Manipur CM Health For All Scheme

Manipur government has launched CM’s Health for All Scheme 2024 in the northeastern state. After the successful implementation of the Chief Minister Hakshelgi Tengbang (CMHT) which was a popular health assistance scheme, Manipur govt. has started door-to-door healthcare service scheme. CM Nongthombam Biren Singh has started Chief Minister’s Health for All Scheme which is said to be the first of its kind in Northeast.

While launching the CM’s Health for All Scheme, Chief Minister N. Biren Singh tweeted “Delighted to launch the new scheme ‘CM’s Health for All’ which will provide free door-to-door health checkups by health experts, doctors & nurses in every village. Through this scheme, we will monitor health conditions of the people including different cancers, and mental health.”

“I’m also please to share that, the team will provide medicines and further assist in getting treatment under CHMT and PMJAY. The launching program was also attended by Hon’ble Ministers, Hon’ble MP, Hon’ble MLAs, Chief Secretary, Addl Chief Secretary (Health) and the officials.”

During the launch, different instruments, smartphones and tablets were also handed over to Community Health Officers, ANMs, and ASHAs to successfully implement the CM’s Health for All scheme.

Objective of Chief Minister’s Health for All Scheme

The main objective of Chief Minister’s Health for All scheme is to conduct health check-ups for all the citizens at their doorsteps. The primary focus of CM’s Health for All Scheme would be early identification and diagnosis of 10 non-communicable diseases (NCD) diseases:-

  1. Hypertension,
  2. Diabetes,
  3. Heart disease,
  4. Kidney ailments,
  5. Chronic respiratory disease,
  6. Mental health problems,
  7. Tuberculosis,
  8. Oral cancer,
  9. Breast cancer,
  10. Cervical cancer

Components of CM’s Health for All Scheme

The major components of CM’s Health for All Scheme are detection, treatment and follow-up. CM mentioned that beneficiaries would be given medicines at their doorsteps. In addition to this, Chief Minister’s Health for All Scheme would especially benefit elderly patients above 60 years, bed-ridden patients and NCD patients, who are not on regular follow-up or who have not visited health centre due to financial or physical problems.

Phase 1 of Chief Minister’s Health for All Scheme

In the first phase of CM’s Health for All Scheme, around 1118 villages which are linked to 154 government facilities including 118 primary health sub-centres, will be selected comprising all 16 districts of the state which has around 2500 villages. “Apart from the detection, treatment and follow up, beneficiaries will be given medicines at their doorstep and field workers of the department will provide health care services.”

Background

It may be noted that the earlier CMHT, the state’s popular healthcare, was formally launched on the statehood day of the state on January 21, 2018. Till August 2021, around 4.19 lakh beneficiaries had been enrolled under the scheme which had won the award for the country’s best implemented public health programme in 2018, according to reports.

Under CMHT, the eligible households are given a health card to avail cashless treatment as it provides medical cover up to Rs. 2 lakh per family per year for seven critical diseases and up to Rs. 50,000 for primary and secondary ailments.
