Jharkhand CM Urges Reconsideration of Mines and Minerals Amendment Bill

Jharkhand Chief Minister Hemant Soren sent a letter to Prime Minister Narendra Modi. He asked to review the Mines and Minerals (Development and Regulation) Amendment Bill, 2026. The state government feels that new rules on taxing mineral land will hit its budget hard. State data shows that mining revenue made up 84.9 per cent of Jharkhand's own non-tax income during 2024-25.

Impact on state finances

Soren pointed out that the Mineral Bearing Land Cess was expected to bring in ₹7,110 crore every year. These funds are very important for local roads, health services, and welfare schemes like the Mukhyamantri Maiyaa Samman Yojana. The Chief Minister explained that the state deals with heavy environment and social costs from mining. Losing this income could slow down progress in these areas. He wants a consulting system like the GST Council and is asking for support from other states with many mines, such as Odisha and Karnataka.
