Telangana government has launched Aasara Pension Scheme 2024 as a part of its welfare measures and social safety net strategy. This scheme has been launched with a view to ensure secured life with dignity for all the poor. Aasara Pension Scheme in Telangana Budget 2023-24

Telangana finance minister in the annual budget session for the fiscal year 2023-24 allocated Rs. 12,000 crores to the Aasara Pension Scheme. FM said “After coming to power, the KCR led state government increased the pension being given to the elderly, widows, AIDS patients, handloom workers and toddy tappers from Rs. 200 to Rs. 2,016 per month; pension to differently-abled was increased from Rs. 500 to Rs. 3,016 per month which will further be increased by Rs. 1000 i.e disabled persons will get Rs. 4,016 per month from July 2023; pension to single women, beedi workers and filarial patients would be Rs. 2,016 per month.

“It is no exaggeration to say that the golden age of welfare is ushered in by the TRS government. The government has reduced the age limit for Aasara pensions from 65 to 57. For Aasara pensions, the government proposes an outlay of Rs. 12000 crores,” said the minister.

Aasara Pension Scheme Launch

Aasara Pension Scheme was launched by the Telangana government on 8 November 2014 in Kothur in Mahboobnagar district. The welfare scheme provides pensions to old people, widows, patients suffering from elephantiasis, AIDS, physically disabled persons, beedi workers and single women.

In October 2019, the government had set up Aasara call centres under the supervision of Panchayat Raj and Rural Development minister Errabelli Dayakar Rao at Khairatabad through which those with grievances could dial the phone numbers and lodge their complaints. The phone numbers were set up for 10 districts which expanded to other districts thereafter. Earlier the age limit to apply was 65 years. But it was later changed to 57 in the year 2020 resulting in an increased number of beneficiaries.

The welfare scheme has not had a good run ever since its launch in 2014. Many reports of pensions not being given on time or no pension at all have surfaced in various media reports. A protest was organized and according to the protestors, many who are eligible for the scheme have been running from pillar to post but in vain. Now the state govt. is focusing on effective implementation of the Aasara pension scheme for the current year.

Aasara pension scheme is meant to protect the most vulnerable sections of society in particular the old and infirm, people with HIV-AIDS, widows, incapacitated weavers and toddy tappers, who have lost their means of livelihood with growing age, in order to support their day to day minimum needs required to lead a life of dignity and social security.   • At the homepage, concerned officials can make login using the username and password as shown below:-

  • Upon making login, the concerned authorities can fill the Telangana Aasara Pension Scheme application form to enroll persons for pension scheme.

Track Telangana Aasara Pension Status

People can track Telangana Aasara Pension Status using 2 methods – first is to search pensioner details, second is to check status with aadhar card.

Search Pensioner Details

In order to search pensioner details, applicants can firstly go to the official website at aasara.telangana.gov.in. Then at the homepage, scroll over the “Quick Search” tab in the main menu and then click at “Search Pensioner Details“. Here applicants can enter Pension ID / SADAREM ID or District, Mandal, Panchayat, Name, Head of Family and then click at “Search” button to search pensioner details.

Aasara Pension Yojana Amount

Telangana government was providing security and livelihood to helpless poor through Aasara pensions. The government in united Andhra Pradesh was giving only Rs. 200 pension, which was hiked to Rs. 1000 after formation of TS state and then to Rs. 2,016 by the Telangana government. Old aged, widows, weavers, toddy tappers and AIDS patients are now getting Rs. 2,016 p.m. Disabled people were given only Rs. 500 in united Andhra Pradesh, which was hiked to Rs. 1500 at the time of formation of Telangana state, then raised to Rs. 3,106 and now from 1 July 2023, this pension amount would be raised by further Rs. 1000. Now the disabled people will start getting Rs. 4,016 p.m.

TS Aasara Pension Scheme Beneficiaries Dataset

While old age people, widows, beedi workers, toddy tappers, weavers, badirilu, bodakaalu (elephantiasis) victims, AIDs patients and single women are getting Rs. 2016 pension, the physically challenged, poor and old artists will get Rs. 4016 Aasara pensions regularly. This dataset provides information on the number of sanctioned Aasara Pensions under various categories like Old age people, Disabled, Widows, Toddy Tappers, Anti-Retroviral Therapy(A.R.T) Patients, FA to Beedi Workers in each of the districts of the Telangana State.

As per the audit report of 2019-2020, the Telangana state government is spending 98.80% towards pensions while the central government is contributing only 1.20%. There is no evidence that any other state is spending at these levels to provide pensions to the destitute. Telangana govt. has already made an allocation of Rs. 12000 crore in its budget.

Telangana Aasara Pensions Scheme Rules for Exclusion

The persons belonging to the households fulfilling 1 or more of the following condition’s listed below shall not be eligible for Social Security Pensions (Aasara Pensions Scheme) in Telangana:-

  • Having land more than 3.0 acres wet / irrigated dry or 7.5 acres dry.
  • Having children who are Government / Public sector / Private sector employment / Out-sourced / contract.
  • People having children who are doctors, contractors, professionals and self employed.
  • Having large business enterprise (oil mills, rice mills, pumps, rig owners, shop owners etc.)
  • People who are already receiving Government pensions or freedom fighter pensions.
  • Owners of light and/or heavy automobiles (four wheelers and big vehicles).
  • Any other criterion in which the verification officer may assess by the manner of lifestyle, occupation and possession of assets rendering the household as ineligible.
  • Annual household income is more than Rs. 1.50 lakhs in rural areas and Rs. 2 lakhs in urban areas.

Previously, the Aasra Pension Scheme beneficiary list included only 7 categories of persons with disabilities (PWDs). Telangana Aasara Pension Scheme Disability Category List

All the beneficiaries gets pension of Rs. 4,016 per month under Aasara Pension Scheme. The state govt. has constituted medical boards to examine and issue disability certificates based on parameters and symptoms prescribed under Right of Persons with Disabilities Act, 2016. Although the center had included 14 new categories in Right of PWD Act 2016, framing of guidelines took a lot of time. Telangana Aasara Pension Scheme provides pensions to old people, widows, Goud community, elephantiasis patients, AIDS afflicted people, physically disabled and beedi workers.

As per the central govt. guidelines, some of these 14 new categories of specially abled people are eligible for reservations in employment and education. Moreover, some people coming under these new categories for persons with disabilities are eligible for pre and post matric scholarships, marriage incentives, social security pensions and economic rehabilitation.
