Mahatma Jyotiba Phule Loan Waiver (Karj Mukti) Scheme Latest Update

The Maharashtra government on 24 December 2021 told the Legislative Assembly that it was committed to cover all the farmers in the state under its loan waiver scheme. Deputy Chief Minister Ajit Pawar said that the implementation of Mahatman Jyoti Phule Loan Yojana took a backseat due to the COVID 19 pandemic. Replying to a discussion on the issue during the Question Hour, Dy. CM Ajit Pawar said that 31.81 lakh farmers are eligible to get the benefit of the state govt’s Mahatma Jyotiba Phule farm loan waiver scheme.

Finance Minister said that “So far, Rs. 20,290 crore have been disbursed. Eligible farmers, who are yet to get the benefit of loan waiver will be provided the benefit of the scheme by making a provision of funds through supplementary demands in this session and later during the budget session”.

Dy. CM mentioned that the Maha Vikas Aghadi (MVA) government had promised a complete loan waiver of up to Rs 2 lakh after it came to power. If farmers with loan of more than Rs 2 lakh repay the additional amount, they will get waiver of Rs two lakh. While those who regularly repay their dues, ex-gratia of Rs 50,000 will be provided.

Dy. CM Ajit Pawar added that the government is committed to fulfilling the assurance. The economic situation is not good due to COVID-19 lockdown as taxes more than Rs. 1 lakh crore did not come to the state treasury.

Under Maharashtra Mahatma Jyotiba Phule Shetkari Karj Mafi Yojana List 2024, govt. had waived off crop loans upto Rs. 2 lakh. The benefits of Mahatma Jyotirao Phule Shetkari Karj Mukti Yojana was made available to all small and marginal farmers. State farmers who perform farming of sugarcane, fruits and sow traditional crops were also covered under Maharashtra Kisan Karj Mafi Yojana. There is no eligibility criteria to avail benefits of Jyotirao Phule Kisan Karj Mafi Yojna in the state.

महात्मा ज्योतिराव फुले कर्ज माफी योजना की पुरानी अपडेट

महाराष्ट्र महात्मा ज्योतिबा फुले कर्ज माफी योजना के अंतर्गत आने वाले सभी लाभार्थियों को जुलाई 2021 के अंत तक महाराष्ट्र सरकार द्वारा कवर कर लिया जाएगा। महाराष्ट्र महात्मा ज्योतिबा राव फुले कर्ज माफी लिस्ट के अंतर्गत 11.25 लाख किसानों को लाभ मिलेगा और जुलाई तक 8200 करोड़ रुपए किसानों के खातों में पहुंचा दिए जाएंगे। यह योजना कर्ज में डूबे किसानों को राहत पहुंचाने के लिए आरंभ की गई थी। कोरोनावायरस के चलते इस योजना की क्रियान्वयन में बाधा पड़ी है और उन सभी किसानों को लाभ पहुंचाया जाएगा जिन्हें अब तक इस योजना का लाभ नहीं मिला है। राज्य सरकार ने सभी किसानों से अपने आधार का प्रमाणीकरण करवाने का निवेदन किया है जिन्हें इस योजना का लाभ अभी तक नहीं मिला उनसे कहा है।

महात्मा ज्योतिराव फुले कर्ज माफी भुगतान स्थिति

महाराष्ट्र के मुख्यमंत्री उद्धव ठाकरे में कहा है कि इस योजना के तहत महाराष्ट्र के  अब तक कुल 7,06,500 किसानो के खाते खोले गए है इन बैंक अकाउंट में 4739.93 करोड़ रूपये जमा कर दिए गए है । इस महात्मा ज्योतिराव फुले कर्ज माफी के तहत किसानो के खोले गए खातों को आधार कार्ड के माध्यम से सत्यापित किया गया था और फिर धनराशि जमा कर दी गई थी। राज्य के जो किसान अब भी इस योजना के अंतर्गत लाभ पाने से वंचित है वह जल्द से जल्द इस योजना के तहत आवेदन करे और योजना का लाभ उठाये ।

महात्मा ज्योतिराव फुले कर्ज माफी लिस्ट

महाराष्ट्र महात्मा ज्योतिराव फुले कर्ज माफी लिस्ट को राज्य सरकार द्वारा 22 फरवरी 2020 तक जारी करने का फैसला लिया है । इस योजना के तहत महाराष्ट्र के जिन छोटे और सीमांत किसानो ने अपने 2 लाख रूपये तक कर्ज माफ़ करवाने के लिए आवेदन किया है वह लोग लाभार्थी सूची में अपने नाम की जांच कर सकते है ।जिन लोगो का नाम इस Mahatma Jyotirao Phule Karj Mafi Yojana 2024 में आयेगा उन्ही किसानो को इस योजना के अंतर्गत लाभ  प्रदान  किया जायेगा । इस योजना के क्रियान्वयन के लिए  राज्य सरकार द्वारा 10,000 करोड़ रूपये का बजट जारी किया गया है ।

Maharashtra Mahatma Jyotirao Phule Shetkari Loan Waiver Scheme 1st Phase

इस योजना का पहला चरण मार्च 2020 को शुरू किया जायेगा | राज्य के जो इच्छुक लाभार्थी Maharashtra Mahatma Jyotirao Phule Shetkari Loan Waiver Scheme 2024 का लाभ उठाना चाहते है वह जल्द ही इस योजना के तहत आवेदन करके लाभ उठा सकेंगे | विधानसभा सत्र समाप्त होने के बाद एक सम्मेलन को संबोधित करते हुए मुख्यमंत्री ठाकरे ने कहा की कर्जमाफी योजना में कम से कम दस्तावेज जमा करने होंगे और परेशानी नहीं होगी | राज्य सरकार का कहना है कि कर्जमाफी की राशि लाभार्थी किसानो के बैंक अकाउंट में पंहुचा दी जाएगी |

महात्मा ज्योतिबा फुले कर्ज माफ़ी लिस्ट सेकंड लिस्ट

इस योजना के अंतर्गत सरकार द्वारा लाभार्थियों की दूसरी लिस्ट जारी कर दी गयी है । इच्छुक लाभार्थी इस सेकंड लिस्ट देखने के लिए अपने बैंक, ग्राम पंचायत या अपने सरकारी सेवा केंद्र पर जाएँइस योजना के तहत पहली सूची में 15000 से ज्यादा लाभार्थी किसानों के नाम थे, दूसरी सूची में माना जा रहा है इससे भी काफी ज्यादा नाम आये हैं। राज्य के जो इच्छुक लाभार्थी का नाम पहली लिस्ट में नहीं आया है तो वह दूसरी सूची में अपना नाम देख सकते है और योजना का लाभ उठा सकते है।इस योजना के तहत जल्द ही 3rd लिस्ट जारी की जाएगी।

पहली सूची 24 फरवरी 2020 को जारी की गई थी। इस सूची में पंद्रह हजार से भी ज्यादा किसानों के नाम शामिल हैं । दूसरी सूची जारी होने के बाद, सरकार जुलाई के महीने तक अगले चरणों में कुछ और सूचियाँ जारी करेगी। MJPSKY 2 की सूची में राज्य के 13 जिलों से आने वाले लगभग 21,82,000 किसानों के नाम शामिल हैं, जो 2 लाख तक की बिना शर्त कर्ज माफी के पात्र हैं।

महाराष्ट्र कर्ज माफ़ी प्रक्रिया – Process for Jyotirao Phule Shetkari Karj Mukti Yojana

• Jyotirao Phule Shetkari Karj Mukti Yojana योजना के अंतर्गत राज्य के इच्छुक लाभार्थियों का बैंक के ऋण खाता आधार कार्ड से जुड़ा होना चाहिए और विभिन्न कार्यकारी सहकारी समितियों से जुड़ा होना चाहिए।
• मार्च 2020 से, आधार कार्ड संख्या और ऋण खाता राशि वाले बैंकों द्वारा तैयार सूचियों को नोटिस बोर्ड के साथ-साथ चावड़ी पर भी प्रकाशित किया जाएगा।
• ये सूचियाँ राज्य के किसान के क्रेडिट खाते को एक विशिष्ट पहचान संख्या देंगी।
• राज्य के किसानों को अपने आधार कार्ड के साथ विशिष्ट पहचान संख्या लेनी होगी और अपने आधार नंबर और ऋण राशि को सत्यापित करने के लिए ‘आप सरकार सेवा’ केंद्र पर जाना चाहिए।
• यदि सत्यापन के बाद किसानों को ऋण राशि स्वीकृत की जाती है, तो कर्ज ऋण राहत की धनराशि नियमों के अनुसार ऋण खाते में जमा की जाएगी।
• यदि किसानों की कर्ज ली गयी धनराशि और आधार संख्या पर अलग-अलग विचार हैं, तो इसे जिला कलेक्टर की समिति के समक्ष प्रस्तुत किया जाएगा। समिति निर्णय लेगी और अंतिम कार्रवाई करेगी।

Jyotirao Phule Shetkari Karj Mukti Yojana योजना में इन लोगो को फायदा नहीं होगा

• पूर्व मंत्री, पूर्व विधायक और सांसद
• Jyotirao Phule Shetkari Karj Mukti Yojana योजना के अंतर्गत केंद्रीय और राज्य सरकार के अधिकारी, कर्मचारी (25,000 रुपये से अधिक मासिक वेतन के साथ) (चतुर्थ श्रेणी को छोड़कर) को लाभ नहीं दिया जायेगा |
• महाराष्ट्र सरकार के अधिकारी, कर्मचारी (25,000 रुपये से अधिक मासिक वेतन पर) (चतुर्थ श्रेणी को छोड़कर)
• राज्य के सहकारी चीनी कारखानों के निदेशक मंडल, कृषि उपज मंडी समितियों, सहकारी दुग्ध संघों, नागरिक सहकारी बैंकों, सहकारी कताई मिलों और अधिकारियों जिनका मासिक वेतन 25000 रूपये से अधिक है।उन्हें इस योजना के तहत फायदा नहीं होगा |
• राज्य के 25 हजार रुपये से अधिक मासिक पेंशन धनराशि प्राप्त करने वाले व्यक्ति भी इस योजना में पात्र नहीं होंगे |
• महराष्ट्र के ऐसे व्यक्ति जो कृषि आय के अतिरिक्त आयकर का भुगतान करते हैं उन्हें इस योजना का लाभ प्रदान नहीं किया जायेगा |

Jyotirao Phule Shetkari Karj Mukti Yojana के लाभ

• इस योजना के अंतर्गत महाराष्ट्र सरकार द्वारा राज्य के किसानो का 2 लाख रूपये तक का कर्ज माफ़ किया जायेगा |
• 1 अप्रैल 2015 से 31 मार्च 2019 तक लघु अवधि के फसली ऋण और पुनर्गठित फसली ऋण को माफ किया जाएगा |
• राज्य सरकार ऋण राहत राशि का भुगतान सीधे लाभार्थी किसानों के ऋण खाते में ट्रांसफर किया जायेगा |

राज्य के जो इच्छुक लाभार्थी इस Maharashtra Mahatma Jyotirao Phule Shetkari Loan Waiver Scheme के अंतर्गत आवेदन करना चाहते है तो वह ऑफलाइन आवेदन कर सकते है सबसे पहले आपको अपने सभी दस्तावेज़ों आधार कार्ड और बैंक पासबुक को लेकर अपने नज़दीकी बैंक में जाना होगा | वह जाकर आपको सभी प्रक्रिया को पूरा करना होगा | अभी प्रक्रिया को पूरा करने के बाद लोन की राशि उसके खाते में ट्रान्सफर कर दी जाएगी | इस तरह आपका आवेदन पूरा हो जायेगा |

MJPSKY List 2024

इस लिस्ट को जिलेवार के हिसाब से जारी किया जायेगा । राज्य के छोटे और सीमांत किसान अपनी जिले को चुनकर MJPSKY  जिलेवार लाभार्थी सूची 2024 में अपने नाम की जांच कर सकते है । योजना के पहले चरण में हर जिले से दो गांव यानि 68 गावो के पात्र किसान लाभार्थियों की लिस्ट 24 फरवरी को जारी की जाएगी और दूसरी लिस्ट 28 फरवरी से जारी की जाएगी । माह अप्रैल के अंत तक सभी पात्र किसानो को कर्ज माफ़ी योजना का लाभ दे दिया जायेगा ।इस MJPSKY  जिलेवार लाभार्थी सूची 2024 में राज्य के  उन किसानो का नाम आएगा जिन्होंने 30 सितम्बर 2019 तक फसल के लिए ऋण लिया है ।उन लोगो का 2 लाख रूपये तक का ऋण माफ़ किया जायेगा ।

Opposition of Maharashtra Jyotirao Phule Shetkari Karj Mukti Yojana

Former CM and current leader of opposition, Devendra Fadnavis alleged that the government had not fulfilled its original promise of full loan waiver. He questioned the govt’s failure to provide financial assistance of Rs. 25,000 per hectare to farmers who suffered losses due to unseasonal rain.

Fadnavis and other BJP MLAs then staged a walk out in protest of Mahatma Jyotirao Phule Shetkari Karj Mukti Yojana. Moreover, Devendra Fadnavis also alleged that the scheme will benefit very few farmers as most of them were already covered by his government’s CSMSSY 2017 scheme. He said that the govt. is cheating farmers as it is not offering full loan waiver.

Maharashtra Farm Loan Waiver Scheme Application Forms

Chhatrapati Shivaji Maharaj Shetkari Sanman Yojana (CSMSSY) or the Maharashtra Farm Loan Waiver Scheme provided loan waiver to farmers in the state. The state government was inviting online applications for registration of farmers under the scheme for loan waiver. The online farmer registration/application were invited through the official website of CSMSSY at www.csmssy.in of Maharashtra Government.

The eligible farmers were able to register themselves online at csmssy.in or offline for the Maharashtra Farm Loan Waiver Scheme. Maharashtra Farm Loan Waiver Scheme Latest Update

Earlier Maharashtra Farm Loan Waiver Scheme namely Chhatrapati Shivaji Maharaj Shetkari Samman Yojana of Devendra Fadnavis led state government has now been replaced by Mahatma Jyotirao Phule Shetkari Karj Mukti Yojana. The official website for new Maharashtra Farm Loan Waiver Scheme is https://mjpsky.maharashtra.gov.in/. But we are here describing the details of the earlier CSMSSY scheme.

Maharashtra Farm Loan Waiver Scheme Online Farmer Registration

The eligible farmers were able to register themselves on the official online portal at https://csmssy.in using the below steps

STEP 1: Visit the official website of Aaple Sarkar at https://aaplesarkar.maharashtra.gov.in/en/.

STEP 2: Click on the link “Chatrapati Shivaji Maharaj Shetkari Sanman Yojana” or directly click www.csmssy.in.

STEP 3: A new website of CSMSSY open after clicking the link, then click on “Register” button on the right side of the page or directly click https://csmssy.mahaonline.gov.in/#/register

STEP 4: On the new page, there were 4 steps as seen below to register as a farmer for CSMSSY farm loan waiver scheme in Maharashtra.

STEP 5: If applicant have Aadhar card, then applicants had to click on “Yes” button in the first step and click continue, else, if you do not have Aadhar card, clicking “No” will lead you to two options. If you have already applied for Aadhar card, check its status on UIDAI website or click “No” to fill all the details manually in the below prescribed application form.

STEP 6: If have Aadhar card, you were required to click “Yes” and then “Continue” button. You will be taken to step 2 where you have to choose authentication type form OTP and Biometric. Choose “OTP” for verifying details using OTP on your Aadhar registered mobile number, tick the consent box and enter your Aadhar and click “Send OTP” button.

STEP 7: An OTP will be sent to your Aadhar registered mobile number, enter the OTP and verify it. After verification, you will be taken to step 4 in the application process.

STEP 8: Fill all the necessary details and submit the application/registration form and proceed to last step.

STEP 9: Your application process is now complete, you will be provided some registration/application ID. Keep a note of this.

Edit CSMSSY Farm Loan Waiver Scheme Application Form

After receiving a lot of feedback from the applicants, the state government of Maharashtra made the application form editable for all the applicants. If the applicant had made any mistake while submitting the application form, it was to be edited simply by logging in the user account on the same portal at www.csmssy.in.

Maharashtra govt. again invited application form for Kisan Karj Mafi Yojana / CSMSSY Phase 2 from farmers whose name does not appears in the CSMSSY Green list / First List. This was the second chance for Farm Loan Waiver Scheme and farmers were able to apply online for second phase of CSMSSY Maharashtra Farm Loan Waiver Scheme.
