CM Helping Hand Loan Scheme (CMHLS) or Sahayahastham Scheme 2024 has been launched by the Kerala government for Kudumbashree Women. In this Chief Minister’s Loan Scheme, interest free loans are provided to women neighbourhood groups. Around 22.77 lakh women in the state have already been benefited from this scheme with an allocation of Rs. 2000 crore. The scheme was launched with an aim to help Women SHGs who lost their livelihood. All the beneficiaries within neighbourhood group can get a maximum amount of Rs. 20,000 as loan.
Kerala Sahayahastham Scheme 2024 – Complete Details
The women beneficiaries of Kerala Sahayahastham Scheme 2024 are members of 1.95 lakh neighborhood groups (NHGs) under the Kudumbashree. It may be recalled that Kudumbashree is the poverty eradication and women empowerment programme of the government. The repayment time of interest free loans under CM Helping Hand Loan Scheme (Sahayahastham) is 36 months (3 years). Moreover, the repayment includes six months moratorium.

Kudumbashree is currently in the process of implementing Chief Minister’s Sahayahastham interest free loan scheme declared by the Government of Kerala. In this CM’s Helping Hand Loan Scheme (CMHLS), Kudumbashree NHGs will be given interest free loans as indicated in the guidelines. Kudumbashree received the Government order regarding the same and a detailed guideline by the Executive Director has been prepared. The loan applications are going to be submitted to the banks.

Kudumbashree Interest Free Loans NHG Account Status (Bank-Wise)

This list comprises of the name of the bank, number of NHGs linked with the bank and CMHLS Product Approval Status of Banks. All the eligible beneficiaries will get minimum amount of Rs. 5,000 directly into their bank accounts. The banks charge 9% interest on the loan and the government will cover the interest as subsidies through beneficiaries. The decision was taken at a meeting with the Kudumbashree Mission, Cooperative department and state-level banker’s committee.
CM Interest Free Loan Scheme for Women SHGs Features
In the Sahayahastham Scheme in Kerala, the participating banks give loans to the NHGs and the 9% interest charged by banks is paid by the government. Around 40% of the lenders of loan are primary agricultural credit cooperative societies and the remaining 60% lenders are scheduled and private banks. The disbursal of funds under Sahayahastham Scheme 2024 which was started in the month of April is nearly completed. The main aim to provide this assistance amount is to help people who lost their jobs or livelihood opportunities due to COVID-19 pandemic.
Repayment Track Record of NHGs
The neighbourhood groups have a credible track record of repayment of loan amount received by them. There are more than 3 lakh NHGs under the Kudumbashree which have an average loan size of Rs. 4.5 lakh. The repayment rate is over 98% which is due to the joint responsibility of group members. Among the districts of Kerala, Thiruvananthapuram tops the list where 2.9 lakh members of nearly 24,000 groups availed themselves of the loans. It was followed by Thrissur with 2.56 lakh members and 20,500 groups.
The Kerala govt. will incur Rs 350 crore as interest subvention for the Sahayahastham Scheme. In FY 2018, the state govt. had rolled out the Resurgence Kerala loan scheme to help those affected by the floods. The 4 year loan has 98% repayment rate and the state government’s spending on interest is around Rs. 300 crore. The scheme worth Rs. 1,750 crore had helped 1.95 lakh members of 26,000 SHGs.
