Stamp Duty Refund is a Haryana government scheme that refunds a part or the full amount of stamp duty paid on buying or leasing industrial land and property in the state. This scheme started under the Haryana Enterprises Promotion Policy 2015 and continued under the Haryana Enterprises and Employment Policy (HEEP) 2020. In 2026, the state replaced HEEP 2020 with the Make in Haryana Industrial Policy 2026, and stamp duty and registration concessions remain part of the new policy package.
As of 10 August 2026, applications for stamp duty refund are still accepted online through the Antyodaya-SARAL portal. Claims already filed or in process continue to be handled under HEEP 2020 scheme rules, and fresh applications will follow the new zone-based guidelines once they are notified.

Update 2026: Make in Haryana Industrial Policy
Haryana Cabinet approved the Make in Haryana Industrial Policy 2026 on 18 May 2026, which formally replaces HEEP 2020 after its five-year term. The new policy targets ₹5 lakh crore of fresh investment and 10 lakh direct jobs over five years. It keeps stamp duty and registration concessions for industrial units, with exact rates to be set out in the operative scheme guidelines.
A big change in the new policy is the removal of the old A, B, C and D block classification. In its place, every administrative block is now mapped as a Core, Intermediate, Sub-Prime or Prime (Focus) Area, so incentives reach all parts of the state instead of only a few districts.
For applicants, HEEP 2020 scheme guidelines still apply to claims already in the pipeline. Units that bought land up to 31.12.2025 and started production after 01.01.2021 can still claim under the old rules. Separate Stamp Duty and Registration Reimbursement Scheme Guidelines for incubators under the Haryana State Startup Policy 2022 were also notified on 24 April 2026, allowing 100% refund to eligible incubators for expenses between 7 July 2022 and 6 July 2027.

Eligibility
Stamp duty refund is available to units that meet all the conditions given below:
- Commercial production must have started after 01.01.2021 and within 5 years of buying the land.
- Land must have been bought on or before 31.12.2025.
- Valid Udyam Registration Certificate (URC) and Haryana Udhyam Memorandum (HUM) should be in place.
- Business should not be on the restrictive or negative list of the state government.
- Required NOCs and CLUs should be available.
- Unit should stay in commercial production for at least 5 years.
- Industrial park developers must develop a minimum of 25 acres.
Application Process
Stamp duty refund is applied for online through the Antyodaya-SARAL Portal of Haryana. The service is listed on the portal, and there is no application fee.
STEP 1 - Go to the official Antyodaya-SARAL Portal and open the list of services.
STEP 2 - Register as a new user by clicking on 'New User/Register Here' and fill in basic details like name, email and mobile number.
STEP 3 - Verify the account with the OTP sent to the mobile or email.
STEP 4 - Log in with the credentials and open the 'Scheme/Services list'.
STEP 5 - Select Stamp Duty Refund from the list and click on 'Apply for Service/Scheme'.
