मुख्यमंत्री अल्पसंख्यक रोजगार योजना – बिहार सरकार ने अल्पसंख्यकों के लिए मुख्यमंत्री अल्पसंख्यक रोजगार योजना 2024 (Chief Minister Minorities Employment Loan Scheme) राज्य में चला रखी है। इस सरकारी योजना में प्रदेश की सरकार अल्पसंख्यक समुदाय में आने वाले लोगों के लिए लोन उपलब्ध कराती है। उपमुख्यमंत्री ने अल्पसंख्यक लोन स्कीम के तहत 25 करोड़ के फंड को बढ़ा कर इस साल 100 करोड़ करने का भी फैसला किया है। जिससे अल्पसंख्यक युवाओं को रोजगार के लिए कर्ज दिया जा सके।

मुख्यमंत्री अल्पसंख्यक रोजगार ऋण योजना (CM Minorities Employment Loan Scheme in Bihar) के दिशा-निर्देशों में संशोधन होने से अब से अल्पसंख्यक उम्मीदवारों (मुस्लिम, सिक्ख, पारसी, बौद्ध और ईसाई मजहबों) के लिए रोजगार के अवसर बढ़ेंगे। अल्पसंख्यक लोन स्कीम बिहार में बेरोजगार लोग व्यवसायों और स्टार्टअप शुरू करने के लिए 5 लाख तक का ऋण कम ब्याज दर पर ले सकते हैं।

राज्य में अल्पसंख्यक वर्ग के युवाओं में बेरोजगारी को देखते हुए प्रदेश की सरकार ने यह निर्णय लिया है। इसके अलावा उप मुख्यमंत्री ने यह भी कहा था की केंद्र और राज्य सरकार द्वारा आर्थिक रूप से कमजोर वर्गों के लिए सरकारी नौकरियों व शैक्षणिक संस्थानों में नामांकन के लिए किये गये 10 प्रतिशत आरक्षण के प्रावधान से अल्पसंख्यकों को सबसे ज्यादा फायदा होगा।

सीएम अल्पसंख्यक लोन स्कीम नियम व शर्तें

मुख्यमंत्री अल्पसंख्यक कल्याण विभाग बिहार ने ऋण उपलब्ध कराने से पहले कुछ शर्तें (Chief Minister Minorities Employment Loan Scheme Details & Conditions) रखी हुई हैं जिसकी सूची आप नीचे देख सकते हैं:

• योजना के तहत त्रैमासिक गणना की गई धनराशी का 5% ब्याज देना होगा।
• लोन मिलने की तारीख से 3 महीने तक की अवधि तक ऋण पर किसी भी तरह का ब्याज नहीं लगेगा।
• यदि उम्मीदवार ऋण की राशि का भुगतान निर्धारित समय पर करता है। तो उसे सरकार द्वारा ब्याज दर में 5 % की छुट प्रदान की जाएगी।
• इस योजना के तहत उम्मीदवार को 20 समान त्रैमासिक किश्तों में अपने ऋण का भुगतान करना होगा। यह योजना बेरोजगार व्यक्तियों को उनके बैंक में प्रत्यक्ष लाभ हस्तांतरण (DBT) से लाभ प्रदान करेगी।

सीएम अल्पसंख्यक लोन स्कीम पात्रता व योग्यता

इसके अलावा आवेदक के पास निम्न्लिखित पात्रता (Bihar Mukhayamantri Alpasankheyak Rozgar Rin Yojana Eligibility Criteria) होनी जरूरी है अगर वह इस लोन स्कीम के तहत बेरोजगारी के लिए ऋण लेना चाहता है तो:

1. आवेदक की आयु 18 वर्ष से 50 वर्ष के बीच होनी चाहिए।
2. आवेदक बिहार राज्य में उस जिले का निवासी होना चाहिए जहां वह अपना स्वरोजगार खोल्न चाहता है।
3. इस योजना के तहत मिलने वाली ऋण की राशि से स्वरोजगार बिहार राज्य में हीं में शुरू करना होगा।
4. इस योजना के तहत ऋण लेने के लिए आवेदक का बेरोजगार होना अनिवार्य है।
5. आवेदक केंद्र सरकार, राज्य सरकार या अर्धसरकारी संस्था में किसी भी पद पर कार्यरत नहीं होना चाहिए।
6. आवेदक अल्पसंख्यक समुदाय का व्यक्ति होना चाहिए तथा सभी स्त्रोतों से उसके परिवार की आय 4 लाख से अधिक नहीं होना चाहिए।

Loan Distribution

1. The funds allotted by GoB.
2. Recovered loan amount from this scheme to be used as revolving fund for further loan distribution.

Other Costs

Administrative cost, delivery cost and all other costs to be covered by the interest generated from recovery of loans.

Release of funds

Loan amount is transferred to the bank account of applicants selected by the Selection Committee and approved by the MD, BSMFCL.

At least 2 members are required for a quorum. If Chairman is absent, other senior member to be appointed as the Chairman.

Selection Process

1. Advertisement publication about availability and submission of application at DMWO Offices.
2. Before sanctioning loan amount to candidates selected by Selection Committee, spot verification report to be submitted by Commissionery In-charge.
3. Documents of the selected candidates to be counter-signed by the Commisionery In-charge.

Eligibility Criteria for Bihar Mukhyamantri Rojgar Rin Yojana

• Age range: Applicants age must lie b/w 18 to 50 years.
• District: Scheme benefits to be availed from the district of permanent residence of the applicant.
• Usage: Loan amount to be used for employment and income generation only.
• Service: Applicant must not be in government or semi-government service.
• Communities: Except Muslims, applicants of all other beliefs (Christians, Sikhs, Parsis, Buddhists and Jain) need to produce religious belief certificate from religious bodies.
• Family Income: Must be less than 4.00 lakhs.
• Certificates: Income and residence certificates should be issued by competent authority (SDO, BDO, CO).

Guarantor

Upto 1 lakh: Self guarantee/guarantee by a person who has/ whose either parent has a rent receipt/ other related document for guarantee.

More than 1 lakh: A govt/semi-govt/bank/ autonomous body employee (at least 5 years of service remaining), income tax payee, Anganbadi workers, teachers from Registered Madarsas, permanent teachers or mutawalli from registered waqf who has immoveable properties of equitable mortgage

Transfer of Loan Amount

After Sanction Order is issued, money is transferred to the account of the beneficiary by RTGS.

• If sanctioned amount is more than 1 lakh (per unit of equipment or machines, etc.), then it is transferred to the vendor’s account after receiving quotation or performa bill.
• If sanctioned amount is less than one lakh, then amount is transferred directly to the applicant’s account.

Loan Recovery

• Interest: After 3 months moratorium, 5% simple interest to be levied on loan amount.
• EMI: 20 equal quarterly installments to be paid.
• Processing Charge: 0.5% of sanctioned amount deducted before RTGS payment.
• Rebate: If the entire loan amount is returned on scheduled time, a waive of 0.5% on outstanding interest to be given.
• Penalty: Failure to pay the EMIs on time will lead to compounded interest being recovered at the end of FY.
• Post-dated cheque: 10 to 20 post dated cheques to be deposited by the candidate.
