- Plant Capacities and Land Requirements:
- Solar power plants of 20, 25, 50, 100, and 200 kilowatt (kW) capacities are allowed.
- Required land:
- 20 kW: 300–400 sq. meters.
- 50 kW: 750–1000 sq. meters.
- 100 kW: 1500–2000 sq. meters.
- 200 kW: 3000–4000 sq. meters.
- Electricity Rates and Tenure:
- Electricity will be purchased by UPCL at ₹4.64 per unit (valid till March 2026).

Online Registration:
Visit the official portal msy.uk.gov.in.
Click on “View Scheme” link under the “Mukhyamantri Saur Swarojgar Yojana” column.
Click on “Apply for Scheme” on the next page.
On the next page, login or register on the portal, after logging in select scheme name and fill in the required details, including name, email ID, Aadhaar number, and mobile number in the registration form and upload all documents.
Application Fee: Pay ₹2000 for plants up to 100 kW or ₹5000 for 200 kW plants (including GST).
Technical Scrutiny: Applications will be reviewed by a Technical Committee consisting of members from UPCL, District Cooperative Bank, and UREDA.
Project Allotment: The District Magistrate or Chief Development Officer will chair the allocation process. Selected applicants will receive a project allocation letter.
Power Purchase Agreement: Beneficiaries must sign a PPA with UPCL and submit necessary documents to the District Industries Center.

Due to lack of proper means of employment / arrangement for the residents and farmers of the state, most of the area of the state is mountainous, farmers are not being able to use their land properly due to which the agricultural farming is becoming barren.
Such small and marginal farmers and unemployed residents of the state are encouraged to develop self-employment opportunities and to develop the means of income by selling solar power plants to UPCL by establishing solar power plants on such land which is not arable.
Loans / Permissible Benefits for MSSY
- Under this scheme, loans will be provided to the selected beneficiaries by Uttarakhand State / District Cooperative Banks at 8% interest rate on the basis of permissibility.
- In this scheme, up to 70% of the total cost of the plant will be received by the beneficiary through the State / Cooperative Banks in the form of loan and the remaining amount will be borne by the concerned beneficiary in the form of margin money.
- The beneficiaries selected under this scheme will be able to get the margin money / grants and benefits as provided under the Chief Minister Self Employment Scheme operated by the MSME department.
- The co-operative bank will provide loans under this scheme for a period of 15 years.
- If a beneficiary wants to set up solar power plant at his own expense or by availing loan from any other nationalized bank / other bank, then the beneficiary should also be given grant / margin money admissible under “Mukhyamantri Swarozgar Yojana” by the MSME department. And you will be able to get benefits.
- Under this scheme, 100% exemption will be given to selected beneficiaries on stamp duty levied for mortgaging their land after conversion.
- In Mukhyamantri Saur Swarojgar Yojana, the selected beneficiaries will be provided seeds of climate-based medicinal and spongy plants free of cost on the land to be set up, so that the concerned beneficiaries will be able to produce solar energy on their own land along with the production of bee-keeping and local produce. Such as (ginger, turmeric and other herbs) yields will help develop additional sources of income.
Mukhyamantri Saur Swarojgar Yojana Application / Selection Process
- Applications will be invited / received by UREDA on online portal for this scheme.
- With the application, each beneficiary will have to deposit Rs. 500 / – (including GST) as application fee in the form of bank draft in favor of Director, Ureda, Dehradun or UREADA account no. 4422000101072887,] IFSC Code: PUNB0442200 , Branch: To be submitted to the Assembly.

Uttarakhand Solar Plant Apply / Setup Process
- On receipt of the project allocation letter, the power purchase agreement will be signed with the UPCL by the beneficiary.
- A copy of the project allocation letter, PPA, project report and other necessary records will be submitted by the beneficiary to the District General Manager, District Industries Center.
- The above application will be forwarded to the concerned bank branch by the General Manager, District Industries Center within 07 days.
- Within 15 days of receipt of the application in the bank branch, the beneficiary will be informed about the acceptance / rejection of the loan to the District Industries Center.
- After acceptance of the loan, the claims of margin money will be submitted by the concerned bank branch to the District Manager, District General Industries of the district concerned, on which the amount of margin money will be transferred to the bank branch / beneficiary’s account in 07 days of receipt of the claim. DBT).
- This margin money will be available in the beneficiary’s account as TDR (Term Deposit) and after receipt of margin money, interest will not be payable on the part of the margin money in the total project cost.
- After successful operation of solar power plant for 2 years, margin-money will be adjusted as grant.
- The technical standards related to grid connection, power generation, installation / commissioning etc. of solar power plant shall be valid as per the regulations laid down by the Honorable Uttarakhand Electricity Regulatory Commission.
- Solar power plant will be set up by the beneficiary as per technical norms set by Ministry of New and Renewable Energy, Government of India (MNRE).
- No change in the ownership of the installed solar power plant shall be valid for 02 years after commissioning (COD) of the project.
- Amendment, modification and clarification of any provision of this scheme can be done only with the permission of the Minister of the Administrative Department.

उत्तराखंड सूर्योदय स्वरोजगार योजना – मुख्यमंत्री सौर स्वरोजगार योजना का दूसरा चरण
उत्तराखंड सरकार द्वारा हरित ऊर्जा और स्वरोजगार को बढ़ावा देने के लिए मुख्यमंत्री सौर स्वरोजगार योजना का दूसरा चरण शुरू किया जा रहा है। सूर्योदय स्वरोजगार योजना के तहत अब पूरे प्रदेश में 20, 25, 50, 100 और 200 किलोवाट क्षमता के सौर संयंत्र लगाए जाएंगे। इसके तहत केंद्र सरकार और प्रधानमंत्री नरेंद्र मोदी के हरित ऊर्जा अभियान को सैद्धांतिक सहमति मिल चुकी है। यह योजना 2025 में शुरू होकर अगले 25 वर्षों तक सौर ऊर्जा उत्पादन में योगदान देगी।
मुख्यमंत्री सौर स्वरोजगार योजना के अपडेट
- योजना का दायरा: यह योजना पूरे उत्तराखंड राज्य में लागू होगी।
- सौर संयंत्र की क्षमता और भूमि आवश्यकता:
- 20 किलोवाट: 300-400 वर्ग मीटर भूमि।
