to be paid. “This policy was put in place to get entities like MP Markfed out of the vicious loop of paying high interest on loans taken to assure procurement and prompt payment to farmers,” said state Agricultural Minister Kamal Patel. “If the current system continues without change, these departments, which are buried in debt, will be unable to conduct procurement.”
He further stated that the state government acquired over 1 lakh metric tons of several crops and pulses such as moong, against the Centre’s specified procurement limit of 95,000 metric tons. Farmers will receive a fair market price as a result of the action. The state government, on the other hand, financed the additional procurement through loans. However, the state government is only reimbursed once the stock is removed from the godown.
According to a senior state official, the operation and other procurement costs are totally paid by government agencies in situations when supplies are not taken, declined, or rejected. The MP government had a debt of Rs 2.5 lakh crore in loans till March 2021, which was more than its budget of Rs 2.41 lakh crore. The government now pays Rs 20,942 crore in interest each year.
Mukhyamantri Krishak Fasal Uparjan Sahayata Yojana in MP Budget
The following initiatives for welfare of farmers along with Mukhyamantri Krishak Fasal Uparjan Sahayata Yojana have been proposed by the Madhya Pradesh government in the MP State Budget 2021-22:-
- Provision of Rs. 4592 crore for Atal Krishi Jyoti Yojana under Dept. of Farmers Welfare and Agriculture Development.
- Rs. 3200 crore has been allocated for Chief Minister Kisan Kalyan Yojana (Mukhyamantri Kisan Kalyan Yojna).
- Provision of Rs. 2220 crore under Prime Minister Crop Insurance Scheme (PM Fasal Bima Yojana).
- Provision of Rs. 2000 crore under Chief Minister Farmer Crop Acquisition Assistance Scheme (Mukhyamantri Krishak Fasal Uparjan Sahayata Yojana).
- Rs. 1096 crore for reimbursement to MPEB for free power supply to agricultural pumps / threshers 5 HP and one light connection.
- Rs. 370 crore for National Food Security Mission.
- Provision of Rs. 221 crore for National Agricultural Development Scheme.
- Provision of Rs. 119 crore for National Agricultural Extension Project.
- Provision of Rs. 1000 crore for interest grant on short term loans to farmers through cooperative banks under Cooperative Department.

MP के कृषि मंत्री कमल पटेल (Agriculture Minister Kamal Patel) का बड़ा बयान सामने आया है। मंत्री का कहना है कि प्रदेश में वर्ष 2021-22 के कृषि बजट (Budget 2021-22) में पहली बार किसानों (Farmers) की फसल का उचित दाम दिलाने के लिये मुख्यमंत्री कृषक फसल उपार्जन सहायता योजना प्रारंभ की गई। इस योजना के लिये 2 हजार करोड़ का प्रावधान किया गया है। इस योजना में राज्य की उपार्जन संस्थाओं जैसे नागरिक आपूर्ति निगम तथा मार्कफेड को आवश्यकता अनुसार वित्तीय सहायता दी जायेगी।
म.प्र विधानसभा (MP Assembly) में किसान कल्याण तथा कृषि विकास मंत्री कमल पटेल (Kamal Patel) ने कहा है कि सरकार ने कृषकों को शून्य प्रतिशत ब्याज दर पर सहकारी बैंकों (Bank) के माध्यम से फसल ऋण प्रदान करने की योजना को पुनः प्रारंभ किया है। वर्ष 2021 22 में कृषकों को शून्य प्रतिशत ब्याज दर पर ऋण देने के लिये एक हजार करोड़ रुपये का बजट प्रावधानित किया है।
कमल पटेल ने कहा कि किसानों की आय को दोगुना करने के लिये सरकार दृढ़ संकल्पित है। किसानों को लाभान्वित करने में किसी भी प्रकार का कोई भेदभाव या पक्षपात नहीं किया जायेगा। सरकार ने किसानों को लाभान्वित करने के लिये मुख्यमंत्री फसल उपार्जन योजना को शुरू किया है। साथ ही शून्य प्रतिशत ब्याज पर ऋण प्रदान करने के लिये बजट में एक हजार करोड़ का प्रावधान किया है।
मध्य प्रदेश कृषि बजट में किसान कल्याण तथा कृषि विकास
कमल पटेल ने बताया कि सरकार ने वर्ष 2021-22 के लिये किये गये बजट प्रावधान में पिछले वर्ष से 4561.39 करोड़ रुपये की वृद्धि की है। सरकार ने कृषि बजट में किसान कल्याण तथा कृषि विकास के लिये कुल 15,191,05,00,000 का बजट पारित किया गया है, जिसके अंतर्गत किसान कल्याण तथा कृषि विकास के लिये राशि 14,940,78,64,000 रुपये और कृषि अनुसंधान एवं शिक्षा (Education) के लिये राशि 164,42,21,000 रुपये प्रावधानित है।
वन ग्राम के किसानों को बीमा योजना का लाभ
मंत्री पटेल ने बताया कि सरकार MP के सभी किसानों को मिलने वाले लाभों से लाभान्वित करेगी। इसमें किसी प्रकार का भेदभाव नहीं रहेगा। उन्होंने बताया कि अब तक वन ग्राम के किसानों को बीमा योजना का लाभ नहीं मिलता था। सरकार द्वारा वन ग्रामों के किसानों को भी बीमा योजना का लाभ दिलाया जाना सुनिश्चित कराया जा रहा है। सरकार ने किसानों को प्रधानमंत्री फसल बीमा योजना (PM Crop Insurance Scheme) का लाभ दिलाने के लिये शासकीय अवकाश (Government Holiday) के दिनों में भी राष्ट्रीयकृत बैंकों (Nationalized Banks) को खुलवाया।
उन्होंने कहा कि अधिक से अधिक किसान बीमा योजना से लाभान्वित हों, इसके लिये केन्द्रीय स्तर पर प्रयास कर पोर्टल को खुलवाया गया और किसानों का बीमा करवाया गया 43 लाख किसानों के खाते में 8 हजार 891 करोड़ रुपये की बीमा राशि अंतरित की गई।
उन्होंने कहा कि किसानों को मण्डियों में डबल राशि का भुगतान करना पड़ता था। हमनें विधायकों (MLA) और किसानों के अनुरोध पर निर्णय लिया कि यदि मण्डियों में तुलावटियों का हाथ नहीं लगा है, तो तुलावटियों को भुगतान नहीं किया जायेगा। इससे 200 करोड़ रुपये का लाभ किसानों को हुआ। सरकार (MP Government) ने कोरोना संकट के बाद भी एक करोड़ 29 लो मीट्रिक टन गेहूँ का उपार्जन किया और किसानों के खाते में 25 हजार करोड़ रुपये की राशि अंतरित की। किसान हितेषी सरकार ने सोयाबीन की फसलें खराब होने पर किसानों को RB 6 (4) के अंतर्गत 4500 करोड़ रुपये की राहत राशि प्रदान की।
