Uttarakhand Mukhyamantri Saur Swarojgar Yojana Apply, Second Phase to be implemented in the name of Suryodaya Swarojgar Yojana: Uttarakhand government is inviting Mukhyamantri Saur Swarojgar Yojana online application / registration form at msy.uk.gov.in. उत्तराखंड मुख्यमंत्री सौर स्वरोजगार योजना aims to provide self employment opportunities to small and marginal farmers and unemployed youth of the state. The MSSY beneficiaries can now set up solar power plants on such land which is not arable and develop the means of income by selling the power produced to UPCL. All the interested candidates who wants to set up solar panels on their agricultural land (which is not fit for farming) can now apply by filling Mukhya Mantri Saur Swarojgar yojana registration / application form.
Suryodaya Swarojgar Yojana – MSSY Phase 2 Update
Uttarakhand is going to take new steps in the field of energy production. In the second phase of Suryodaya Swarojgar Yojana, 3000 solar plants of three kilowatt capacity will be installed in the entire state. The central government has given in-principle consent to the operation of this scheme in the state. With the launch of this scheme from the next financial year, the state will be able to make a big contribution in green energy.
The first phase of Suryodaya Swarozgar Yojana has been implemented in the state as Chief Minister Solar Self Employment Scheme. The central government, especially Prime Minister Narendra Modi, is busy intensifying the campaign to promote green energy in the country. Uttarakhand is doing well in solar power generation by joining this campaign. Grid feed solar power projects of more than 304 MW have been established.
The state has topped the Sustainable Development Goals (SDGs) in the field of energy and renewable energy with 100 points. Seeing the increasing trend of common people in the state towards green energy, the morale of the government has also increased. After the state’s solar energy policy came into existence in 2013, it was amended in 2018. In this, solar power projects up to five MW capacity were reserved for permanent residents in the hilly areas of the state.
After getting good results of Mukhyamantri Saur Swarojgar Yojana, now the state government is focusing on the second phase of Suryodaya Swarozgar Yojana of the Central Government. Consumers having domestic electricity connections will also be included in this scheme. Consumers will also get relief in electricity bill under this scheme. The central government has agreed to run this scheme in the state. Now efforts are on to get the due consent of the Centre. The government is doing homework to get the scheme off the ground.
From the next financial year, the people of the state will start getting the benefit of this scheme. In the new budget, the Energy Department is making an exercise to make provision in this regard. Decision will also be taken at the government level about the implementation of the scheme for the next two financial years or more. Energy Secretary Sowjanya said that after getting the in-principle consent from the Center for Suryodaya Swarozgar Yojana, a blueprint is being prepared to implement it in the state.
What is Uttarakhand Mukhyamantri Saur Swarojgar Yojana 2024
Due to lack of proper means of employment / arrangement for the residents and farmers of the state, most of the area of the state is mountainous, farmers are not being able to use their land properly due to which the agricultural farming is becoming barren. Such small and marginal farmers and unemployed residents of the state are encouraged to develop self-employment opportunities and to develop the means of income by selling solar power plants to UPCL by establishing solar power plants on such land which is not arable.
Objectives of Chief Minister Solar Self Employment Scheme in Uttarakhand
The main objectives of the CM Solar Self Employment Scheme or Mukhyamantri Saur Swarojgar Yojana are as follows:-:
- To provide self-employment opportunities at the local level to young entrepreneurs, migrants who have returned to the state due to Covid-19 and small and marginal farmers of Uttarakhand.
- To prevent migration in the search of jobs in hilly and rural areas.
- Developing the means of income by planting solar power plants on such agricultural land which is becoming barren.
- To promote the production of green energy in the state and ensure the fulfillment of RPO.
- Under the scheme, along with the establishment of solar power plant, the above land will be developed by means of silent farming and production of fruits, vegetables and herbs etc. for additional income.
Mukhyamantri Saur Swarojgar Yojana Online Registration Form & Login
The complete process to apply online for CM Solar Self Employment Scheme in Uttarakhand is given below:-
STEP 1: Firstly visit the official website at msy.uk.gov.in
STEP 2: At the homepage, select the scheme name as “Mukhyamantri Saur Swarojgar Yojana (MSSY)“. Click at the “पंजीकरण करें / Register” link under “ऑनलाइन आवेदन / Online Application” section present in the main menu.
STEP 3: Accordingly, the Uttarakhand Mukhyamantri Saur Swarojgar Yojana 2024 online registration form will appear as shown below:-
STEP 4: Create an account using name, e-mail ID, password, PAN Card number, Aadhaar Card number, address, district, town, Pin Code and mobile number.
STEP 5: Then applicants can make login as shown below to proceed to UK Mukhyamantri Saur Swarojgar Yojana online application form:-

STEP 7: The migrants who apply under this programme will get quick approval from the authorities concerned and their applications will be forwarded to banks with immediate subsidy.
Eligibility for Uttarakhand Mukhyamantri Saur Swarojgar Yojana
Applicants must fulfill the following eligibility criteria to become eligible for Mukhyamantri Saur Swarojgar Yojana:-
- This scheme will be valid only for permanent residents of Uttarakhand.
- Entrepreneurial youth of the state, rural unemployed and farmers who are above 18 years of age can participate under this scheme.
- There will be no obligation of educational qualification to participate in this scheme.
- In the scheme, only one solar power plant will be allotted to one person.
Salient Features of CM Solar Self Employment Scheme
- The name of this scheme will be Chief Minister Solar Swarozgar Yojana.
- Mukhyamantri Saur Swarojgar Yojana will be applicable throughout the Uttarakhand state.
- Solar power plants of 25 kW capacity will be allowed under this scheme.
- Under this scheme, eligible persons (permanent residents of the state) will be able to set up solar power plants by taking land on their private land or lease.
- A target has been set to allot 10000 projects to eligible applicants under this scheme. The year-wise goals will be determined with the consent of MSME and Finance Department.
- This scheme is issued by the Department of Micro, Small and Medium Enterprises in respect of “Chief Minister Self Employment Scheme” Office Memorandum No. 580 / VII-3/01 (03) – MSME / 2020 dated May 09, 2020 The scheme will be conducted in the form of a chapter and on the establishment of the solar power plant allocated under the scheme, the grant / margin money and benefits will be allowed by the Department of Micro, Small and Medium Industries (MSMEs) for manufacturing activity.
- Under this scheme, applications can be made by interested persons through online portal.
- MSSY scheme will be implemented by Uttarakhand Renewable Energy Development Agency (UREDA) and will be acted as a cooperative institution by UPCL and State Cooperative Bank.
Technical Standards for Mukhyamantri Saur Swarojgar Yojana Implementation
- Under this Mukhyamantri Saur Swarozgar Yojana, plants of 25 KW capacity will be allocated.
- Approximately 1.5 to 2.0 drain (300 sq m) of land will be required for the installation of a 25 kW solar power plant.
- A total expenditure of 10 lakhs is expected at the rate of about 40 thousand per kWh on setting up a plant up to 25 kW capacity.
- Based on the availability of average sunlight in the state of Uttarakhand, a total of 38000 units per annum can be produced at a rate of about 1520 units per kWh throughout the year from a plant of 25 kW capacity.
- Under this scheme, an application will have to be made for the installation of solar power plants up to 300 meters of Aerial Distance (air distance) and 100 meters of Aerial Distance (air distance) in the plains from 63 KVA and above installed capacity by UPCL. . If a large number of applicants apply within the prescribed distance around the transformer, then in such a case, the project allocation will be done on the basis of the annual minimum income of the applicants.
- The information of the sites of all the transformers of 63 KVA and above capacity will be made available on the online portal by the UPCL in the state, on the basis of which the applicants can apply.
- The power produced from the project allotted under this scheme will be purchased by the UPCL at the rates fixed by the Uttarakhand Electricity Regulatory Commission for 25 years.
- For purchase of electricity by UPCL, a purchase agreement (PPA) will be made with the concerned beneficiary.
Loans / Permissible Benefits for MSSY
- Under this scheme, loans will be provided to the selected beneficiaries by Uttarakhand State / District Cooperative Banks at 8% interest rate on the basis of permissibility.
- In this scheme, up to 70% of the total cost of the plant will be received by the beneficiary through the State / Cooperative Banks in the form of loan and the remaining amount will be borne by the concerned beneficiary in the form of margin money.
- The beneficiaries selected under this scheme will be able to get the margin money / grants and benefits as provided under the Chief Minister Self Employment Scheme operated by the MSME department.
- The co-operative bank will provide loans under this scheme for a period of 15 years.
- If a beneficiary wants to set up solar power plant at his own expense or by availing loan from any other nationalized bank / other bank, then the beneficiary should also be given grant / margin money admissible under “Mukhyamantri Swarozgar Yojana” by the MSME department. And you will be able to get benefits.
- Under this scheme, 100% exemption will be given to selected beneficiaries on stamp duty levied for mortgaging their land after conversion.
- In Mukhyamantri Saur Swarojgar Yojana, the selected beneficiaries will be provided seeds of climate-based medicinal and spongy plants free of cost on the land to be set up, so that the concerned beneficiaries will be able to produce solar energy on their own land along with the production of bee-keeping and local produce. Such as (ginger, turmeric and other herbs) yields will help develop additional sources of income.
Mukhyamantri Saur Swarojgar Yojana Application / Selection Process
- Applications will be invited / received by UREDA on online portal for this scheme.
- With the application, each beneficiary will have to deposit Rs. 500 / – (including GST) as application fee in the form of bank draft in favor of Director, Ureda, Dehradun or UREADA account no. 4422000101072887,] IFSC Code: PUNB0442200 , Branch: To be submitted to the Assembly.
- For scrutiny of applications received, a ‘Technical Committee’ will be constituted in each district as follows: -General Manager, District Industries Center or a representative nominated by him.Executive Engineer of the concerned district of U.P.C.L.Representative of District Cooperative Bank.District Officer of Ureda, (Coordinator).
- The allotment of the project to the applicants found to be technically suitable will be done at the district level by a committee constituted as follows: -District Magistrate or Chief Development Officer nominated by him – Chairman.General Manager, District Industries Center – Member.Executive Engineer, UPCL – Member.Secretary / General Manager of the concerned district, District Cooperative Bank – Member.Senior Circle Officer / Project Officer, Ureda – Member Secretary.

Uttarakhand Solar Plant Apply / Setup Process
- On receipt of the project allocation letter, the power purchase agreement will be signed with the UPCL by the beneficiary.
- A copy of the project allocation letter, PPA, project report and other necessary records will be submitted by the beneficiary to the District General Manager, District Industries Center.
- The above application will be forwarded to the concerned bank branch by the General Manager, District Industries Center within 07 days.
- Within 15 days of receipt of the application in the bank branch, the beneficiary will be informed about the acceptance / rejection of the loan to the District Industries Center.
- After acceptance of the loan, the claims of margin money will be submitted by the concerned bank branch to the District Manager, District General Industries of the district concerned, on which the amount of margin money will be transferred to the bank branch / beneficiary’s account in 07 days of receipt of the claim. DBT).
- This margin money will be available in the beneficiary’s account as TDR (Term Deposit) and after receipt of margin money, interest will not be payable on the part of the margin money in the total project cost.
- After successful operation of solar power plant for 2 years, margin-money will be adjusted as grant.
- The technical standards related to grid connection, power generation, installation / commissioning etc. of solar power plant shall be valid as per the regulations laid down by the Honorable Uttarakhand Electricity Regulatory Commission.
- Solar power plant will be set up by the beneficiary as per technical norms set by Ministry of New and Renewable Energy, Government of India (MNRE).
- No change in the ownership of the installed solar power plant shall be valid for 02 years after commissioning (COD) of the project.
- Amendment, modification and clarification of any provision of this scheme can be done only with the permission of the Minister of the Administrative Department.

उत्तराखंड सूर्योदय स्वरोजगार योजना – मुख्यमंत्री सौर स्वरोजगार योजना दूसरा चरण
सौर ऊर्जा उत्पादन के क्षेत्र में उत्तराखंड नए डग भरने जा रहा है। सूर्योदय स्वरोजगार योजना के दूसरे चरण में तीन किलोवाट क्षमता के 3000 सौर संयंत्र पूरे प्रदेश में लगाए जाएंगे। केंद्र सरकार ने राज्य में इस योजना के संचालन को सैद्धांतिक सहमति दे दी है। अगले वित्तीय वर्ष से यह योजना शुरू होने के साथ ही राज्य हरित ऊर्जा में बड़ा योगदान देने में सक्षम हो जाएगा।
उत्तराखंड सूर्योदय स्वरोजगार योजना के पहले चरण को मुख्यमंत्री सौर स्वरोजगार योजना के रूप में प्रदेश में लागू किया जा चुका है। केंद्र सरकार, विशेष रूप से प्रधानमंत्री नरेन्द्र मोदी देश में हरित ऊर्जा को बढ़ावा देने के अभियान को तेज करने में जुटे हैं। उत्तराखंड इस अभियान से जुड़कर सौर ऊर्जा उत्पादन में अच्छा प्रदर्शन कर रहा है। 304 से ज्यादा मेगावाट की ग्रिड फीड सौर ऊर्जा परियोजनाओं की स्थापना की जा चुकी है।
सतत विकास लक्ष्यों (एसडीजी) में ऊर्जा और अक्षय ऊर्जा के क्षेत्र में राज्य 100 अंक लेकर पहला स्थान प्राप्त कर चुका है। हरित ऊर्जा के प्रति राज्य में आम जन का रुझान बढ़ता देख सरकार का मनोबल भी बढ़ा है। 2013 में राज्य की सौर ऊर्जा नीति अस्तित्व में आने के बाद 2018 में संशोधन किया गया। इसमें राज्य के पर्वतीय क्षेत्रों में पांच मेगावाट क्षमता तक सौर ऊर्जा परियोजनाएं स्थायी निवासियों के लिए आरक्षित की गईं।
मुख्यमंत्री सौर स्वरोजगार योजना के अच्छे नतीजे मिलने के बाद अब केंद्र सरकार की सूर्योदय स्वरोजगार योजना के दूसरे चरण पर राज्य सरकार ध्यान केंद्रित कर रही है। इस योजना में भी बिजली के घरेलू कनेक्शनधारक उपभोक्ताओं को शामिल किया जाएगा। उपभोक्ताओं को इस योजना के अंतर्गत बिजली बिल में भी राहत मिलेगी। केंद्र सरकार इस योजना को राज्य में संचालित करने पर सहमति जता चुकी है। अब केंद्र की विधिवत सहमति लेने के प्रयास जारी हैं। योजना को जमीन पर उतारने के लिए सरकार होमवर्क कर रही है।
अगले वित्तीय वर्ष से इस योजना का लाभ राज्यवासियों को मिलना शुरू हो जाएगा। नए बजट में इस संबंध में प्रविधान के लिए ऊर्जा विभाग कवायद कर रहा है। योजना को अगले दो वित्तीय वर्षों अथवा ज्यादा अवधि के लिए लागू करने के बारे में भी सरकार के स्तर पर निर्णय लिया जाएगा। ऊर्जा सचिव सौजन्या ने कहा कि सूर्योदय स्वरोजगार योजना को केंद्र से सैद्धांतिक सहमति मिलने के बाद राज्य में इसे क्रियान्वित करने के लिए खाका तैयार किया जा रहा है।
मुख्यमंत्री सौर स्वरोज़गार योजना पहला चरण (MSSY Phase 1) in Hindi
राज्य सरकार द्वारा ग्रामीण क्षेत्रों में ऊर्जा के आवश्यकताओं की पूर्ती तथा वैकल्पिक ऊर्जा स्त्रोतों के विकास हेतु प्रदेश के उद्यमशील युवाओं, प्रवासियों एवं कृषकों को स्वरोजगार के अवसर प्रदान किये जाने के उद्देश्य से निम्नांकित मार्गदर्शक सिद्धांतों के अधीन मुख्यमंत्री सौर स्वरोज़गार योजना संचालित किये जाने की श्री राज्यपाल महोदय सहर्ष स्वीकृति प्रदान करते हैं।
योजना का नाम “मुख्यमंत्री सौर स्वरोज़गार योजना” होगा। यह योजना संपूर्ण उत्तराखंड राज्य में लागू होगी। इस योजना के अंतर्गत 25 किलोवाट क्षमता के ही सोलर पावर प्लांट अनुमन्य किये जाएंगे। इस योजना के अंतर्गत पात्र व्यक्ति (राज्य के स्थायी निवासी) अपनी निजी भूमि अथवा लीज पर भूमि लेकर सोलर पावर प्लांट की स्थापना कर सकेंगे। इस योजना के अंतर्गत 10000 परियोजनाएं पात्र आवेदकों को आवंटित किये जाने का लक्ष्य रखा गया है। वर्षवार लक्ष्यों का निर्धारण MSME एवं वित्त विभाग की सहमति से निर्धारित किया जाएगा।
इस योजना को सूक्ष्म, लघु एवं मध्यम उद्यम विभाग द्वारा “मुख्यमंत्री स्वरोजगार योजना” के सम्बन्ध में जारी कार्यालय ज्ञाप सं.-580/VII-3/01(03)-एम.एस.एम.ई/2020 दि-09 मई, 2020 के एक अध्याय के रूप में संचालित किया जाएगा तथा योजना के अंतर्गत आवंटित सोलर पावर प्लांट की स्थापना पर विनिर्माणक गतिविधि हेतु सूक्ष्म, लघु एवं मध्यम उद्योग (मसमस) विभाग द्वारा लागू “मुख्यमंत्री स्वरोजगार योजना” के अंतर्गत अनुमन्य अनुदान / मार्जिन मनी एवं लाभ प्राप्त हो सकेंगे।
इस योजना के अंतर्गत MSME Online Portal के माध्यम से इच्छुक पात्र व्यक्तियों द्वारा आवेदन किया जा सकेगा। इस योजना का क्रियान्वन उत्तराखंड अक्षय ऊर्जा विकास अभिकरण (उरेडा) द्वारा किया जाएगा तथा उत्तराखंड पावर कॉरपोरेशन लि. (यू.पी.सी.एल) एवं राज्य सहकारी बैंक द्वारा सहयोगी संस्था के रूप में कार्य किया जाएगा।
मुख्यमंत्री सौर स्वरोजगार योजना का उद्देश्य
उत्तराखंड मुख्यमंत्री सौर स्वरोजगार योजना के मुख्य उद्देश्य निमिन्लिखित हैं:-
- प्रदेश के बेरोजगारों, उद्यमियों, उत्तराखंड के ऐसे प्रवासियों जो कोविड -19 के कारण राज्य में वापिस आये हैं तथा लघु एवं सीमान्त कृषकों को स्थानीय स्टार पर स्व-रोज़गार के अवसर सुलभ कराना।
- पर्वतीय एवं ग्रामीण क्षेत्रों में नौकरी की खोज में होने वाले पलायन को रोकना।
- ऐसी कृषि भूमि जो बंजर हो रही है, पर सोलर पावर प्लांट लगाकर आय के साधन विकसित कराना।
- प्रदेश में हरित ऊर्जा के उत्पादन को बढ़ावा देना तथा आर.पी.ओ की पूर्ती सुनिश्चित कराना।
- योजना के अंतर्गत सोलर पावर प्लांट की स्थापना के साथ साथ उक्त भूमि पर मौन पालन तथा फल, सब्जी एवं जड़ी बूटी आदि का उत्पादन कर अतिरिक्त आय के साधन विकसित कराया जाना।
प्रदेश का अधिकांश क्षेत्र पर्वतीय होने के कारण यहाँ के निवासियों एवं कृषकों को रोजगार / व्यवस्था के समुचित साधन उपलब्ध ना होने से कृषकों द्वारा अपनी भूमि का समुचित उपयोग नहीं किया जा पा रहा है, जिससे कृषि खेती बंजर हो रही है। ऐसे लघु एवं सीमान्त कृषकों तथा राज्य के बेरोजगार निवासियों को स्वरोजगार के अवसर प्रदान किये जाने तथा ऐसी भूमि जो कृषि योग्य नहीं है, पर सोलर पावर प्लांट की स्थापना कर उत्पादित विद्युत् को यू.पी.सी.एल को विक्रय करने से आय के साधन विकसित कराने हेतु प्रोत्साहित करना है।
उत्तराखंड मुख्यमंत्री सौर स्वरोज़गार योजना आवेदन / चयन प्रक्रिया
STEP 1: इस योजना हेतु उरेडा द्वारा MSME Online Portal पर आवेदन आमंत्रित / प्राप्त किये जायेंगे।
STEP 2: आवेदन के साथ हर लाभार्थी को रु 500/- (जी0एस0टी0 सहित) आवेदन शुल्क के रूप में निर्देशक,उरेडा,देहरादून के पक्ष में बैंक ड्राफ्ट के रूप में जमा कराया जाना होगा अथवा उरेडा के खाता सं0- 4422000101072887,IFSC Code:PUNB0442200, ब्रांच :विधानसभा,देहरादून में जमा कराया जाना होगा।
STEP 3: प्राप्त आवेदनों की स्क्रूटनी हेतु हर जनपद में निम्नानुसार “तकनीकी समिति” गठित की जायेगी :-
महाप्रबंधक, जिला उद्योग केंद्र अथवा उनके द्वारा नामित प्रतिनिधि।
यू0पी0सी0एल0 के सम्बंधित जनपद के अधिशासी अभियन्ता।
उरेडा के जनपदीय अधिकारी, (समन्वयक)
STEP 4: तकनीकी रूप से उपयुक्त पाये गये आवेदकों को परियोजना का आवंटन जनपद स्तर पर निम्नानुसार गठित समिति द्वारा किया जायेगा :-
जिलाधिकारी अथवा उनके द्वारा नामित मुख्य विकास अधिकारी – अध्यक्ष। महाप्रबन्धक, जिला उद्योग केंद्र -सदस्य।
अधिशासी अभियन्ता, यू0पी0सी0एल0 – सदस्य।
सम्बंधित जनपद के सचिव /महाप्रबन्धक, जिला सहकारी बैंक – सदस्य।
वरि0 परि0 अधि0 /परि0 अधि0,उरेडा – सदस्य सचिव।
विविध – परियोजना आवंटन पत्र प्राप्त होने पर लाभार्थी द्वारा उत्तराखंड पावर कॉर्पोरेशन लि0 (यू0पी0सी0एल0) के साथ विद्युत् क्रय अनुबंध हस्ताक्षरित किया जायेगा।
मुख्यमंत्री सौर स्वरोज़गार योजना हेतु पात्रता
केवल वे ही आवेदक जो मुख्यमंत्री सौर स्वरोजगार योजना हेतु पात्रता को पूरा करेंगे वही इस योजना के लिए आवेदन कर सकते हैं:-
1) यह योजना केवल उत्तराखंड के स्थायी निवासियों हेतु ही मान्य होगी।
2) इस योजना के अंतर्गत प्रदेश के उद्यमशील युवक, ग्रामीण बेरोज़गार एवं कृषक जो 18 वर्ष से अधिक आयु के होंगे, प्रतिभाग कर सकते हैं।
3) इस योजना में प्रतिभाग हेतु शैक्षिक योग्यता की कोई बाध्यता नहीं होगी।
4) इस योजना में एक व्यक्ति को केवल एक ही सोलर पावर प्लांट आवंटित किया जाएगा।
सौर स्वरोज़गार योजना हेतु तकनीकी मानक
- इस योजना के अंतर्गत 25 किलोवॉट क्षमता के संयंत्र आवंटित किये जाएंगे।
- 25 किलोवॉट क्षमता के सोलर पावर प्लांट की स्थापना हेतु लगभग 1.5 से 2.0 नाली (300 वर्ग मीटर) भूमि की आवश्यकता होगी।
- 25 किलोवॉट क्षमता के संयंत्र की स्थापना पर लगभग 40 हजार प्रति किलोवॉट की दर से कुल 10 लाख का व्यय संभावित है।
- उत्तराखंड राज्य में औसतन धुप की उपलब्धता के आधार पर 25 किलोवॉट क्षमता के संयंत्र से पूरे वर्ष में लगभग 1520 यूनिट प्रति कि.वॉ. की दर से कुल 38000 यूनिट प्रतिवर्ष विद्युत उत्पादन हो सकता है।
- इस स्कीम के अंतर्गत यू.पी.सी.एल द्वारा स्थापित 63 KVA एवं इससे अधिक श्रमता के स्थापित ट्रांसफार्मर्स से पर्वतीय क्षेत्रों में 300 मीटर Aerial Distance (हवाई दूरी) एवं मैदानी क्षेत्रों में 100 मीटर हवाई दूरी तक सोलर पवार प्लांट (संयंत्र) आंवटित किये जाएँगे। यदि ट्रांसफार्मर के आस-पास निर्धारित दूरी में अधिक संख्या में आवेदक आवेदन करते है, तो ऐसी दशा में आवेदकों के वार्षिक न्यूनत्तम आय के आधार पर परियोजना आवंटन की जाएगी।
- प्रदेश में यू.पी.सी.एल द्वारा 63 KVAएवं उससे अधिक श्रमता के स्थापित समस्त ट्रांसफार्मर्स के स्थलों की सूचना Online Portal पर उपलब्ध करायी जाएगी जिसके आधार पर आवेदकों द्वारा आवेदन किया जा सकेगा।
- इस योजना के अंतर्गत आवंटित परियोजना से उत्पादित विद्युत् को उत्तराखंड पावर कॉर्पोरेशन लिमिटेड (यू.पी.सी.एल) द्वारा मा. उत्तराखंड विधुत नियामक आयोग द्वारा निर्धारित दरों पर 25 वर्षो तक क्रय किया जायेगा।
- यू.पी.सी.एल द्वारा विद्युत् क्रय करने हेतु सम्बंधित लाभार्थी के साथ विद्युत् क्रय अनुबंध (पी.पी.ए.) किया जाएगा।
मुख्यमंत्री सौर स्वरोज़गार योजना हेतु ऋण एवं अनुमन्य लाभ
- इस स्कीम में उत्तराखंड राज्य /जिला सहकारी बैंको द्वारा चयनित लाभार्थियों को अनुमन्यता के आधार पर 8.00 प्रतिशत ब्याज दर पर ऋण उपलब्ध कराया जाएगा।
- इस योजना में संयंत्र की कुल लागत का 70% तक अंश लाभार्थी को ऋण के रूप में राज्य / सहकारी बैंको के माध्यम से प्राप्त हो सकेगा तथा शेष राशि सम्बंधित लाभार्थी द्वारा मार्जिन मनी के रूप में वहन की जाएगी।
- इस योजना के अंतर्गत चयनित लाभार्थियों को MSME विभाग द्वारा संचालित मुख्यमंत्री स्वरोज़गार योजना मैं प्राविधानित मार्जिन मनी / अनुदान एवं लाभ प्राप्त हो सकेंगे।
- सहकारी बैंक द्वारा इस योजना के अंतर्गत 15 साल की अवधि हेतु ऋण दिया जायेगा।
- यदि कोई लाभार्थी स्वयं के व्यय पर अथवा अन्य किसी राष्ट्रीयकृत बैंक / अन्य बैंक से ऋण प्राप्त कर सोलर पावर प्लांट लगाना चाहते है, तो उस लाभार्थी को भी एम.एस.एम.ई विभाग द्वारा “मुख्यमंत्री स्वरोजगार योजना” के अंतर्गत अनुमन्य अनुदान / मार्जिन मनी एवं लाभ प्राप्त हो सकेंगे।
- इस योजना के अंतर्गत चयनित लाभार्थियों को अपनी भूमि के भू-परिवर्तन उपरान्त Mortgage करने के लिए लगने वाली स्टाम्प ड्यूटी पर 100% छूट प्रदान की जाएगी।
- इस योजना के अंतर्गत चयनित लाभार्थियों को संयंत्र स्थापित किये जाने वाले भूमि पर जलवायु आधारित औषधीय एवं स्कन्ध पादपों के बीज निशुल्क उपलब्ध कराये जायेंगे, जिससे सम्बंधित लाभार्थी अपनी भूमि पर सौर ऊर्जा से विद्युत् उत्पादन के साथ-साथ मधुमक्खी पालन करने एवं स्थानीय उत्पाद जैसे (अदरक, हल्दी एवं अन्य जड़ी -बूटियाँ) की पैदावार करने से आय के अतिरिक्त स्त्रोत विकसित कर सकेंगे।
सौर स्वरोज़गार परियोजना की आर्थिकी
उदाहरण के रूप में 25 कि.वॉ. क्षमता के सोलर पावर प्लांट पर 40 हजार प्रति कि.वॉ. की दर से कुल लगभग 10 लाख का व्यय सम्भावित है। परियोजना लागत पर सहकारी बैंक से 70% तक का ऋण प्राप्त हो सकेगा। शेष धनराशि लाभार्थी द्वारा मार्जिन मनी के रूप में वहन की जायेगी। 25 कि.वॉ. क्षमता के सोलर पावर प्लांट से वर्षभर में अनुमानित 38,000 यूनिट विद्युत् उत्पादन हो सकेगा।
