[5th Installment] AP YSR Matsyakara Bharosa Scheme 2024: Rs. 10,000 Payment for Fishermen

Andhra Pradesh government led by CM Y.S. Jagan Mohan Reddy is implementing AP YSR Matsyakara Bharosa Scheme 2024 for fishermen community. The state govt. had earlier launched AP YSR Matsyakara Bharosa Yojana on 21 November 2019. Now the AP govt. has started disbursement of Rs. 10,000 to each fishermen under Matsyakara Bharosa 5th Phase. In this scheme, govt. provides financial assistance to fishermen operating mechanised, motorised and non-motorised fishing nets.

AP YSR Matsyakara Bharosa Scheme Installment Transfers

In this scheme, govt. provides financial assistance to fishing families who lose their livelihood during the ban on fishing. The state government has increased the allowance from Rs. 4,000 to Rs. 10,000 as promised during the elections.

YSR Matsyakara Bharosa 5th Installment Transfer

The Andhra Pradesh government on 16 May 2023 (Tuesday) disbursed Rs. 124 crore into the bank accounts of 1.2 lakh fishermen families under the ‘YSR Matsyakara Bharosa’ scheme as financial assistance during the breeding season between April 15 and June 14 when they refrain from venturing to sea.

Every year during the marine fishing ban period, the coastal state restricts fishermen from going into the Bay of Bengal to fish for enabling the fishes to breed, lay eggs and multiply. “We have started ‘YSR Matsyakara Bharosa’ with the noble idea of avoiding any trouble to fishermen who cannot go in to the sea during the ban period. For the families of my fishermen brothers who reposed their faith on the sea,” Chief Minister Y S Jagan Mohan Reddy said at a public meeting in Nizampatnam town of Bapatla district after the latest instalment of the government scheme was distributed to the beneficiaries.

Besides the aid of Rs 10,000 per family under the programme that is into its fifth year now, the Chief Minister also formally credited Rs. 108 crore into the bank accounts of over 23,000 fishermen from Konaseema district who lost their livelihood due to pipeline works taken up by public sector unit ONGC. Till now, the government has deposited a total of Rs. 538 crore under the ‘YSR Matsyakara Bharosa’ scheme to the families in five years.

YSR Matsyakara Bharosa 4th Installment Transfer

Chief Minister YS Jagan Mohan Reddy said fishermen were ignored during Chandrababu’s rule and asked the people to notice the difference between the previous government and our government. CM was speaking at the fourth annual YSR Matsyakara Bharosa program in Muramalla of I. Polavaram Mandal, Konaseema district. Chief minister said he had seen the plight of the fishermen during the Padayatra and implementing Matsyakara Bharosa program for the fourth year in a row. The state govt. is providing assistance at the rate of Rs. 10,000 per family and has deposited Rs. 108.75 crore to 1,08,755 fishermen under Matsyakara Bharosa 4th phase on 13 May 2022. With this, a total of Rs. 440 crore has been provided so far under the Matsyakara Bharosa scheme in 4 phases.

CM said that the govt. is also providing compensation to 23,458 fishermen who lost their livelihood due to setting up ONGC pipeline. CM mentioned that ‘We are providing Rs. 108 crore compensation of Rs. 11,500 per head by ONGC for 4 months to the fishing families of 69 villages who lost their livelihood’. The state government also paid Rs. 70 crore owed by the previous government.

In the last three years, fishermen have been benefitted with Rs. 331.58 crore and this year with Rs. 108.75 crore accumulating it to Rs. 440.33 crore in four years.

YSR Matsyakara Bharosa Scheme 3rd Installment Transfer

Andhra Pradesh govt. headed by chief minister YS Jagan Mohan Reddy has implemented the YSR Matsyakara Bharosa Scheme for the third consecutive year. On 18 May 2021, CM YS Jagan disbursed the amount virtually at his camp office in Tadepalli and into the beneficiaries bank accounts. Under this scheme, 1,19,875 families will get a benefit of Rs. 119.87 crore at the rate of Rs. 10,000 at a satisfactory level (excluding any eligible person).

In the last two years, fishermen have been benefitted with Rs 211.71 crore and this year with Rs. 119.87 crore accumulating it to Rs. 331.58 crore (211.71 cr + 119.87 cr) in three years.

YSR Matsyakara Bharosa Scheme 2nd Installment Transfer

In the year 2020, around 1,09,231 families received assistance of Rs 109.23 crore. For two years, the government has been providing regular allowances to fishing families during the ban on fishing. In the last two years, fishermen have been benefitted with Rs 211.71 crore (102.48 cr + 109.23 cr).

YSR Matsyakara Bharosa Scheme 1st Installment Transfer

In the year 2019, around 1,02,478 families received a benefit of Rs. 102.48 crore under AP YSR Matsyakara Bharosa Scheme.

CM YS Jagan mentioned that the previous governments did not help the fishermen and the YSRCP government is providing Rs. 10 lakh accidental insurance to the fisherman who dies in an accident while fishing.

Benefits of Matsyakara Bharosa Yojana

The important features and highlights of this AP govt. scheme for fishermen namely Matsyakara Bharosa are as follows:-

• Increased assistance of Rs. 10,000 (previously Rs. 4,000) to fishermen.
• AP YSR Matsyakara Bharosa Scheme beneficiaries to get increased diesel subsidy of Rs. 9 per litre which was Rs. 6.03 earlier. AP govt. has identified 81 filing stations for this purpose.
• Earlier, financial assistance was only given to those fishermen who uses mechanised and motorized boats. But the current dispensation would extend benefits to even those fishermen who uses hunting rafts.
• A total number of 1.20 lakh families of fishermen would be benefited from AP YSR Matsyakara Bharosa Scheme.
• Furthermore, ex-gratia provided to fishermen families which died while hunting has been raised from Rs. 5 lakh to Rs. 10 lakh. All the fishermen in 18 to 60 years of age group can avail this benefit.

Other Benefits for Fishermen in AP

AP govt. will setup Integrated aqua labs in 46 locations at Rs. 56.53 crore. These labs are going to test quality of water, sand, feed and seeds for the benefit of aquaculturists. AP govt. has also allocated Rs. 720 crore to provide power to aqua farmers at cost of Rs. 1.5 per unit to benefit around 53,550 farmers. Other major decisions are to provide rights to fishermen on canals on lease at a nominal cost and provision of input subsidy.
